บทคัดยอ
เรื่อง การสรางตนแบบธรรมาภิบาลในหนวยทหารของกองทพับก
ลักษณะวิชา การเมือง
ผูวิจัย พลตรสีมบูรณ ดีรอด หลักสูตร วปอ. รุนที่ 57
การวิจัยครั้งนี้มีวัตถุประสงค เพื่อศึกษาการปฏิบัติงานตามหลักธรรมาภิบาล และเพื่อหาแนว
ทางการปฏิบัติงานตามหลักธรรมาภิบาลอันพึ่งประสงคของกองทัพบกในอนาคต กลุมตัวอยางที่ใชในการวิจัย ไดแก
กําลังพลในสังกัดจังหวัดทหารบกกาญจนบุรี จํานวน 110 นาย และนายทหารชั้นผูใหญในกองทัพบก จํานวน 10 นาย
รวมจํานวน 120 นาย เครื่องมือที่ใชในการเก็บรวบรวมขอมูล คือ แบบสอบถาม แบบสัมภาษณ สถิติที่ใชในการ
วิเคราะหขอมูลคอื จํานวนคารอยละคาเฉลี่ยสวนเบี่ยงเบนมาตรฐานt-test,F-testทดสอบความแตกตางเปนรายคู
ดวยวิธี LSD และคาสัมประสิทธิ์สหสัมพันธของเพียรสัน โดยการกําหนดคานัยสําคัญทางสถิติไวที่ระดับ .05 และ
.01
ผลการวิจัย พบวา กลุมตัวอยางมีการปฏิบัติงานตามหลักธรรมาภิบาลโดยรวมอยูในระดับ
ปานกลาง เมื่อพิจารณาการปฏิบัติงานตามหลักธรรมาภิบาลรายดาน พบวา การปฏิบัติงานตามหลักธรรมาภิบาลดาน
นิติธรรม ดานคุณธรรม ดานหลักความโปรงใส ดานหลักการมีสวนรวม ดานหลักความรับผิดชอบ และดานหลักความ
คุมคา อยูในระดับปานกลาง และจากการสัมภาษณกองทัพบกมีการนําหลักธรรมาภิบาลมาประยุกตใชในการ
บริหารงานแบบเชิงบวก โดยมีวิธีการและขั้นตอนตางๆ ตรงตามหลักเกณฑที่กําหนด
ขอเสนอแนะและแนวทางในการสรางตนแบบธรรมาภิบาลในหนวยทหารของกองทัพบก คือ
1. ควรมีนโยบายที่ชัดเจนเกี่ยวกับการใชหลักธรรมาภิบาลในการบริหารงานหรือการปฏิบัติงาน 2. ควรมีการปลูกฝง
จิตสํานึก จริยธรรม คุณธรรม และสรางวัฒนธรรมองคกรใหมีความเปนเอกภาพ 3. ภาครัฐควรมีระบบการบริหาร
งบประมาณแผนดินใหเหมาะสมกับภาวการณปจจุบัน 4. ควรจัดอบรมหรือประชาสัมพันธใหความรูแกเจาหนาที่หรือ
พนักงานในองคกรทุกคนทั้งระดับผูบริหารและผูปฏิบัติไดทราบถึงหลักธรรมาภิบาลและการนําหลักธรรมาภิบาลมา
ประยุกตใชรวมถึงผลที่จะไดรับจากการนําหลักธรรมาภิบาลมาใชในองคกร เพื่อใหทุกคนทราบ มีความตระหนักและ
ยึดหลักปฏิบัติเปนแนวทางเดียวกันอยางตอเนื่อง5.ควรทําการศึกษาปจจัยที่มีผลตอการนําหลักธรรมาภิบาลมาใชใน
องคกร เพื่อเปนเครื่องมือใหผูบริหารนําไปพัฒนาการบริหารและการปฏิบัติงานโดยยึดหลักธรรมาภิบาลใหมี
ประสิทธิภาพตอไป

ABSTRACT
Title Prototyping Good Governance in the Army

The objectives of this research were to study the work performance based on the good
governance and to collect a body of knowledge about good governance in the Army. The samples used
in this study were army troops under the province of Kanchanaburi 110 and senior military officers in the
army 10 total 120 The tools used in this study were questionnaire and in depth interviews. The statistics
used for analyzing data were percentage, mean, frequency, standard deviation, t-test, and F-test,
multiple comparison with Least Significant Different (LSD), and Pearson's Product
Moment Correlation Coefficient. The statistical significance was set at .05 and .01
level of confidence.
The results of the study were the overall of work performance based on the good
governance of the personal in army troops under the province of Kanchanaburi was rates at a moderate
level. According each aspect, the rule of law, the morality, the transparency, the participation, the
responsibility, the cost-effectiveness was rates at a moderate level was rates at a moderate level. . And a
study of in-depth interviews form the sample as a whole found that army have to implementation of
good governance principles in the army troops under the province of Kanchanaburi to be positive all six
aspects
Suggestion from the samples relates to 1. have to implementation of good governance
should be clear. 2. Should instill ethics and corporate culture to unity. 3. The government should have to
suit the current situation. 4. Should provide training or knowledge relating to its officers employee, all the
executive and practitioners are aware of good governance. And the adoption of good governance are
applied to the results to be obtained by the adoption of good governance in organization to let everyone
know are aware and principles are alighed continuously. 5. Should study the fact that influence the
adoption 0f good governance to the organization. The tool allows administration to improve management
and operational principles for good governance and environment.
