การวิจัยเรื่ องแนวทางการปฏิบัติงานของ นทพ.ระยะ20ปี (พ.ศ.2560-2579 )
มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์อนาคตภาพที่เป็ นไปได้มากที่สุด และเสนอแนะแนวทางการ
ปฏิบัติงานของหน่วยบัญชาการทหารพัฒนาระยะ 20 ปี (พ.ศ.2560-2579) เป็ นการวิจัยเชิงอนาคต
ด้วยเทคนิคเดลฟาย ด าเนินการสอบถามผู้เชี่ยวชาญ 17 ท่าน จ านวน 2รอบ ได้ผลการวิจัยดงัต่อไปน้ี
ด้านภารกิจของ นทพ.โดยกา หนดภารกิจดงัน้ี1) การพัฒนาทรัพยากรบุคคล ชุมชน
พ้ืนที่ เพื่อเสริมความมนั่ คงของประเทศให้มีความพร้อมต่อการป้ องกันประเทศจากภัยคุกคาม
ทุกรูปแบบ 2) การพฒั นาพ้ืนที่เพื่อสร้างความมนั่ คงทางอาหาร น้ า และพลงังาน รวมถึงการใช้
ทรัพยากรธรรมชาติให้เกิดประโยชน์สูงสุด 3)การพฒั นาพ้ืนที่ขอบชายแดนของประเทศและ
ประเทศเพื่อนบา้น เพื่อสนบั สนุนเก้ือกลูและสร้างความสมั พนัธร์ะหว่างประเทศ 4) การป้ องกันและ
ช่วยเหลือผปู้ระสบภยัพิบตัิท้งัในและนอกประเทศ
ด้านการกา หนดพ้ืนที่เป้าหมายการพฒั นา จะกา หนดพ้ืนที่เป้าหมายโดย 1) เน้นการ
พฒั นาพ้ืนที่สนบั สนุนกองกา ลงัป้องกนัแนวชายแดน 2) การพฒั นาพ้ืนที่เป้าหมายบริเวณพ้ืนที่ท้งัใน
และนอกประเทศ โดยก าหนดความเร่ งด่วนตามภัยคุกคามของแต่ละส านักงานพัฒนาภาค
3) การพฒั นาพ้ืนที่ตอนในของประเทศ สร้างความมนั่ คงดา้นอาหาร น้า และพลงังานของประเทศ
ด้านโครงสร้างการจัดของหน่วยบัญชาการทหารพัฒนามีการปรับเปลี่ยนโดย
1) จดั ต้งัสา นักบรรเทาสาธารณภัย 2) จดั ต้งัสา นักนโยบายและแผนหน่วยบญั ชาการทหารพฒั นา
3) จดั ต้งัหน่วยฝึ กบ าบัดผู้ติดยาเสพติด ในระดับหน่วยพัฒนาการเคลื่อนที่
ด้านการก าลังพลของ นทพ. มีนโยบายดังน้ี1) ก าหนดมาตรการประเมินผล
การปฏิบัติงานและการลงทัณฑ์ของก าลังพล 2) บรรจุก าลังพลตามอัตราที่ได้รับจนเต็ม แล้วจัดท า
มาตรการควบคุมในการรักษายอดก าลังพลของหน่วยทุกระดับให้คงที่ 3) เปิ ดหลักสูตรการเรียน
การสอนเสริมทกั ษะ พฒั นาความรู้รวมท้ังมีการประเมินผลเพื่อเป็นฐานขอ้ มูล 4) ให้ทุกหน่วย
พัฒนาการเคลื่อนที่ เตรี ยมการเปิ ดการบ าบัดผู้ติดยาเสพติด 5) ก าหนดให้มีสวัสดิการก าลังพล
อย่างครบถ้วน ตามปั จจัยการด ารงชีพ ที่มีความจ าเป็ น ตลอดจนส่งเสริ มการศึกษาให้กับ
บุตรข้าราชการ

Title Operational Guidelines for the 20-year Armed Force Development

Research on the performance of the NT. 20-year period aimed at studying and
