บทคัดยอ
เรื่อง : แนวทางการขับเคลื่อนการจัดการสาธารณภัยอยางบูรณาการและมีประสิทธิภาพ
ของกรมปองกันและบรรเทาสาธารณภัย

ประเทศไทยเผชิญกับสาธารณภัยตางๆ ตลอดมาตั้งแตอดีตจนถึงปจจุบัน ไมวาจะเปนภัยที่เกิด
จากธรรมชาติและที่เกิดจากการกระทําของมนุษย สรางความเดือดรอนและสรางมูลคาความเสียหาย
ทางเศรษฐกิจกวาหลายลานบาทตอป รัฐบาลไดเห็นความสําคัญของการรับมือในการปองกันและลดความ
สูญเสียโดยใชกฎหมายและแผนเปนเครื่องมือและกลไกที่สําคัญในการจัดการตั้งแตกอนเกิด ขณะเกิด และหลัง
เกิดสาธารณภัย
กรมปองกันและบรรเทาสาธารณภัยในฐานะเปนหนวยงานกลางของรัฐในการดําเนินการเกี่ยวกับ
การปองกันและบรรเทาสาธารณภัยของประเทศ ตามพระราชบัญญัติปองกันและบรรเทาสาธารณภัย พ.ศ. 2550
จะตองแสวงหาแนวทางหรือกลวิธีในการดําเนินการที่มีประสิทธิภาพเพื่อใหบรรลุเปาหมายขางตน
เปรียบเสมือน การแสวงหา MeansใหตอบสนองWays เพื่อบรรลุEnds นําไปสูแนวทางการขับเคลื่อนการ
จัดการสาธารณภัยอยางบูรณาการและมีประสิทธิภาพ ตามแนวทางการศึกษายุทธศาสตรชาติ ของ วปอ.
ผูวิจัยไดทําการศึกษาผานแนวคิด ทฤษฎี และเอกสารที่เกี่ยวของ รวมถึงศึกษาขอคิดเห็น
ขอเสนอแนะจากหนวยงาน และบุคลากรของกรมปองกันและบรรเทาสาธารณภัย เพื่อหาแนวทางขับเคลื่อนการ
จัดการสาธารณภัยที่มีประสิทธิภาพใหบรรลุเปาหมาย คือ“ความมั่นคงปลอดภัยอยางยั่งยืน” โดยมี
วัตถุประสงคการวิจัยเพื่อศึกษา วิเคราะห แนวคิด แนวทางและเสนอแนวทางในการจัดการสาธารณภัยรวมถึง
ขอเสนอตอบทบาทภารกิจและหนาที่ของกรมปองกันและบรรเทาสาธารณภัยในฐานะหนวยงานขับเคลื่อน ซึ่ง
เปนการวิจัยเชิงคุณภาพ โดยการนําขอมูลที่ไดมาจัดระบบและวิเคราะหแนวคิดแนวทางเพื่อใหไดผลสรุปเปน
ขอเสนอแนวทางในรูปแบบการบรรยายเชิงพรรณนา
ผลการศึกษาวิจัย พบขอเสนอที่สําคัญในการดําเนินการที่มีประสิทธิภาพ คือ
1. การเพิ่มศักยภาพการจัดการความเสี่ยงจากสาธารณภัย การชวยเหลือสงเคราะหและฟนฟูใหมี
ประสิทธิภาพและมีมาตรฐานตามหลักสากล ดวยความรวดเร็ว ทั่วถึง และเปนธรรม ทรัพยากรในการจัดการสา
ธารณภัย มีเพียงพอและมีความพรอมตอการปฏิบัติงาน
2. บูรณาการดานการจัดการความเสี่ยงจากสาธารณภัย ระหวางหนวยงานและเครือขาย ทุกภาค
สวนทั้งในและตางประเทศใหมีความเปนเอกภาพ
3. สรางความเขมแข็งแกประชาชน เอกชน ชุมชน ทองถิ่น อาสาสมัคร และเครือขาย ใหมีความรู ตระหนัก มีวัฒนธรรมความปลอดภัย และมีสวนรวมในการจัดการความเสี่ยงจากสาธารณภัย
ตามแนวทางประชารัฐ
4. พัฒนาองคกรและบุคลากรไปสูการเปนองคกรที่มีขีดสมรรถนะสูงและสามารถรองรับความ
เปลี่ยนแปลงไดภายใตแนวคิด“องคกรมีขีดความสามารถ บุคลากรมีความเชี่ยวชาญและคุณภาพ ”
โดยผูวิจัยมีขอเสนอแนะเพิ่มเติม คืออาจตองมีการศึกษาวิจัยอยางละเอียดเพื่อจัดทําเปน
นโยบายและยุทธศาสตรการขับเคลื่อน นอกจากนี้ควรใหความสําคัญในการเสริมสรางศักยภาพเครือขายใหมี
ภูมิคุมกันจากสาธารณภัยในทุกระดับ สงเสริมใหประชาชนและชุมชนในพื้นที่เสี่ยงภัยมีขีดความสามารถในการ
เตรียมพรอมรับมือซึ่งจะเปนเครื่องมือสําคัญระดับฐานรากในการบริหารจัดการสาธารณภัยประเทศไทย
ใหมีความปลอดภัยอยางยั่งยืน

ABSTRACT
Title : An integrated approach for effective disaster management of The
Department of Disaster Prevention and Mitigation
Field : Social - Psychology

Thailand has experienced natural and man-made disaster events that
have caused millions of economic damage per year. Therefore, the government is
enforcing the implementation of pre-, during and post disaster risk management
measures; including laws, plans and existing mechanisms, to prevent and reduce its
impact. Department of Disaster Prevention and Mitigation (DDPM), as the national
government entity for disaster risk management according to Disaster Prevention and
Mitigation Act B.E. 2550, is obliged to establish approaches or measures that enable
country to achieve its development goals. An integrated approach for effective
disaster management then is the mean that will lead the country to the desired
ends as guided in national strategies development framework of Thailand National
Defence College. The researcher uses qualitative method to establish an effective
disaster management approach that would allow us to fulfill country’s development
goal, “Security, Safety and Sustainability”. Through exhaustive literature reviews
together with feedback from officials of DDPM and concerned agencies, this study
aims to investigate and propose an approach with suggestions of DDPM’s roles and
responsibilities for a more effective disaster management. Key results of this study include;
1. Improving effectiveness and standardization of DDPM’s disaster risk
management, provision of relief, and disaster recovery that should be performed in a
timely, accessible and equitable manner. Disaster management resources should be
sufficient and ready to be mobilized.
2. Integrating efforts of both national and international agencies and
partners to ensure uniformity.
3. Strengthening people’s capabilities that include general public, private
sector, communities, local actors, and other networks by raising their safety mind
awareness and participation in disaster risk management activities according to the
Government’s People-State Approach.
4. Enhancing competencies of DDPM and human resources to be able to
adapt to the changing circumstances with the vision of “Competent organization and
competent staff”
However, it is necessary to continue studying this proposed approach in
more detail so as to formulate a policy and strategy to implementing it. In addition,
we should focus more on building capacities of stakeholders at all levels in disaster
risk management and enhancing preparedness of people living in disaster risk prone
communities because they are fundamental tools for country’s disaster resilience
and sustainable development.
