รัฐบาลทีÉผา่ นมาและวเิคราะห์หาแนวทางการติดตามการดาํเนินงานตามนโยบายรัฐบาลทีÉมีประสิทธิภาพ
ซึÉงมีขอบเขตการศึกษาวิเคราะห์การติดตามการดําเนินงานตามนโยบายรัฐบาล ตัÊงแต่รัฐบาล
นายอภิสิทธิÍ เวชชาชีวะ จนถึงปัจจุบนั โดยการวิจยัครÊังนีÊเป็นการวิจยัเชิงคุณภาพ ศึกษาวิเคราะห์
ปัญหา อุปสรรค ข้อขัดข้องต่างๆ ในการติดตามการดําเนินงานตามนโยบายรัฐบาลของ
สํานกัเลขาธิการนายกรัฐมนตรีรวมถึงกระบวนการ รูปแบบและกลไกทีÉใชใ้นการติดตามนโยบาย
ในอดีตทีÉผ่านมา และการสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิจาํ นวน ๓-๔ ท่าน เพÉือให้ได้แนวทาง
การติดตามการดาํ เนินงานตามนโยบายรัฐบาลทÉีชดัเจนและมีประสิทธิภาพ
ทัÊงนีÊจากการศึกษาพบว่า แนวทางการติดตามการดาํ เนินงานตามนโยบายรัฐบาลให ้
มีประสิทธิภาพนัÊน ควรมีการปรับปรุงแกไ้ขระบบการติดตามการดาํ เนินงานตามนโยบายรัฐบาล
ดงันÊี
๑. ปรับโครงสร้างการบริหารงานของสํานกัเลขาธิการนายกรัฐมนตรีโดยจดั ตÊงัสํานกั
ประสานและติดตามนโยบายขึÊนเป็นหน่วยงานในระดบั สํานกัของสํานกัเลขาธิการนายกรัฐมนตรี
โดยการปรับปรุงกฎกระทรวงแบ่งส่วนราชการสํานกัเลขาธิการนายกรัฐมนตรีใหม่ เพÉือให้สํานัก
ประสานและติดตามนโยบายเป็นสํานกั ทีÉมีกฎหมายรองรับ และในการจดั ตÊงัสํานกั ประสานและ
ติดตามนโยบายจาํ เป็นตอ้งปรับโครงสร้างการปฏิบตัิงานภายในให้เหมาะสมและเพิÉมอตัรากาํลงัให้
เพียงพอต่อการรองรับภารกิจงานทÉีเพิÉมมากขึÊนตามนโยบายของรัฐบาลในปัจจุบนั
๒. จัดทาํระเบียบสํานักนายกรัฐมนตรีแต่งตÊังคณะกรรมการอํานวยการติดตาม
ขบั เคลÉือนการดาํ เนินงานตามนโยบายรัฐาลเพÉือเป็นกลไกในการติดตามขบั เคลÉือนการดาํ เนินงาน
ตามนโยบายรัฐบาล ซึÉงเมืÉอกําหนดเป็ นระเบียบสํานักนายกรัฐมนตรี จะทําให้กลไกในการ
กดาํ เนินงานดงักล่าว มีความต่อเนืÉองเป็ นทีÉเขา้ใจและยอมรับของหน่วยงานทÉีเกีÉยวขอ้งและพร้อมให้
ความร่วมมือในการดาํ เนินงานตอ่ ไป
๓. นาํระบบเทคโนโลยสีารสนเทศมาใชใ้นการบริหารจดัการขอ้ มูลการดาํ เนินงานตาม
นโยบายรัฐบาล โดยมีระบบการจดัเก็บและจดั ทาํฐานขอ้ มูลเพÉือประโยชน์ในการนาํขอ้ มูลกลบั มา
ใช้ในงานการวิเคราะห์ขอ้ มูลเชิงลึก เพÉือการวินิจฉัยสัÉงการของนายกรัฐมนตรีและเพืÉอให้สํานัก
เลขาธิการนายกรัฐมนตรีเป็นศูนยก์ลางขอ้ มูลการดาํ เนินงานตามนโยบายรัฐบาลทÉีทุกหน่วยงาน
สามารถใชข้อ้มูลร่วมกนัได้
๔. มีการบูรณาการการปฏิบตัิงานร่วมกันทÊงัในระดับของหน่วยงานภายในสํานัก
เลขาธิการนายกรัฐมนตรี เนืÉองจากสํานกัเลขาธิการนายกรัฐมนตรีมีหน่วยงานทÉีตอ้งประสานการ
ทาํงานร่วมกนั โดยเฉพาะในส่วนของศูนยป์ ฏิบตัิการนายกรัฐมนตรี(Prime Minister’s Operation
Center (PMOC)) ซึÉงเป็ นศูนย์ข้อมูลเพืÉอการตัดสิ นใจของนายกรัฐมนตรี ทีÉจําเป็ นต้องมีการ
สนบั สนุนการปฏิบตัิงานร่วมกนั ทÊงัในดา้นขอ้ มูลการดาํ เนินงานและระบบเทคโนโลยีสารสนเทศ
รวมทัÊงการบูรณาการการปฏิบัติงานร่วมกันของหน่วยงานในระดับกระทรวงและกรมทÉีต้อง
ประสานการทาํงานในการติดตามและรายงานขอ้ มูลการดาํ เนินงานตามนโยบายรัฐบาล โดยเฉพาะ
การสร้างเครือข่ายการปฏิบตัิงานทีÉจะช่วยใหก้ารประสานงานเป็นไปอยา่ งราบรืÉนและรวดเร็ว
๕. ตัÊงคณะทํางานเพืÉอดําเนินการในส่วนของการวิเคราะห์ข้อมูลเชิงลึกในการ
ดาํ เนินงานตามนโยบายรัฐบาลเพÉอืเป็นขอ้ มูลในการวินิจฉยัสัÉงการของนายกรัฐมนตรีในการดาํ เนิน
นโยบายของรัฐบาล โดยอาจเชิญนกัวิชาการหรือผูท้ ÉีเชีÉยวชาญในด้านต่างๆ ทÉีมีความเป็นกลางเขา้
มาร่วมในการวิเคราะห์ข้อมูลเชิงลึก ซึÉงมีความสําคญั ต่อระบบการติดตามการดําเนินงานตาม
นโยบายรัฐบาล และจาํ เป็นตอ้งใชผ้เู้ชÉียวชาญในการดาํ เนินงาน
ทัÊงนีÊหากข้อเสนอแนะในการปรับปรุงและพฒั นาการติดตามการดําเนินงานตาม
นโยบายรัฐบาลดงักล่าว ไดร้ับความเห็นชอบและเร่งรัดให้มีการดาํ เนินการโดยเร็วผูว้ิจยัเชืÉอมันÉ ว่า
จะทาํให้การติดตามการดาํ เนินงานตามนโยบายรัฐบาลมีประสิทธิภาพมากยÉิงขึÊน รวมทัÊงจะเป็ น
ประโยชน์ต่อการบริหารราชการแผ่นดินของนายกรัฐมนตรีและการดาํ เนินนโยบายของรัฐบาลใน
ภาพรวม โดยเฉพาะอย่างยิÉงการบริหารประเทศของรัฐบาลในปัจจุบนั ทÉีตอ้งเร่งแกไ้ขปัญหาของ
ประเทศในทุกด้านและเร่งดาํ เนินงานตามนโยบายรัฐบาลให้บรรลุเป้าหมายโดยเร็ว เพืÉอนาํไปสู่
ความ มันคง มั É งคั É ง ยั É งÉ ยนื ของประเทศไทย ภายในปี ๒๕๖๓ ตามวสิัยทศัน์ของประเทศทีÉกาํหนดไว้

Abstract
Title: Methodologies for effectively monitoring the implementation of government policies
The research paper titled “Methodologies for effectively monitoring the implementation
of government policies” is done in order to study the problems and difficulties regarding
monitoring and following up with implementation of recent government policies. In addition, this
work also analyzes methods for effectively monitoring the implementation of government
policies. The scope of the work includes monitoring and analyzing policies implementation of
Abhisit Vejjajiva government up to the implementation of current government’s policies.
This study involves qualitative analysis of the problems and difficulties to monitor and follow up
with results from government policies implementations by The Secretariat of the Prime Minister
along with processes and mechanisms used to track the policy implementation in the past. In depth
experts interview were conducted in order to arrive at the methodologies for effectively
monitoring the implementation of government policies.
According to our study, in order to effectively track and monitor the implementation
of government policies the system for monitoring and tracking should be revised as follows:
1. Reorganize the administration structure of The Secretariat of the Prime Minister
by adding a division that is solely responsible for coordinating and facilitating the tracking of
the policies implementation. This new division will be under The Secretariat of the Prime Minister
and there should also be a legislation to support the new division so that appropriate staffing and
funding can be provided.
2. Issue an order by The Secretariat of the Prime Minister to install a committee that
is in charge of tracking the implementation of the government policies. The order by
The Secretariat of the prime minister is imperative as it will give the committee an official status
in order to coordinate and cooperate with related government offices.
3. Incorporate IT into recording data that are gathered from tracking and monitoring
the implementation of the government policies. The data can later be thoroughly looked at in order
to analyze the effectiveness of the administration tasks conducted by the prime minister. The Secretariat of the Prime Minister will handle the data collected and will be the host to provide
data access to other government agencies.
4. Cooperate between different divisions under The Secretariat of the Prime Minister
to strengthen its productivity as it is the main task for The Secretariat of the Prime Minister
to facilitate and cooperate with other government agencies. The focus must be put especially on
the Prime Minister’s Operation Center (PMOC) since it is the center for data that will be used for
making decisions by the prime minister. The PMOC will help promote information sharing and
cooperation between different ministers and different departments in order to ensure smooth and
uninterrupted cooperation amongst different government agencies.
5. Assign a focus group that is responsible for in depth analyzing the data pertaining
to implementation of government policies. Unbiased experts and educators in different fields can
be invited to join the focus group to dissect the data collected. It is important that the government
policies implementation tracking and monitoring system is scrutinized by the experts so that useful
information can be deducted from the pool of data.
In the event that the proposed improvements and revisions are approved and then put
into practice by the officials in a timely manner, the author strongly believes that tracking and
monitoring of the implementation of the government policies will be greatly improved.
In addition, it will also benefit the government administration by the prime minister and
government administration as a whole. Moreover, it will also benefit the current government
administration that is in need of urgently solving the country and people’s problems.
The improvements will eventually lead to the country’s prosperity and stability within
the year 2020 as plan.
