เรื่อง แนวทางการพัฒนารูปแบบการจัดกิจกรรมลูกเสือเพื่อเสริมสร้าง
คุณธรรม จริยธรรม ในตัวผู้เรียน

การวิจัยครั้งนี้มีวัตถุประสงค์1) เพื่อศึกษาปัจจัยที่ส่งผลต่อการจัดกิจกรรมลูกเสือ
เพื่อเสริมสร้างคุณธรรม จริยธรรม ในตัวผู้เรียน 2) เพื่อศึกษาแนวทางในการพัฒนารูปแบบการจัด
กิจกรรมลูกเสือในสถานศึกษา และ 3) เพื่อเสนอแนวทางที่ส่งผลต่อประสิทธิภาพในการวางแผน
การจัดกิจกรรมลูกเสือ ที่ส่งผลต่อคุณธรรม จริยธรรมในสถานศึกษา เป้าหมายการวิจัย ได้แก่
โรงเรียนต้นแบบลูกเสือ ใน 5 ภูมิภาค เป็นการวิจัยเชิงคุณภาพ วิธีด าเนินการศึกษา 3 กิจกรรม
ประกอบด้วย 1) ประมวลความคิดเห็นของลูกเสือและผู้เกี่ยวข้อง จากแบบสอบถามเพื่อศึกษาปัจจัยและ
แนวทางการพัฒนารูปแบบการจัดกิจกรรมลูกเสือในสถานศึกษา 2) ศึกษาวิเคราะห์เอกสารรายงานการ
จัดกิจกรรมลูกเสือของโรงเรียนต้นแบบลูกเสือ และ 3) สนทนากลุ่มการจัดกิจกรรมลูกเสือของโรงเรียน
ต้นแบบลูกเสือ น าผลการศึกษามาสรุปเป็นข้อเสนอแนวทางที่ส่งผลต่อประสิทธิภาพในการวางแผนการ
จัดกิจกรรมลูกเสือ ที่ส่งผลต่อคุณธรรม จริยธรรม ในสถานศึกษา
ผลการวิจัย 1) ปัจจัยที่ส่งผลต่อการจัดกิจกรรมลูกเสือเพื่อเสริมสร้างคุณธรรม
จริยธรรม ในตัวผู้เรียนพบว่า ควรมีการปรับปรุงและพัฒนาหลักสูตรแบบบูรณาการระหว่างกิจกรรม
ลูกเสือกับกิจกรรมในกลุ่มสาระต่างๆ ผู้บริหารและครูผู้สอนควรเป็นแบบอย่างที่ดี ผู้บริหารต้อง
ส่งเสริมให้ครูผู้สอนและบุคลากรได้รับการพัฒนาด้านลูกเสืออย่างทั่วถึง เวลาและสถานที่จัดกิจกรรม
ต้องมีความเหมาะสม ควรให้ชุมชนเข้ามาเป็นเครือข่าย รูปแบบการจัดกิจกรรมปรับตามลักษณะ
กิจกรรม ระยะเวลาและสถานที่ 2) แนวทางในการพัฒนารูปแบบการจัดกิจกรรมลูกเสือใน
สถานศึกษา พบว่า กิจกรรมลูกเสือมีความสอดคล้องกับหลักคุณธรรมและจริยธรรม ตามค่านิยม
หลัก 12 ประการทุกข้อ การจัดกิจกรรมลูกเสือส่วนใหญ่จัดตามหลักสูตรแกนกลาง ส่งผลให้
คุณลักษณะคุณธรรมและจริยธรรม ตามแนวค่านิยม 12 ประการที่เกิดกับผู้เรียนยังไม่ยั่งยืน ผู้สอน
ลูกเสือที่ไม่ผ่านการอบรมด้านลูกเสือ ยังขาดการเชื่อมโยงและบูรณาการทักษะด้านคุณธรรม
จริยธรรมกับกิจกรรมลูกเสือ 3) แนวทางที่ส่งผลต่อประสิทธิภาพในการวางแผนการจัดกิจกรรมลูกเสือ
ควรจัดท าแผนยุทธศาสตร์ด้านการจัดกิจกรรมลูกเสือ โดยความร่วมมือระหว่างหน่วยงานที่เกี่ยวข้อง
เชื่อมโยงตั้งแต่ระดับชาติถึงระดับสถานศึกษา เน้นแผนเชิงบูรณาการและการมีส่วนร่วม จัดท า
แผนพัฒนาบุคลากรด้านลูกเสือ โดยความร่วมมือระหว่างหน่วยงานที่เกี่ยวข้อง และควรมีนิเทศ
ติดตาม ประเมินผลกิจกรรมลูกเสืออย่างต่อเนื่อง 4) ข้อเสนอแนะ หน่วยงานหลัก หน่วยงานรองและ
สถานศึกษา จัดท าแผนงาน โครงการด้านคุณธรรม จริยธรรม โดยใช้กิจกรรมลูกเสือเป็นตัวขับเคลื่อน
หน่วยงานที่เกี่ยวข้องให้การสนับสนุนกิจกรรมลูกเสือทุกระดับ ส่งเสริมให้มีการวิจัยด้านกิจกรรม
ลูกเสือ เพื่อน าผลการวิจัยไปพัฒนาปรับปรุงกิจกรรมลูกเสือ

Abstract
Title Approaches to develop the scout activity arrangement to
reinforce learners’ virtue and ethics

The purposes of this research are: 1) To study factors which affect the
scout activity arrangement to reinforce learners’ virtue and ethics 2) To study
approaches to develop the scout activity arrangement in schools and 3) To propose
approaches which affect efficiency in planning of the scout activity arrangement that
affects virtue and ethics in schools. The goal of the research is the model schools in 5
regions by qualitative research. The study has 3 activities: 1) Survey viewpoints of boy
scouts and related parties by questionnaires to learn factors and approaches to
develop scout activity arrangement in schools, 2) Study and analyze report of the scout
activity arrangement in model schools and, 3) Group discussion about the scout
activity arrangement in model schools and summarize the results to be
recommendations which affect efficiency in planning of the scout activity arrangement
that affects virtue and ethics in schools.
The results of the research: 1) Factors which affect the scout activity
arrangement to reinforce learners’ virtue and ethics should be improved and developed a
curriculum which integrate scout activities and other activities in different groups. The
executives and the teachers should be good models. The executives have to support
teachers and personnel to be developed in scout activities thoroughly. Time and place of
activities have to be suitable and get the community to become our network. Activity
format should be adjusted by nature of activity, time and place. 2) Approaches to develop
scout activity arrangement in schools found that scout activities are in line with virtue
and ethics, which follows all of the Twelve Values. Most of the scout activity
arrangement follows the Basic Education Core Curriculum, which cause the learners’
characteristics of virtue and ethics of the Twelve Values to be not sustainable. Scout
instructors who are not trained still lack the linkage and integration of virtue and ethics skill with scout activities. 3) The approaches affecting the efficiency in planning the
scout activity arrangement, should make a strategic plan for scout activity
arrangement by the cooperation among related sectors, linking from national level to
school level by focusing on integrated plan and participation; create a scout
personnel development plan with the cooperation among related sectors and have
staff follow-up and evaluate scout activities continuously. 4) Recommendations: the
main sector, the minor sectors, and schools make working plans for projects in virtue and
ethics by using scout activities to drive related sectors to support all levels of scout
activities and help promote research on scout activities and use the results of
research to improve scout activities.
