รายงานโครงการวิจัยเรื่องแนวทางการพัฒนาโครงการที่อยู่อาศัยเพื่อผู้สูงอายุฉบับนี้
จัดท าขึ้นตามหลักสูตรการศึกษา วปอ. รุ่นที่ ๕๗ โดยศึกษาในประเด็นของรูปแบบโครงการและ
แนวทางการพัฒนาโครงการที่อยู่อาศัยเพื่อผู้สูงอายุ ทั้งนี้เพื่อให้สอดคล้องกับเจตนารมณ์ของ
ฝ่ายบริหาร ซึ่งหมายถึงรัฐบาลและสอดคล้องกับแนวทางของคณะกรรมการปฏิรูประบบเพื่อรองรับ
การเข้าสู่สังคมผู้สูงอายุของประเทศไทย โดยสภาปฏิรูปแห่งชาติ ซึ่งชี้ให้เห็นถึงทิศทางการด าเนินการ
เกี่ยวกับผู้สูงอายุในอนาคต การศึกษาพิจารณาลงรายละเอียดในกลุ่มโครงการบ้านที่จะสร้างใหม่และ
โครงการบ้านจัดสรรใหม่ ซึ่งในอนาคตจะเป็นบ้านของผู้สูงวัยในที่เดิม (Aging in place) เนื่องจากการ
รายงานการศึกษาพบว่าประชากรส่วนใหญ่ต้องการพักอาศัยในบ้านหลังเดิมหลังเกษียณ ดังนั้น
บ้านหลังเดิมควรเป็นบ้านที่ออกแบบเพื่อการใช้งานของคนทุกกลุ่มในสังคม (Universal Design) และ
เป็นบ้านที่สามารถยืดหยุ่นเพื่อต่อเติม (Adaptable house) ส่วนรูปแบบของสาธารณูปโภคและระบบ
ถนนภายในโครงการควรใช้การออกแบบถนนแบบสมบูรณ์ (Completed streets) และบริหารจัดการ
รวมทั้งมีกฎหมายรองรับตามแนวความคิดแบบ Home Zone ซึ่งมุ่งเน้นในการควบคุมความเร็ว และ
บริหารจัดการถนนให้มีความปลอดภัย ส าหรับผู้สูงอายุ เด็ก และคนพิการ รวมทั้งให้มีทัศนียภาพ
สวยงามเหมาะสมกับการอยู่อาศัยแบบมีคุณภาพ ลักษณะของโครงการจัดสรรในอนาคตมีทั้งที่รวมอยู่
ในโครงการจัดสรรขนาดใหญ่ ในลักษณะที่อยู่อาศัยเพื่อสังคม(Social Housing) ซึ่งข้อเสนอของ
คณะกรรมการปฏิรูปก าหนดให้มีอย่างน้อยร้อยละสิบของปริมาณบ้านทั้งโครงการ ทั้งนี้เพื่อกระจาย
โครงการบ้านผู้สูงอายุให้อยู่ในที่เดียว หรือใกล้เคียงกับลูกหลาน ไม่จับแยกออกจากสังคม และ
โครงการจัดสรรที่จัดท าเฉพาะส าหรับผู้สูงอายุ (Retirement Housing) ซึ่งควรตั้งอยู่ในท าเลที่มี
ทิวทัศน์สวยงาม มีการจัดการโครงการที่เหมาะสมและตั้งอยู่ในท าเลที่การคมนาคมสะดวกในการมา
เยี่ยมเยียนของลูกหลานต่อไป
