เรื่อง การก าหนดมาตรการและรูปแบบการก ากับสถาบันอุดมศึกษาในการจัด
การศึกษานอกสถานที่ตั้งเพื่อการพัฒนาทรัพยากรมนุษย์ของประเทศ

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์คือ (๑) ศึกษาแนวคิดทฤษฎีการจัดการศึกษา
ระดับอุดมศึกษาและยุทธศาสตร์การพัฒนาทรัพยากรมนุษย์ (๒) ศึกษาพัฒนาการของการจัด
การศึกษานอกสถานที่ตั้งของสถาบันอุดมศึกษา รวบรวมข้อมูล วิเคราะห์สภาพปัญหา และผลกระทบ
(๓) เสนอแนวทางก าหนดมาตรการและรูปแบบการก ากับตรวจสอบการจัดการศึกษานอกสถานที่ตั้ง
ที่มีประสิทธิภาพและสอดคล้องกับการพัฒนาประเทศ
การศึกษาวิจัยนี้เป็นกระบวนการวิจัยเชิงคุณภาพ โดยศึกษาแนวคิด ทฤษฎี และงานวิจัย
ที่เกี่ยวข้องกับรูปแบบวิธีการจัดการศึกษาระดับอุดมศึกษา มุ่งเน้นการศึกษาวิเคราะห์กระบวนการ
และสภาพปัญหาของการจัดการศึกษานอกสถานที่ตั้งของสถาบันอุดมศึกษาไทย รวมทั้งการสัมภาษณ์
เชิงลึกผู้ให้ข้อมูลส าคัญจาก 3 กลุ่มคือ กลุ่มผู้ก ากับนโยบายและมาตรฐานการศึกษา กลุ่มผู้ด าเนินการ
จัดการศึกษานอกสถานที่ตั้ง กลุ่มผู้รับบริการ เพื่อสังเคราะห์ให้ได้มาตรการและรูปแบบการก ากับ
ตรวจสอบการจัดการศึกษานอกสถานที่ตั้งของสถาบันอุดมศึกษาที่มีประสิทธิภาพและปฏิบัติได้จริง
ผลการวิจัยพบว่าการน าหลักเกณฑ์การจัดการศึกษานอกสถานที่ตั้งไปปฏิบัติของ
สถาบันอุดมศึกษาไม่ด าเนินการอย่างมีความรับผิดชอบตามเกณฑ์มาตรฐานอุดมศึกษา และการก ากับ
ตรวจสอบของส านักงานคณะกรรมการการอุดมศึกษาไม่มีประสิทธิภาพ โดยปัจจัยส าคัญ 7ด้านที่มีผล
ต่อประสิทธิภาพการก ากับตรวจสอบและยกระดับคุณภาพการจัดการศึกษานอกสถานที่ตั้ง ได้แก่
(1)ด้านการตอบสนองต่อความต้องการของประเทศและตลาดแรงงาน (2)ด้านการกระจายโอกาสทาง
การศึกษา (3) ด้านคุณภาพการจัดการศึกษาตามเกณฑ์มาตรฐานอุดมศึกษา (4) ด้านการส่งเสริม
คุณภาพการจัดการศึกษานอกสถานที่ตั้ง (5) ด้านการก ากับการด าเนินการของสถาบันอุดมศึกษา
(6) ด้านการตรวจสอบการปฏิบัติการเรียนการสอนนอกสถานที่ตั้ง (7) ด้านการสื่อสารสาธารณะ
ข้อเสนอแนะการก าหนดมาตรการและรูปแบบการก ากับตรวจสอบที่มีประสิทธิภาพแยก
เป็น 3 ส่วนคือ ส่วนที่ 1 เครื่องมือในการก ากับตรวจสอบ ต้องก าหนดรายละเอียดเพิ่มเติมใน
หลักเกณฑ์และแนวปฏิบัติเกี่ยวกับการพิจารณาประเมินคุณภาพการจัดการศึกษานอกสถานที่ตั้งของ
สถาบันอุดมศึกษา พ.ศ. 2552 และเกณฑ์การตรวจประเมินการจัดการศึกษานอกสถานที่ตั้ง
สถาบันอุดมศึกษา ประจ าปี พ.ศ. 2555 ส่วนที่ 2 มาตรการก ากับโดยส านักงานคณะกรรมการ
การอุดมศึกษา ต้องเพิ่มมาตรการข้อบังคับการปฏิบัติต่อสถาบันอุดมศึกษาและติดตามการบังคับใช้
อย่างเคร่งครัด ส่วนที่ 3 การก ากับตรวจสอบโดยสถาบันอุดมศึกษา โดยสภาสถาบันอุดมศึกษาและ
ผู้บริหารต้องปฏิบัติตามหลักเกณฑ์ที่ภาครัฐก าหนดและเพิ่มมาตรการก ากับตรวจสอบภายในองค์กร

Abstract
Title: Formulation of Measures and Approaches in Regulating Off-Campus
Instruction Offered by Higher Education Institutions for National Human
Resource Development

This research aims to (1) examine higher education theories and human
resource development strategies, (2) explore the evolution of off-campus instruction
offered by higher education institutions along with data collection and analysis of
problems and effects, and 3) propose a guideline for the formulation of measures
and approaches in regulating the off-campus instruction offered by higher education
institutions with respect to their efficiency and compliance with national
development.
This qualitative study examines the conceptual frameworks, theories and
researches on higher education focusing on the processes and problems of offcampus instruction in Thailand. Besides, an in-depth interview has also been
conducted with 3 groups of key informants: policy and education quality regulators,
persons in charge of off-campus instruction and clients for the synthesis of the
efficient and practical measures and approaches regulating off-campus instruction.
According to the research results, higher education institutions fail to
responsibly comply with off-campus instruction principle under higher education
standard criteria, while the regulatory activities of the Office of Higher Education
Commission are conducted inefficiently. In particular, 7 important factors affecting the
regulatory activity efficiency and the off-campus instruction quality promotion are: (1)
response to the needs of the country and labor market, (2) distribution of education
opportunity, (3) instruction quality in compliance with higher education standards, (4)
off-campus instruction quality promotion, (5) regulation of higher education
institutions’ performance, (6) inspection of off-campus instruction activities and (7)
public communication.
There are 3 aspects of recommendations for the formulation of measures and
approaches in regulating off-campus instruction offered by higher education
institutions. Firstly, the tool for regulatory activities, the additional details should be
incorporated into the Criteria and Practice for the Consideration of Quality
Assessment of Off-Campus Instruction Offered by Higher Education Institutions B.E.
2552 (2009). Secondly, the Office of Higher Education Commission should introduce
the regulatory measures on higher education institutions as well as strictly monitorthe enforcement. Lastly, the council and administrators of higher education
institutions should conduct the regulatory activities in accordance with criteria required
by the public sector as well as determine the internal audit measures.
