การศึกษาเรือง การปรับโครงสร้างระบบการส่งกําลังบํารุงของกองทัพบกไทย:ศึกษากรณี
กองบัญชาการช่วยรบที๑ กองทัพภาคที๑ มีวัตถุประสงค์เพือหาแนวคิดในการจัดการส่งกําลังบํารุง
ให้เกิดประสิทธิภาพทังในยามปกติและยามสงคราม วิเคราะห์ปัญหาในการส่งกําลังบํารุง ขจัดความ
ซําซ้อน และความขัดแย้งในการทํางาน ระหว่างหน่วยต่าง ๆ ในระบบการส่งกําลังบํารุง พิจารณา
แบ่งมอบภารกิจความรับผิดชอบ และพืนทีทีเหมาะสมให้แก่หน่วยทางการส่งกําลังบํารุง และเสนอ
แนวทางในการพัฒนาปรับปรุงการส่งกําลังบํารุง
การศึกษาวิจัยในครังนี เป็ นการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research)โดยสัมภาษณ์
นายทหารทางด้านการส่งกําลังบํารุงของกองบัญชาการช่วยรบที๑ กองทัพภาคที๑ จํานวน คน
ผลการศึกษาพบว่า แนวคิดในการจัดการส่งกําลังบํารุงให้เกิดประสิทธิภาพในระดับกองทัพภาค
ทังในยามปกติและยามสงคราม พบว่าระบบส่งกําลังบํารุงของกองทัพบก ไม่ว่าเป็ นโครงสร้าง หรือ
กระบวนการในการปฏิบัติ น่าจะต้องใช้ได้ทังในยามปกติ และยามสงคราม จึงจะเกิดประสิทธิภาพ
ปัญหาด้านโครงสร้างการจัดหน่วย มีปัญหาทังในระดับกองพลและตํากว่า และในระดับกองทัพภาคคือ
ปัญหาการขาดความสมบูรณ์ของหน่วยส่งกําลังบํารุ ง คือจะต้องสามารถปฏิบัติงานส่งกําลัง
สิงอุปกรณ์ กับการปฏิบัติงานซ่อม สิงอุปกรณ์ ได้ครบทุกประเภท และทุกสายยุทธบริ การ
จึงจะสามารถตอบสนองต่อความต้องการด้านยุทธการได้ทุกกรณี ไม่ว่าจะเป็ นยามปกติ หรือยาม
สงคราม ปัญหาด้านระเบียบปฏิบัติทางด้านการส่งกําลังบํารุง ส่วนใหญ่เกิดจากความล้าสมัยคําสัง
ไม่ชัดเจน ไม่สามารถนําไปใช้ในยามสงครามได้ปัญหาจากเจ้าหน้าทีปฏิบัติงานส่งกําลัง ขาดความรู้
ความเข้าใจในการปฏิบัติงาน ปัญหาทีเกิดขึนคือมีการส่งกําลังบํารุงแบบพันธกิจ และแบบกรม
ฝ่ ายยุทธบริการ ทําให้เกิดความสับสน และไม่ได้เป็ นรูปแบบเดียวกัน การแบ่งหน้าทีไม่มีความ
ชัดเจนติดขัดในด้านกําลังพล เสนอแนะโดยพิจารณาการจัดหน่วยให้สามารถรองรับหรือสามารถ
ปฏิบัติงาน ด้านการส่งกําลังบํารุงได้จริง ทังในยามปกติและในยามสงคราม

The study of Restructuring of the Logistics Support of Thailand, in case study of st
Army Support Command, Army Area Region is aim to find ideas on how to handle the logistics
to be effectiveness in both of peacetime and wartime, analyze the problems in logistics, eliminate
the redundancy and conflict in the workplace between the various units in the logistics system,
consider the allocation of responsibility mission and suitable area for the logistics unit and
propose the ways to improve logistics.
This research is a qualitative research by interview officers of the Logistics
Support of Thailand, in case study of st Army Support Command, Army Area Region , the
result found that the concept of managing Logistics Support to be efficiency in the Army both in
peacetime and wartime whether a structure or processes in practice will be available in both
peacetime and wartime to be efficient. The problems of organization structure units in both of the
army level and below are impermanence of logistics of the Logistics Support have to be able to
perform a Logistics Support to deliver the tool and perform repair work on all types and field of
service to respond the operational requirements in all cases whether it is peacetime and wartime.
The mostly regulatory problem in Logistics Support is cause by the old-fashioned, not clear
command that cannot be used in wartime, the problem from operational staff lack of knowledge
and understanding of the operation. The problem is the logistics mission and Operation Service
makes the confusing and not the same pattern. The division of duties is not clear, jamming in the
army, recommended by considering the unit to be capable or able to work in real Logistics
Support both of peacetime and wartime.
