การศึกษาเรืองนีมีวัตถุประสงค์เพือศึกษาและวิเคราะห์การฝึ กเตรียมการเพือแก้ไข
ปัญหาจังหวัดชายแดนภาคใต้ และเสนอแนะแนวทางในการบูรณางานการฝึ กอย่างเป็ นระบบใน
ลักษณะศูนย์กลางการฝึ กพืนทีจังหวัดชายแดนภาคใต้เพือให้สามารถปฏิบัติงานได้อย่างมี
ประสิทธิภาพ ขอบเขตของการวิจัยเน้นการวิจัยเฉพาะกระบวนการจัดการฝึ กเตรียมการเพือแก้ไข
ปัญหาจังหวัดชายแดนภาคใต้ในส่วนของการปรับปรุงบทบาทและโครงสร้างของหน่วยรับผิดชอบ
หลักจะเป็ นเพียงการเสนอแนวคิดหรือหลักการกว้างๆ การวิจัยครังนีเป็ นการวิจัยเชิงคุณภาพโดย
ศึกษาวิเคราะห์กระบวนการจัดการฝึ กเพือแก้ไขปัญหาจังหวัดชายแดนภาคใต้ เพือให้ได้แนวทาง
ในการบูรณางานการฝึ กอย่างเป็ นระบบ ในลักษณะศูนย์กลางการฝึ กพืนทีจังหวัดชายแดนภาคใต้ที
สามารถดําเนินการให้มีประสิทธิภาพสูงสุด เพือเป็ นหนทางหนึงทีจะช่วยให้การแก้ไขปัญหาใน
พืนทีจังหวัดชายแดนภาคใต้บรรลุผลได้
ผลการวิจัย พบว่าด้านการกําหนดนโยบายการฝึ กของกองทัพบก กําหนดไว้ตังแต่
พ.ศ.2555 ในการแก้ไขปัญหาจังหวัดชายแดนภาคใต้ ควรมีการกําหนดนโยบายการฝึ กเพิมเติมใน
แต่ละปี เพือให้มีความทันสมัยต่อสถานการณ์มากขึน ผู้เกียวข้องในระดับนโยบายการฝึ กคงต้องมี
การทบทวนว่าในแต่ละระดับต้องปรับปรุงเปลียนแปลงนโยบายอะไรบ้าง สําหรับการจัดการฝึ ก
ให้สอดคล้องกับ ประกาศคณะรักษาความสงบแห่งชาติ ฉบับที98 /2557 เรืองการแก้ไขปัญหา
จังหวัดชายแดนภาคใต้แนวทางการฝึ กเตรียมความพร้อมให้กับหน่วยปฏิบัติภารกิจในพืนทีจังหวัด
ชายแดนภาคใต้ทีกองทัพบกกําหนดไว้5ขันตอน หน่วยเกียวข้องดําเนินการเป็ นไปตามทีกําหนด
กระบวนการจัดการฝึ ก (การเตรียมการฝึ ก ดําเนินการฝึ ก และ ตรวจสอบ/ประเมินผลการฝึ ก) ในทาง
หลักฐาน เป็ นไปตามทีกําหนดไว้ในหลักการ แต่ในทางปฏิบัติไม่ได้จัดการฝึ กให้เป็ นไปตามที
กองทัพบกกําหนดไว้ได้อย่างครบถ้วน หน่วยและกําลังพลทีเกียวข้องกับงานจัดการฝึ กยังไม่ได้
ระบุถึงความมีมาตรฐานตามทีกองทัพบกต้องการ
ข้อเสนอแนะ แนวความคิดในการบูรณาการงานการฝึ กเตรียมการเพือแก้ไข
ปัญหาจังหวัดชายแดนภาคใต้เป็ นกระบวนการรวมเข้าด้วยกัน/การเชือมโยงความรู้และ
ประสบการณ์ทุกชนิด ทีบรรจุอยู่ในแผนของหลักสูตรการฝึ กเตรียมการเพือแก้ไขปัญหาจังหวัด
ชายแดนภาคใต้ ซึงการทําให้ได้รับความรู้เป็ นอันหนึงอันเดียวกัน และรู้ในเรืองนันทังเชิงเนือหา2
สาระ เชิงวิธีการเชิงกระบวนการเรียนรู้ เชิงความรู้ความคิดเพือให้สัมพันธ์ต่อเนืองกันทังระบบ
การฝึ กและระบบการแก้ไขปัญหาจังหวัดชายแดนภาคใต้ ในระดับนโนยาย การจัดทํานโยบาย
ด้านการฝึ กให้สอดคล้องกับแนวคิดในการยุติปัญหาการก่อความไม่สงบทีเป็ นหัวใจสําคัญซึงขึนอยู่
กับการกําหนดนโยบายและแนวทางการแก้ไขปัญหาจังหวัดชายแดนภาคใต้ โดยให้สอดคล้องกับ
นโยบายการบริหารและการพัฒนาจังหวัดชายแดนภาคใต้ ในระดับหน่วยปฏิบัติ กองทัพบก ได้
มอบหมายให้หน่วยต่างๆจัดกําลังสนับสนุนกองอํานวยการรักษาความมันคงภายในภาค ส่วนหน้า
ซึงเป็ นหน่วยงานหลัก มีหน้าทีรับผิดชอบขับเคลือนงานการแก้ไขปัญหาจังหวัดชายแดนภาคใต้
ทังปวงในพืนที และให้ศูนย์อํานวยการบริหารจังหวัดชายแดนภาคใต้จัดให้มีศูนย์อํานวยการบริหาร
จังหวัดชายแดนภาคใต้ส่วนหน้า เพือปฏิบัติงานร่วมกับกองอํานวยการรักษาความมันคงภายใน
ภาค ส่วนหน้า แนวทางการแก้ไขปัญหาจังหวัดชายแดนภาคใต้ของกองอํานวยการรักษา
ความมันคงภายในภาค ส่วนหน้า ดําเนินงานโดยใช้ยุทธศาสตร์หลัก ๒ ยุทธศาสตร์ คือ
ยุทธศาสตร์ด้านการพัฒนาและยุทธศาสตร์ด้านความมันคง ดังนันกองอํานวยการรักษาความมันคง
ภายในภาค ส่วนหน้า ต้องเป็ นหน่วยงานหลักทีจะต้องร่วมบูรณาการงานการฝึ กเตรียมการเพือ
แก้ไขปัญหาจังหวัดชายแดนภาคใต้กับหน่วยและกําลังพลทีเกียวข้องกับงานจัดการฝึ กรวมทัง
หน่วยทีเตรียมการปฏิบัติภารกิจจังหวัดชายแดนภาคใต้ การฝึ กอบรมเตรียมความพร้อมหน่วยทีจะ
ปฏิบัติงานพืนทีจังหวัดชายแดนภาคใต้ กองทัพบกกําหนดให้นําบทเรียนจากการรบ บทเรียน
จากการปฏิบัติงานทังในส่วนการปฏิบัติการทางทหาร และการดําเนินงานทางการเมืองมาศึกษา
และปรับปรุง ใช้กับงานการฝึ กของหน่วย ซึงกองอํานวยการรักษาความมันคงภายในภาค ส่วน
หน้า ควรมีบทบาทหลักในการจัดทําจากการรบ บทเรียนจากการปฏิบัติงานทังในส่วนการ
ปฏิบัติการทางทหารและการดําเนินงานทางการเมืองร่วม กับเหล่าสายวิทยาการ หน่วยและกําลังพล
ทีเกียวข้องกับงานจัดการฝึ กควรจะต้องถูกปรับมาตรฐานด้านองค์ความรู้จากระบบการศึกษา มีการ
พัฒนาแนวความคิดตามแนวทางในการแก้ไขปัญหาจังหวัดชายแดนภาคใต้ ของกองอํานวยการ
รักษาความมันคงภายในภาค ส่วนหน้าเป็ นลําดับแรก ขันการฝึ กเตรียมความพร้อมให้กับหน่วย
ทีจะปฏิบัติภารกิจพืนทีจังหวัดชายแดนภาคใต้ ตามทีกองทัพบกกําหนดไว้5ขัน ควรปรับปรุง
ใหม่ตังแต่ขันที1-3 ทีดําเนินการโดยหน่วยทีเตรียมการปฏิบัติภารกิจจังหวัดชายแดนภาคใต้ คง
ความรับผิดชอบไว้เหมือนเดิม แต่ปรับปรุงการจัดการฝึ กใหม่ให้มีประสิทธิภาพ ต้องผ่านการ
ประเมินผลมีมาตรฐานจึงจะส่งไปปฏิบัติภารกิจ จังหวัดชายแดนภาคใต้ได้ ขันที4-5 เป็ นขันตอนที
กองอํานวยการรักษาความมันคงภายในภาค ส่วนหน้า จะเข้ามามีบทบาทหลักในการร่วมจัดการ
ฝึ กทบทวนและตรวจสอบการฝึ กร่วมกับ กรมยุทธศึกษาทหารบก ศูนย์ฝึ กทางยุทธวิธีกองทัพบก
และหน่วย/เหล่าสายวิทยาการ และร่วมกันกําหนดโครงสร้างโรงเรียนฝึ กจังหวัดชายแดนภาคใต้
หรือจัดหน่วยรับผิดชอบการฝึ กให้เหมาะสมกับปัจจัยด้านทรัพยากรการฝึ กของกองทัพบก2
กําลังพลทีเกียวข้องกับงานจัดการฝึ กต้องผ่านหลักสูตรครูทหาร พัฒนาทบทวน/ปรับปรุงและ
พัฒนาหลักสูตรการฝึ ก แผนบทเรียน คู่มือการฝึ ก หลักนิยมทีเกียวข้องกับการปฏิบัติงานในจังหวัด
ชายแดนภาคใต้ ให้มีความทันสมัยสอดคล้องกับสถานการณ์ในปัจจุบัน สถานทีฝึ กสมจริงหรือ
เลือกใช้พืนทีฝึ กทีมีสภาพแวดล้อมแบบเดียวกันหรือใกล้เคียงกับจังหวัดชายแดนภาคใต้ การฝึ ก
แก้ไขปัญหาตามสถานการณ์ ต้องจําลองมาจากปัญหาทีเกิดขึนจริงๆในจังหวัดชายแดนภาคใต้

ความรู้ มีทักษะในการคิดวิเคราะห์ในการวางแผนและแก้ปัญหา รวมทังการประเมินตามรายการกิจ
เฉพาะทีมุ่งเน้นผลการปฏิบัติ ตามหลักสูตรจังหวัดชายแดนภาคใต้ทีกําหนด ดังนันหากกองทัพบก
ได้ดําเนินการตามแนวความคิดในการบูรณาการงานการฝึ กเตรียมการเพือแก้ไขปัญหาจังหวัด
ชายแดนภาคใต้แล้วจะทําให้การแก้ไขปัญหาจังหวัดชายแดนภาคใต้มีประสิทธิภาพมากยิงขึน
