จดัทาํขÊึนโดยมีวตัถุประสงค์สําคญั เพÉือหารูปแบบทีÉเหมาะสมในการพฒั นาการบริหารงานตาํรวจใน
ระดบั สถานีภายใตค้วามจาํกดัของทรัพยากรการบริหาร และพฒั นาบทบาทตาํรวจไทยให้มีความ
พร้อมไปสู่การรองรับการเปิดประชาคมอาเซียน และนําผลการศึกษาไปเป็นแนวทางในการ
ปฏิบตัิงานของสํานกังานตาํรวจแห่งชาติเพืÉอการให้บริการประชาชนชาวไทยและชาติอืÉนๆ อยา่ งมี
ประสิทธิภาพและทนั ต่อสถานการณ์ทีÉเปลีÉยนแปลงไป รวมทัÊงเพืÉอศึกษาถึงความเหมาะสมในการนาํ
หลกัธรรมาภิบาลมาประยกุ ตใ์ชใ้นการบริหารงานสถานีตาํรวจ
ในการศึกษานีÊผศู้ึกษาใชรู้ปแบบการศึกษาวิจยัเชิงคุณภาพ (Qualitative Study) โดยใช้
การสัมภาษณ์เชิงลึกกบัผเู้กÉียวขอ้งในสํานกังานตาํรวจแห่งชาติรวม řŝ ท่าน กบัผูแ้ทนกระทรวงการ
ต่างประเทศอีก Ś ท่าน รวมทÊงัการรวบรวมขอ้ มูลเอกสารเชิงทฤษฎีต่างๆ ทีÉเกีÉยวขอ้งผลการศึกษา
พบวา่ การนาํรูปแบบการบริหารจดัการตามหลกัธรรมาภิบาลมาใช้ในการบริหารงานสถานีตาํรวจ
จะส่งผลดีในการบริหารงานทÉีสร้างความมันÉ ใจใหป้ ระชาชนทุกสัญชาติทÉีมาติดต่อราชการทีÉจะไดร้ับ
การอาํนวยความยตุ ิธรรมอยา่ งมีประสิทธิภาพและเท่าเทียมกนั เป็นการสร้างภาพลกั ษณ์ทีÉดีและเป็ น
มาตรฐานการบริการทีÉยอมรับได้ในส่วนปัจจยัดา้นอÉืนทีÉสําคญั อนั มีผลต่อการบริหารสถานีคือการ
สร้างภาวะผูน้ ําของผูบ้ ริหารสถานีทีÉเป็นผูท้ ีÉมีความรอบรู้ในการบริ หาร จัดการคน ทรัพยากร
การปฏิบตัิงาน และเทคโนโลยีต่างๆ และการแสวงหาความร่วมมือกบั ประชาชนในการมีส่วนร่วม
ในการปฏิบตัิงานของตาํรวจการบริหารงานตามทฤษฎี ERIC-SAP และทฤษฎีตาํรวจผูร้ับใช้
ประชาชนจะทาํให้การบริหารสถานีตาํรวจประสบผลสําเร็จและเป็นทÉียอมรับจากประชาชนและทุก
ภาคส่วนในพÊนที ื É
ผลการวิจยัทาํให้เกิดมุมมองใหม่และทาํให้รู้ถึงปัจจยัหลกั สําคญั ในการบริหารงาน
สถานีตาํรวจให้มีประสิทธาภาพและสามารถแก้ไขปัญหาได้ถูกจุดภายใต้ทรัพยากรทÉีจาํกัดของ
สาํ นกังานตาํรวจแห่งชาติขอ้เสนอแนะต่างๆ จะนาํ เสนอสาํ นกังานตาํรวจแห่งชาติเพÉือกระตุน้ ให้เกิด
มุมมองใหม่เพÉือการวางแผนพฒั นาและสร้างบุคลากรทÉีมีความสามารถในการอาํนวยความยุติธรรม
ใหก้ บั ประชาชนอยา่ งมีประสิทธิภาพต่อไป

Title Management of the police station to accommodate the opening of the ASEAN

Research "Management of the police station to accommodate the opening of the
ASEAN Community", prepared with the objective important to find the right model for
development of police stations under the management of a limited administrative resources.
Thailand and the police is ready to support the opening of the ASEAN Community. The results of
the study to guide the work of the police, in order to serve the people of Thailand and other
nations in ASEAN. As well as to determine the suitability of good governance principles applied
in the management of the police station.
In this study, the study took the form of qualitative research (Qualitative Study)
using in-depth interviews with those involved in the police total of 15 persons, and two from the
Ministry of Foreign Affairs, as well as gathering data oriented and various theories. The results of
study showed that variations managed according to good governance in the management of the
police station will result in an administration that ensures that people of all nationalities who come
in contact bureaucracy to get justice efficiently and fairly. Create a positive image and a high
standard of service is acceptable. In other important factors that affect the management of the
station are the leadership of chief in police station and to seek cooperation with the public to
participate in the performance of the police. By ERIC-SAP administration theory and the theory of
community policing will make the station successful and accepted by the public and all sectors in
the area.
The findings contribute new perspectives and knowledge to make important key
factor in the management of the station to the Royal Thai Police and can be resolved under the
limited resources of the National Police Agency. Suggestions are offering a new perspective in
order to stimulate the development and planning personnel with the ability to deliver justice to the
people.
