กองบัญชาการตํารวจภูธรภาค

ตํารวจเป็ นผู้พิทักษ์สันติราษฎร์มีหน้าทีดูแลระวังรักษาความสงบเรี ยบร้อยของ
ประชาชนพลเมืองของประเทศ งานการสืบสวนสอบสวนคดีอาญา เป็ นขันตอนทีสําคัญยิงของ
กระบวนการยุติธรรมขันต้น ตํารวจหรือพนักงานสอบสวน จึงเป็ นหัวใจสําคัญและเป็ นบันได
ขันแรกของกระบวนการยุติธรรมทีมีบทบาทสําคัญในการทีจะเสริมสร้างความถูกต้องชอบธรรม
ให้กับสังคม ปัจจัยทีทําให้การสืบสวนสอบสวนคดีอาญาสัมฤทธิผลได้หรือไม่นันอยู่ที ผู้บริหาร
งานสืบสวนสอบสวนและตัวตํารวจหรือพนักงานสอบสวนเป็ นสําคัญ ในการศึกษาแนวทางการ
บริหารงานสืบสวนสอบสวนคดีอาญาทีมีประสิทธิภาพของกองบัญชาการตํารวจภูธรภาค ให้มี
ประสิทธิภาพเป็ นเรืองสําคัญทีสมควรได้รับการศึกษาวิจัย ในการศึกษาครังนีมีวัตถุประสงค์
เพือศึกษาสภาพปัญหาการบริหารงานสืบสวนสอบสวนคดีอาญาและเสนอแนวทางการบริหารงาน
สืบสวนสอบสวนคดีอาญาทีมีประสิทธิภาพของกองบัญชาการตํารวจภูธรภาค โดยมีขอบเขตของ
การวิจัยเน้นศึกษาแนวทางการบริ หารงานสืบสวนสอบสวนคดีอาญาทีมีประสิ ทธิภาพของ
กองบัญชาการตํารวจภูธรภาค ประชากรทีใช้ศึกษาในครังนี ได้แก่ ข้าราชการตํารวจในระดับ
หัวหน้าสถานีตํารวจขึนไป และประชาชนในพืนทีรับผิดชอบของกองบัญชาการตํารวจภูธรภาค
การวิจัยครังนีเป็ นการวิจัยเชิงคุณภาพ (Qualitative Research) ด้วยการใช้วิธีการวิจัยเอกสาร
(Documentary Research) และการสัมภาษณ์ (Interview) ผลการวิจัยสรุปได้ว่าปัจจัยทีทําให้การ
สืบสวนสอบสวนคดีอาญาสัมฤทธิผลได้หรือไม่นันอยู่ที ผู้บริหารงานสืบสวนสอบสวนและตัว
ตํารวจหรือพนักงานสอบสวนเป็ นสําคัญ การดําเนินการและอํานวยความยุติธรรมในการสืบสวน
สอบสวนคดีอาญาปัจจุบันนี ประชาชนยังไม่ได้รับความยุติธรรม และการปฏิบัติทีดีจากตํารวจและ
พนักงานสอบสวน แม้ในคดีทีเป็ นผู้เสียหายยังต้องใช้เส้นสายในการฝากฝังให้ติดตามคดีหรือเข้า
แจ้งความร้องทุกข์ การดําเนินการยังไม่ถูกต้องและล่าช้าอยู่ปัจจุบันนีปัญหาเกียวกับพนักงาน
สอบสวนทีเกิดขึนคือจํานวนพนักงานสอบสวนไม่เพียงพอต่อปริมาณงานทีเกิดขึน ถึงแม้ว่าการ
ปฏิบัติหน้าทีสอบสวนในปัจจุบันจะมีทังเงินประจําตําแหน่งและเงินค่าตอบแทน

Police are cop have a duty of care and care of citizens, citizens of the country. Criminal Investigation it is an important step of the basic justice process. Police or investigators,
it is the heart and the first step of justice play an important role in order to strengthen accuracy, righteous to society. Factors that make criminal investigation achievement or not is at the
investigative administration and the police or inquiry officer is important. In education of
Management approach the Criminal Investigation Effective Provincial Police Division Region 7
to be effective is important that's worth the research. In research have purpose to study the
problem state management work criminal investigation and propose guidelines management
approach the Criminal Investigation Effective Provincial Police Division Region , by the scope
of the research emphasis on education management approach the Criminal Investigation Effective
Provincial Police Division Region , the population studied in this study include police officer, chief police station up and people in the area of responsibility provincial police division region . This research is a qualitative research with the use of document research methods and interview. Research result factors that cause criminal investigation or not is at the investigative
administration and the police and investigators are important. Action and justice current criminal
investigation people have not been fair and good practice from the police and the inquiry officer, even the case is the victim also need to use lines to recommend, keep track of the case or to
pursue complaints. Action not yet valid and delayed. Today, the problem with the inquiry not
enough workload although the duty current investigation there will be money positioning and
remuneration.
