เรือง การพัฒนาหน่วยทหารบนพืนฐานขององค์ความรู้ตามแนวพระราชดําริจากศูนย์
ศึกษาการพัฒนาห้วยทราย อันเนืองมาจากพระราชดําริฯ

การวิจัยเรืองนี มีวัตถุประสงค์เพือศึกษาการดําเนินงานของศูนย์ศึกษาการพัฒนาห้วย
ทราย อันเนืองมาจากพระราชดําริและเพือเสนอแนะแนวทางในการนําองค์ความรู้ด้านการพัฒนา
สิงแวดล้อมตามแนวพระราชดําริของพระบาทสมเด็จพระเจ้าอยู่หัวฯ กรณีศึกษาศูนย์ศึกษาการ
พัฒนาห้วยทรายมาถ่ายทอดเพือใช้ในการพัฒนาหน่วยทหารในพืนทีตามนโยบายของ
กระทรวงกลาโหม เป็ นการวิจัยเชิงคุณภาพ
ผลของการวิจัย พบว่า ในการดําเนินงานโครงการอันเนืองมาจากพระราชดําริ นัน
นอกจากแนวทางและหลักการดังกล่าวข้างต้นคือ การพัฒนาต้องเป็ นไปตามขันตอน โดยทีจะต้อง
ทําให้ชุมชนมีความเข้มแข็งก่อน แล้วมีการพัฒนาต่อไปให้ประชาชนสามารถพึงตนเองได้
ขณะเดียวกันจะต้องอนุรักษ์และพัฒนาทรัพยากรสิงแวดล้อม ส่งเสริมความรู้เทคนิควิชาการ
สมัยใหม่พร้อมๆกันไปด้วย สําหรับศูนย์ศึกษาการพัฒนาห้วยทรายอันเนืองมาจากพระราชดํารินัน
มีภารกิจในการดําเนินการศึกษาแนวทางและวิธีการทีจะพัฒนาฟืนฟูสภาพป่ าเสือมโทรม โดยหา
วิธีการทีจะให้เกษตรกรมีส่วนในการปลูก ปรับปรุงและรักษาสภาพป่ าพร้อม ๆ กับมีรายได้และ
ผลประโยชน์จากป่ าด้วย
หน่วยทหารสามารถใช้ประโยชน์จากองค์ความรู้ทีได้รับการผลิตขึนจากศูนย์ศึกษาการ
พัฒนาห้วยทราย อันเนืองมาจากพระราชดําริใน ๓ ลักษณะ คือ การนําองค์ความรู้ทีได้มาต่อยอด
โดยการฝึ กอบรมทหารกองประจําการตามโครงการฝึ กวิชาชีพแก่ทหารกองประจําการก่อนปลด
เป็ นทหารกองหนุน นอกจากนันยังสามารถใช้ประโยชน์ในการพัฒนากําลังพลของกองทัพไทย ใน
การประกอบอาชีพเสริมตามนโยบายของกระทรวงกลาโหม และประการสุดท้ายพบว่าการ
ดําเนินงานของศูนย์ศึกษาการพัฒนาห้วยทรายอันเนืองมาจากพระราชดํารินัน ได้ก่อให้เกิดองค์
ความรู้ทีจะนํามาพัฒนาหน่วยทหารโดยตรง โดยเฉพาะในด้านการฟืนฟูทรัพยากรธรรมชาติและ
สิงแวดล้อมของหน่วย การทําการเกษตรของหน่วย และการเผยแพร่ปรัชญาของเศรษฐกิจพอเพียง
การทําบัญชีครัวเรื อน และการทําการเกษตรผสมผสานให้แก่กําลังพลให้น้อมนําไปใช้ใน
ชีวิตประจําวัน

ABSTRACT
Title The Development of Military Units Based on Knowledge According to the Royal
Initiative from the Study Center of Huai Sai Development following His Royal the
King’s Initiative

The objectives of this research were to study about the proceeding of the Study
Center of Huai Sai Development following His Royal the King’s Initiative and to suggest these
guidelines for leading knowledge of surrounding development according to His Royal the King’s
Initiative in case of the Study Center of Huai Sai for developing all military units in many areas
following the policy of the Ministry of Defence and this was a quality research .
The results of the study found that during the proceeding of Project working
according to His Royal the King’s Initiative .Besides these guidelines and principle as mentioned
above, the development should be done following all steps beginning with strengthening
communities first, then people could survive themselves depend on their own . Meanwhile, the
resources conservation and its development must be done simultaneously. Encouraging the
knowledge of modern technical academic aspects for the Study Center of Huai Sai Development
following His Royal the King’s Initiative as well. The missions consist of studying all guidelines
and methods in developing degraded forests situation . Creating all farmers and agriculturists’
cultivation methods to participate in developing and maintaining the forest situation should be
done seriously and urgently to gain more income and benefit from forests in the same time also .
Military units can employ all usefulness from knowledge which created from the
production of the Study Center of Huai Sai Development following His Royal the King’s
Initiative in 3 aspects; leading knowledge to training military soldiers according to professional
training project for soldiers so they can be working in the reserve unit . Moreover, this will be
useful for developing personnel in the Royal Thai Armed Forces . Since they can do their
additional professional career after finished military service according to the policy of Ministry of
Defence.2
Finally , we found that the proceeding of Study Center of Huai Sai Development
following His Royal the King’s Initiative has created new knowledge to develop military units
directly, especially the units’ development such as natural resources and environment, agriculture
and spreading the philosophy of Sufficiency Economy, making household account and Integrated
Farming to all soldiers to apply in their daily lives in the future as well .
