การวิจัยครังนีมีจุดประสงค์1) เพือกําหนดระดับการศึกษาและช่วงอายุทีเหมาะสมใน
การฝึ กวิชาทหารเพือเป็ นกําลังพลสํารองของกองทัพได้อย่างมีประสิทธิภาพ ) เพือเป็ นข้อมูลใน
การปรับปรุงแก้ไขระเบียบหน่วยบัญชาการรักษาดินแดนว่าด้วยการรับสมัครเป็ นนักศึกษาวิชา
ทหาร และรายงานตัวเข้าฝึ กวิชาทหาร พ.ศ. ในเรืองคุณสมบัติของผู้เข้ารับการฝึ กวิชาทหาร
โดยรวบรวมข้อมูลจากเอกสาร นโยบาย คําสัง และรายงานของหน่วยทีเกียวข้องกับการฝึ กนักศึกษา
วิชาทหาร และระบบกําลังสํารองของกองทัพบกต่างประเทศ จํานวน ตัวอย่าง ได้แก่ ประเทศ
สหรัฐอเมริกา อิสราเอล และสิงคโปร์ การวิจัยครังนีเป็นการวิจัยเชิงคุณภาพ โดยศึกษาวิเคราะห์
ข้อมูลจากหน่วยบัญชาการรักษาดินแดน ศูนย์การกําลังสํารอง โรงเรียนรักษาดินแดน และโรงเรียน
การกําลังสํารอง และข้อมูลระบบกําลังสํารองของกองทัพบกต่างประเทศ เพือให้ได้แนวทางใน
การกําหนดระดับการศึกษาและช่วงอายุทีเหมาะสมในการฝึ กวิชาทหารเพือเป็ นกําลังพลสํารอง
ของกองทัพได้อย่างมีประสิทธิภาพ
จากผลการวิจัยพบว่า )การรับสมัครผู้ทีเข้ารับการฝึ ก นศท. ชันปี ที ในระดับชัน
มัธยมศึกษาปี ที หรือเทียบเท่าตามเดิม ) หากเมือจบชันปี ที แล้ว นศท. มีอายุ ปี ขึนไป จะให้
เลือนชันเพือเข้ารับการฝึ กในชันปี ที แต่อายุตํากว่า ปีจะต้องพักการฝึ ก (รักษาสภาพการเป็ น
นักศึกษาวิชาทหาร)จนกว่าอายุถึง ปีจึงจะเข้ารับการฝึ กในชันปี ที ต่อไปได้และ ) เมือสําเร็จ
การฝึ กแล้วดําเนินกรรมวิธีนําปลดประจําการเป็นทหารกองหนุน โดยได้รับการแต่งตังยศเป็ นสิบเอก
เข้าบรรจุในอัตรากําลังพลสํารองในหน่วยทหารต่าง ๆ ของกองทัพบกในอีกประมาณ ปีต่อมา
ข้อเสนอแนะ )ควรปรับปรุงหลักสูตรการฝึ กวิชาทหารให้มีระยะเวลาในการฝึ กมากยิงขึน )ควร
ส่งเสริมและเปิ ดโอกาสให้ผู้ทีสําเร็จการฝึ กวิชาทหารชันปี ที และชันปี ที สามารถบรรจุเข้า
รับราชการทหารได้มากขึน ) ควรพัฒนาระบบกําลังสํารองของไทยไปสู่ระบบกําลังสํารอง
อาสาสมัครในอนาคตเช่นเดียวกับระบบกําลังสํารองของต่างประเทศ ) ควรปรับปรุ งแก้ไข
พระราชบัญญัติรับราชการทหาร พ.ศ. โดยให้ผู้ทีจบหลักสูตร นศท. ต้องเข้าเกณฑ์ทหาร และ
) ปรับปรุงพ.ร.บ.การส่งเสริมการฝึ กนักศึกษาวิชาทหาร พ.ศ. ให้ทันสมัย และปฏิบัติได้ตาม
ยุคสมัย และทันเวลา

ABSTRACT
Title Required Qualifications of Reserve Army Officers for Taking Training
Corps Efficiently regarding Education Level and Age

Objectives of this research were to 1) determine the proper education level and age to
take the military training in order to be an efficient reserve manpower for the army 2) be a guidance
which can be used to improve and revise a National Security Training Register Regulation B.E.
2555 in favour of qualification of the students. This research is referred to policy, task assignment,
and report of the departments which relate to training corps, and information of three (3) foreign
reserve army systems, namely, the United State of America, Israel, and Singapore. This so-called
qualitative research also analyzes information from the Territorial Defense Command, Reserve
Affair Center, Territorial Defense School, and Reserve Affair Academy, and information from
foreign army reserve command. The expected result is a guideline to determine the proper education
level and age of students that can take the training corps efficiently.
It was found from the research that 1) the registration of the training corps, freshmen,
is suitable for students from grade 10 or equivalent 2) after completion of year two (2), the training
corps students who are 18 years old can continue to year three (3) of the training. However, where
the students are under age of 18, they shall remain being trained in other subjects (in order to keep
them enrolled as the training corps students) until reaching the required age to continue year three
(3). When the training is completed, the graduates shall be registered as the reserve army and
appointed as a sergeant in assigning units of the army for the upcoming 5-year period.
Suggestions: 1) curriculum of military education should be extended in term of
training period 2) year three (3) and year five (5) graduates of military training shall be supported
and provided opportunity to be assigned to take up positions in the military units. 3) In the future,
Thai reserve army system shall be developed to voluntary reserved army system in the same
manner as in foreign countries. 4) The Military Service Act B.E. 2497 shall be revised so that the
graduates of military education are still required to conscription. 5) The Training Corps Student
Promotion Act B.E. 2503 shall be updated to be able to apply with present situations.
