๔๒ โดยใช้การวิจัยเชิงคุณภาพแบบผสมผสานกบการเก ั ็บรวบรวมข้อมูล ด้วยการ
สนทนากลุ่มและการสัมภาษณ์กาลังพลของหน ํ ่วย ผลการวิจัยสรุปได้วา ก่ าลังพลของหน ํ ่วยมีสภาพ
ขวัญในการปฏิบัติงานอยู่ในเกณฑ์ดี กําลังพลมีความรักหน่วย แต่ผู้บังคับบัญชาควรให้ความ
ไว้วางใจ และมอบหมายงานและอํานาจในการตัดสินใจให้มากข7ึน ด้านความผูกพันระหวางก ่ าลัง ํ
พลด้วยกนอยู ั ในระดับปานกลาง ควรส ่ ่งเสริมกิจกรรมที
สร้างความสัมพันธ์ และการทํางานเป็ นทีม

กบสภาพการปฏิบัติงานของหน ั ่วย และความต้องการของกาลังพลในปัจจุบัน หากสภาวะแวดล้อม ํ

ยนแปลงไปจากเดิม การนําไปใช้ก็ต้องปรับปรุงให้สอดคล้องกบสภาวะแวดล้อมในขณะนั ั 7น
และแนวทางนี7จะเป็ นประโยชน์ก็ต่อเมื
อได้นําไปปฏิบัติอยางเป็ นรูปธรรม ส ่ ่วนจะได้ผลดีมากน้อย
เพียงใด คงขึ7นอยูก่ บนโยบายของผู้บริหารหน ั ่วยนั7น ๆ เป็ นสําคัญ

ABSTRACT
Title : Approach in the Elevation of Operational Efficiency of the 42nd
Military Circle

As the global situations in every aspects of life are changing along with the realization
of the ASEAN Community, all Thai agencies are obliged to adapt to the new circumstances. The
objective of this research is to study in-depth the conditions and requirements for the operations
of the 42nd Military Circle in order to recommend an approach to increase the operational
efficiency of the military unit. Utilizing a mixed methodology of qualitative research and
collection of data from group discussions and interviews with the personel in the unit, the
research finds that the morale of the unit is considered to be at the optimal level, and the unit is
united in spirit. However, it is also found that the personnel in the unit think commanding officers
could give them mire trust and delegate more responsibilities and decision-making duties to them.
The relations with other military circles are also found to be at the moderate level. Furthermore,
team-building activities to promote unity between units, in which commanding officers, instead
of representatives, always participate in, are recommended by the finding. On the perks and
benefits for the unit, it is found that they are adequate, but some of these issues need to be more
regulated and reigned in with control on original purposes and quality of these benefits. This is
especially the case for loans for personnel. Career progress is another issue that is important to the
personnel. As there are limited available positions, considerations and examinations to fill these
positions must be just. With regard to improvement to quality of life, both at home and at work,
the provided housings are in good condition, and sports facilities are adequately provided but are
rarely used. Serious promotion of the usage of these facilities are recommended. Overall, the unit
is in good spirit, which positively affects the operational efficiency of the unit.
This approach in elevating the operational efficiency of this military circle is in
accordance with the conditions of unit's operational capability and demands for the unit at the
present. Once the situation changes, the approach will inevitably need to be adapted to the new
situation. This approach will, in addition, yield results when it is put into operation, and it will
depend largely on the policy and discretion of the unit's commanding officer.
