โลมาอิรวดีในทะเลสาบสงขลา จัดเป็ นโลมาที(อาศัยอยู่ในแหล่งนํ,าจืดแห่งเดียวของ
ประเทศไทย และมีความสุ่มเสี(ยงต่อการสูญพันธุ์ไปจากพื,นที(ดังกล่าว ตัวอยางเช ่ ่น การติดเครื(องมือ
ประมงโดยไม่ได้ตั,งใจ การอยู่ในพื,นที(ปิ ดและมีข้อจํากดในการอาศัยและหาก ั ิน จึงจําเป็ นต้องมี
มาตรการหรือแผนปฏิบัติงานในการอนุรักษ์โลมาในทะเลสาบ ในการวิจัยโลมาอิรวดีในทะเลสาบ
สงขลาครั,งนี, เป็ นการพิจารณาสถานการณ์ของการดํารงอยู่ของโลมาและมาตรการของหน่วยงาน
ภาครัฐและการมีส่วนร่วมของภาคประชาชนในการอนุรักษ์โลมาอิรวดี โดยใช้กระบวนการรวบรวม
ข้อมูลจากการสัมภาษณ์หรื อแบบสอบถาม และการเสวนาหารื อกับผู้มีส่วนได้ส่วนเสี ย และ
วิเคราะห์ข้อมูลจากเอกสารและผลงานวิจัยที(ผ่านมา การวิจัยนี,เป็ นการวิจัยเชิงคุณภาพที(เน้น
เป้ าหมายให้มีการขับเคลื(อนแผนงานโครงการของหน่วยงานต่างๆ ไปสู่การปฏิบัติ ผลการวิจัย
พบว่าผู้มีส่วนเก
ี(ยวข้องในพื,นที(มีความรู้ความเข้าใจในสถานการณ์ และต้องการมีส่วนร่วมในการ
อนุรักษ์และดูแลโลมาอิรวดี และถึงแม้ว่าปัจจุบันพบโลมาอิรวดีในทะเลสาบสงขลา มีจํานวน
ป ร ะ ม า ณ ๒ ๐ ตัว แ ต่ก้ยัง ส า ม า ถ ใ ช้โ ล ม า อ ร ว ดี ใ น ท ะ เ ล ส า บ เ ป็ น ธ ง นํา ใ น ก า ร ฟื,น ฟู
ทรัพยากรธรรมชาติและสิ(งแวดล้อม รวมทั,งเป็ นสัตว์สัญลักษณ์ที(สําคัญของทะเลสาบสงขลาได้
การวิจัยครั,งนี,ทําให้ได้บทบาทและมุมมองของแต่ละภาคส่วนต่างๆ ในการขับเคลื(อนและการแกไข้
ปัญหาการลดลงของโลมาอิรวดีและทรัพยากรประมงในทะเลสาบ พร้อมทั,งได้เสนอแนะแนว
ทางการดําเนินงานของแต่ละภาคส่วนที(เกี(ยวข้อง ทั,งหน่วยงานภาครัฐและภาคเอกชน ภายใต้คํา
สําคัญที(วา โลมาอยู ่ ได้ และชาวประมงอยู ่ รอดในทะเลสาบสงขลา ่

ABSTRACT
Title Integrated measures for Irrawaddy dolphin conservation in Songkhla
Lake, Thailand

Irrawaddy dolphin in Songkhla Lake was only a foraging site of freshwater dolphin
found in Thailand. They were quite risk to be extinction of the lake by many reasons such as
incidental catch by gill net and limitation of closure lake and less spacing for foraging. Then it was
very urgently need to have an action plan or integrated measures for dolphin conservation in the
lake. Researches on Irrawaddy dolphin in Songkhla Lake have been determined on the present
status and situation of the dolphin and undertaken on integrated measures between government
and non-government section involved in the lake. Interviewing and participation techniques were
carried out by all stakeholders and responsible government officials and evaluated the
documentary including the previous items. Results revealed that most of stakeholders understood
the situation of dolphin and need to be participated into an action of protection and conservation.
Although the present day number of Irrawaddy dolphin remained only about 20 individuals but it
should have potential to be flagship species for natural resources and environment rehabilitation
and this dolphin could be a symbol animal of the lake. This paper have tried to integrate and look
overview and role of stakeholder and government sectors and to motivate resolution of dolphin
and fishery resources decreasing in the lake. Many suggestion issues for each sectors including
private and local conservation networks under the keyword of “local community can move and
Irrawaddy dolphin can survive in Songkhla Lake”.
