การวิจัยฉบับนี&เป็ นการวิจัยเพื*อกาหนดแนวทางการจัดการด้านความปลอดภัยทางถนน ํ
ที*เหมาะสมสําหรับทางหลวงชนบทโดยเป็ นการวิจัยเชิงคุณภาพ (Qualitative Research) ที*รวบรวม
และวิเคราะห์ข้อมูลที*ได้จากการศึกษานโยบายและยุทธศาสตร์ของประเทศไทย ตลอดจนการ
ค้นคว้าจากเอกสารต่างๆ ที*เกี*ยวข้อง พบวา กรอบแนวทางตามแผนการจัดการด้านความปลอดภัยถนน ่
(Global Plan for the Decade of Action for Road Safety) ที*แนะนําโดยองค์การสหประชาชาติ 5 เสาหลัก
ได้แก่ เสาหลักที* 1 การบริหารจัดการความปลอดภัยทางถนน (Road Safety Management) เสาหลักที* 2
ถนนและการสัญจรอยางปลอดภัย (Safer Roads and Mobility) เสาหลักที* 3 ยา ่ นพาหนะที*ปลอดภัย
(Safer Vehicles) เสาหลักที* 4 ผู้ใช้รถใช้ถนนอยางปลอดภัย (Safer Road Users) และเสาหลักที* 5 ่
การตอบสนองหลังการเกิดอุบัติเหตุ (Post Crash Response) มีความเหมาะสมสําหรับการแกไข้
ปัญหาในพื&นที*ทัวไป อย * ่างไรก็ตาม เนื*องจากประเทศไทยมีพื&นที*ที*ไม่ปกติคือในพื&นที*เฉพาะ 3
จังหวัดชายแดนภาคใต้ ที*ควรต้องพิจารณาปัจจัยอื*นๆ เพิ*มเติม เช่น มิติด้านวัฒนธรรม ศาสนา วิถีชีวิต
และความรู้ด้านกฎจราจรทั&งนี& การขับเคลื*อนควรมุ่งให้ชุมชนขับเคลื*อนด้วยตนเองเพื*อความยังยืน *
เริ*มจากผู้นําศาสนาในชุมชน เนื*องจากชาวบ้านจะให้ความเคารพเชื*อถือ โดยการให้ความรู้ด้าน
ความปลอดภัยทางถนน อาจโดยการเชิญมาเข้ารับการฝึ กอบรมและให้ไปถ่ายทอดสู่ชุมชนของ
ตนเองหน่วยงานรับผิดชอบทางถนนควรจัดทําแผนงานและจัดสรรงบประมาณเพื*อปรับปรุงความ
ปลอดภัยบริ เวณหน้าโรงเรี ยน ปอเนาะ สถานศึกษา ที*อยู่ในสายทางรับผิดชอบเป็ นลําดับต้น
เพื*อเพิ*มความปลอดภัยแก่บุตรหลานและผู้ปกครอง ซึ* งจะแสดงถึงความห่วงใยจากภาครัฐ
แล้วสอดแทรกการรณรงค์ให้ความรู้แก่เด็กนักเรียนเพื*อถ่ายทอดถึงครอบครัว ตลอดจนสนับสนุน
งบประมาณเฉพาะด้านความปลอดภัยทางถนนแก่องค์กรปกครองส่วนท้องถิ*นไปดําเนินการทั&งการ
ปรับปรุงจุดเสี*ยงบนถนน การให้ความรู้ และการรณรงค์ผลที*ได้รับจะช่วยตอบสนองด้านความ
มันคงและความปลอดภัยในการสัญจรทางถนนได้เป็ นอย * างดี ่
abstract:
ABSTRACT
Title : Guideline for Rural Road Safety Management
Field : Economics

This research is about the defining of guideline for Safety management of Thai
Rura lroad network. The qualitative research is conducted by integration of Thailand strategic
policies with past literature and framework about road safety. From the literature review, United
Nation has proposed Global Plan for decade of Action for Road Safety. This framework is
consisted of 5 safety pillars which are;1. Road Safety Management, 2. Safer Road and Mobility,
3. Safer Vehicle, 4. Safer Road User and 5. Post-crash Response. This framework works well in
general; however, some area of Thailand need specific measurement. For example, in the 3
southern most province of Yala, Pattani and Narathiwat which currently in insurgency, other
dimension such as cultural, religion, lifestyle and education will have to be considered. In these 3
provinces, local religion leader which are the most respect party in the area could play a major
role as education provider for peoples. So providing them with the knowledge about road safety is
the essential. With the right knowledge about road safety, they will further educate the locals
which in turn improving the level of safety as a whole. Also in the budget allocation process, the
road agency in the area needs to give special attention to local Islamic School. The school zone
safety project has potential to not only improve the safety of student and their guardian but will
also provide the goodwill that the government is cared for them. Moreover, educating the student
about road safety will also have the positive effect on their family. In conclusion, the road safety
educational and black spot improvement project of local government should be funding as the
benefit of this spending will not only improve the road safety alone but will also have positive
effect on National Security.
