ประชาคมอาเซียนไดม้ีการจดั ตÊงัศูนยป์ ระสานงานอาเซียนสําหรับความช่วยเหลือดา้น
มนุษยธรรมในการจดัการภยัพิบตัิ(AHA Center) ขึÊนมา เพืÉอเป็นศูนยก์ลางในการเฝ้าระวงัติดตาม
สถานการณ์ภยัพิบตัิทีÉเกิดขÊึน มีการตัÊงศูนยภ์ ยัพิบตัิฉุกเฉินระบบโลจิสติกอาเซียน (Delsa)ทีÉจะช่วย
ใหค้วามช่วยเหลือฉุกเฉินอยา่ งรวดเร็วในการระดมรายการทÉีประเทศทีÉไดร้ับผลกระทบจากภยัพิบตัิ
ตอ้งการ มีขัÊนตอนการดาํ เนินงานมาตรฐาน มีการประสานงานร่วมบรรเทาภยัพิบตัิและการรับมือกบั
เหตุฉุกเฉินการดาํ เนินงาน (SASOP) การฝึกซ้อมดา้นภยัพิบตัิ(Disaster Exercise) มีทีมประเมิน
สถานการณ์เคลืÉอนทีÉเร็วฉุกเฉินอาเซียน (The ASEAN-Emergency Response & Assessment Team :
ASEAN-ERAT) ลงพืÊนทีÉเพืÉอประเมินสถานการณ์ทาํงานร่วมกบั ประเทศทÉีได้รับผลกระทบจากภยัพิบตัิ
และในเหตุการณ์ภยัพิบตัิทÉีเกิดขÊึนอย่างต่อเนืÉอง โดยการช่วยเหลือส่วนใหญ่จะเป็นการมอบเงิน
สนบั สนุนเสบียงและเวชภณั ฑ์การดาํ เนินงานจดัการภยัพิบตัิของประเทศไทยมีกรมป้องกนั และ
บรรเทาสาธารณภยัเป็นหน่วยงานหลักในการดูแลเรÉืองภยัต่างๆ มีพระราชบญั ญตัิป้องกนั และ
บรรเทาสาธารณภยั พ.ศ. ๒๕๕๐ เป็ นเครืÉองมือสาํ หรับใชใ้นการปฏิบตัิงานมีคณะกรรมการป้องกนั
และบรรเทาสาธารณภยัแห่งชาติเรียกโดยยอ่ วา่ “กปภ.ช.”
ขอ้เสนอแนะจากการศึกษาครัÊงนีÊได้แก่ ๑. ประเทศสมาชิกอาเซียนควรมีการสนบั สนุน
การดาํเนินงานของศูนยป์ระสานงานอาเซียน ๒.กรมป้องกนัและบรรเทาสาธารณภยัควรมีการกาํหนดแผน
และมาตรการในระดับปฏิบัติเสริมสร้างทีมทาํ งานให้เข้มแข็งโดยเฉพาะในด้านการสÉือสาร
๓. ควรมีการเสริมสร้างความรู้ความเข้าใจให้แก่ประชาชนเกÉียวกบั ภยัพิบตัิการป้องกนั ตนเอง
และมีการจดัทาํหลกัสูตรเกÉียวกบั ภยัพิบตัิสาํ หรับใหค้วามรู้ตÊงัแต่วยัเยาว์

Title : ASEAN Community Joint operations for Humanitarian Assistance and Disaster
Relief

In order to minimize disaster losses within ASEAN community, 10 ASEAN Member
States established AHA Center to facilitate co-operation and co-ordination among the parties,
and with relevant United Nations and International organizations, in promoting regional
collaboration in disaster management and emergency response. Furthermore, they also established
a logistic system “DELSA” which can immediately serve disaster-affected Member states during
the emergency response. The SASOP is adopted as the guideline for actions procedure between
ASEAN member states and AHA Center. They also gained experience of disaster management by
executing Disaster Exercise and established ASEAN Emergency Respond & Assessment team:
ASEAN-ERAT for preparedness and response in cooperation with numerous actors who have
gained invaluable experience in developing and response capabilities and responding to major
regional and international disasters. However, the Humanitarian Assistance and Disaster Relief in
ASEAN, most of the assistance were money, food, and medicine. In Thailand, Department of
Disaster Prevention and Mitigation (DDPM), Ministry of interior is the major organization that
deals with disaster operations both inside and outside Thailand. The Disaster Prevention and
Mitigation law B.E.2550 and the committee of Disaster Prevention and Mitigation are the major tools
for DDPM.
The suggestion of the study 1. ASEAN Member States should support all AHA
Center’s activities. 2. Department of Disaster Prevention and Mitigation should establish plan and
procedure in order to manage from low to high level of disaster and also strengthen in
communication system. and 3. The people should be provided the knowledge about disaster
prevention and mitigation starting with the young people.
