เรื่อง แนวทางการกํากับดูแลกิจการดานเทคโนโลยีโทรคมนาคม และการสื่อสารของ
ประเทศไทย เพื่อผลักดันการเจริญเติบโตทางเศรษฐกิจดิจิทัลอยางยั่งยืน
ผูวิจัย พ.อ.ดร.เศรษฐพงค มะลิสุวรรณ หลักสูตรวปอ. รุนที่ 57
เศรษฐกิจดิจิทัล (Digital Economy)คือนโยบายระดับชาติที่สําคัญในการผลักดันการ
เจริญเติบโตทางเศรษฐกิจและสังคมของหลายประเทศทั่วโลก ซึ่งหากเปรียบเทียบแลวเศรษฐกิจดิจิทัล
จะมีอัตราการเจริญเติบโตที่สูงมากเมื่อเทียบกับภาคธุรกิจแบบดั้งเดิม ซึ่งในหลายประเทศทั่วโลกหันมา
ใหความสําคัญกับการใชเทคโนโลยีดิจิทัล ใหเปนเครื่องมือเพื่อขับเคลื่อนเศรษฐกิจของประเทศแบบ
กาวกระโดด ก็เพราะโครงขายโทรคมนาคมและการสื่อสารสามารถทําลายอุปสรรคดานสถานที่และ
เวลาในการทําธุรกิจ รวมทั้งยังทําใหธุรกิจสามารถทําธุรกรรมไดโดยไมตองใชเอกสารที่จับตองไดอีก
ตอไป ดวยเหตุผลเหลานี้เองจึงทําใหเกิดอัตราเรงในการพัฒนาประเทศทางเศรษฐกิจไดอยางมีนัยสําคัญ
อีกทั้งทําใหประชาชนสามารถเขาถึงขอมูลขาวสาร ความรู ไดอยางเทาเทียม ยังผลใหเกิดการลดความ
เหลื่อมล้ําของสังคมไดอีกดวย
ปจจัยที่สําคัญยิ่งตอการขับเคลื่อนเขาสูความเปนดิจิทัลนั้นคือ กิจการโทรคมนาคมและการ
สื่อสาร ที่จําเปนตองมีโครงสรางพื้นฐานดานโทรคมนาคมที่แข็งแกรง และการจัดสรรคลื่นความถี่ที่
ตองมีการบริหารคลื่นความถี่ที่มีประสิทธิภาพ ดังนั้นการมุงเนนในการพัฒนากิจการโทรคมนาคม ที่มี
เปาหมายวาจะตองใหบริการครอบคลุมทุกพื้นที่ทั่วประเทศโดยมีการใหบริการอยางมีคุณภาพ ในราคา
ที่เหมาะสมเปนธรรม จะเปนพื้นฐานในการพัฒนาประเทศทางดานเศรษฐกิจและสังคมที่มีประสิทธิภาพ
สูงสุด
ในงานวิจัยฉบับนี้ผูวิจัยไดทําการศึกษาและวิเคราะหแนวทางการกํากับดูแลกิจการ
โทรคมนาคมและการสื่อสารในยุคเศรษฐกิจเชิงดิจิทัลภายใตการหลอมรวมทางเทคโนโลยีโดยเปน
งานวิจัยเชิงคุณภาพ เพื่อนําเสนอยุทธศาสตรและกรอบแนวความคิด รวมทั้งขอเสนอแนะในการกํากับ
ดูแลกิจการโทรคมนาคมและการสื่อสาร เพื่อสามารถที่จะขับเคลื่อนเศรษฐกิจเชิงดิจิทัลตามนโยบาย
ของรัฐบาล โดยผลของงานวิจัยฉบับนี้จะมุงเนนใหผลของการวิจัยสามารถนําไปใชไดอยางเปน
รูปธรรมและนําไปใชประโยชนไดทันที โดยมีขั้นตอนและกระบวนการที่ชัดเจน เพื่อใหสามารถ
ขับเคลื่อนการเจริญเติบโตทางเศรษฐกิจเชิงดิจิทัลของชาติไดอยางยั่งยืน

The digital economy is considered the national policy that plays an important role in
propelling the economic and social development among several nations worldwide stemming from its
higher growth rate compared with those of traditional business sectors. Consequently, many countries
around the world tend to place greater emphasis on utilizing the digital technology as the tool for
propelling a quantum leap in economic growth because the telecommunications network can overcome
business threats in accordance with time and place as well as can facilitate us in carrying out paperless
business transactions. The aforementioned factors are able to significantly bring about the accelerating
rate of the country’s economic development, provide the population with equal access to available
information and knowledge as well as can result in the removal of social inequality.
The pivotal factors that take part in propelling the country towards the digital age are the
telecommunications with the strong infrastructure and the spectrum allocation which requires effective
spectrum management. Therefore, the development of telecommunications with the aim at providing
the nationwide network coverage, high-quality services along with fair and affordable prices will be
considered the utmost effective foundation for improving the country in terms of socio-economic.
Here, the researcher has undertaken as many studies as necessary and analyzed the related
methods for regulating telecommunications in the age of digital economy which subjects to
technological convergence. This particular research is therefore the qualitative one that proposes some
strategies and conceptual frameworks, including various suggestions in relation to the regulatory
bodies that govern telecommunications so that the digital economy can be propelled according to the
government policies. On top of that, the objective of this research is thereby focused on putting the
obtained results into concrete and immediate practice based on available distinct steps and procedures
in order that the country’s growth in the digital economy can be propelled towards sustainability as a
result.
