During the past 10 years there have been many serious natural disasters in Southeast
Asia region such as earthquakes and tsunamis cyclones Nargis and typhoon Haiyan caused
damages to both properties and lives the Asian countries then supported each other by manpower
and funding. There were still a lot of problems such as miscommunication, lack of cooperation of
helpers that resulted in inefficient benefit to the effected countries. Many Asian countries
arranged meetings to make prevention plans to support each other with continuous formats.
However when there was a situation there were some unsolved problems. As the autor is a
military doctor who wants to identify problems that give rise to inefficient assistances. The aims
are to determine military medical collaboration development guidelines for disaster relieve in
terms of qualitative research by collecting information from literature reviews and interviews of
people with disaster-assistance experience.
All Asian countries will join together to be Asian economic community on 31st
December 2015. It is necessarily important to prepare for assistance and coordination that will
lead to most highly efficient process with least obstacle. Disaster assistance is also an issue.
From the study, it has been found that regulations for disaster from each country are
not clear either the effected countries or the helping ones. This includes the common guidelines
for assistance. To make it clear for both sides it is necessary to set up guideline meetings for all
countries as well as arranging joint exercise for disaster relieve for Asian economic community so
that personnel from all countries will be familiar with each other and understand systematic
assistance procedure.
