การรวมตวักนัของชาติสมาชิกในภูมิภาคเอเชียตะวนัออกเฉียงใต้เพÉือการเป็ นประชาคม
อาเซียนใน พ.ศ.๒๕๕๘ นบั ไดว้า่ เป็นแรงขบั เคลÉือนทีÉสําคญั ทีÉจะนาํไปสู่การจดั ตÊงักองกาํลงัทางเรือ
ของ อาเซียนรองรับต่อสถานการณ์ดา้นความมนคงทางทะเลของภูมิภาค ซึ Éั Éงมีองค์ประกอบทัÊงการมี
ผลประโยชน์จากทะเลร่วมกนั การมีภยัคุกคามร่วมกันทัÊงทีÉเป็นภยัคุกคามตามรูปแบบเก่าและภยั
คุกคามรูปแบบใหม่ ซÉึงเกินขอบเขตทีÉรัฐใดรัฐหนึÉงเพียงลาํ พงัจะสามารถรับมือได้รวมทÊงัยงัมีแรง
ขบั เคลÉือนจาก ภายนอกภูมิภาค ทัÊงบทบาทของชาติมหาอาํนาจ บทบญั ญตัิและขอ้ ตกลงตามแนวทาง
ของกฎหมาย ระหว่างประเทศและกลไกความร่วมมือระหว่างประเทศในระดับต่างๆ และเมÉือได้
ผนวกกบ ความสั ั มพนัธ์อนั ใกลช้ิดระหวา่ งชาติสมาชิกภายใตค้าํขวญั “วิสัยทศัน์เดียวอตัลกั ษณ์เดียว
และประชาคม เดียว” แลว้ โอกาสและความสําเร็จในการจดั ตÊงักองกาํลงัทางเรือทÉีเป็นกองกาํลงัร่วม
ของภูมิภาค จึงมี ความเป็ นไปได้มากขึÊนในอนาคตอนั ใกล้โดยกองกาํลงัทางเรือของ ASEAN นีÊ จะ
รองรับต่อภารกิจใน การรักษาเสถียรภาพของทะเลจีนใต้และรับมือกับภยัคุกคามโดยเฉพาะใน
รูปแบบใหม่ลกัษณะต่างๆ ทีÉมี แนวโน้มจะเกิดมากขÊึนในภูมิภาคนีÊสําหรับแนวทางในการจดั ตÊงกอง ั
กาํลงัทางเรือ ทีÉจะตอบสนองต่อ ความตอ้งการของชาติสมาชิกนัÊน จาํ เป็นจะตอ้งไดร้ับการยอมรับ
และเป็นฉันทามติของผูน้ ําทุกชาติใน ระดับการประชุมผูนํา ้ อาเซียน หลังจากนัÊนจึงส่งต่อถึง
คณะทาํงานร่วมจากหน่วยงานทÉีรับผิดชอบในดา้น มันÉ คงทางทะเล หน่วยงานดา้นการต่างประเทศ
และหน่วยงานทÉีจะตอ้งรับผิดชอบในการจดัส่งกองกาํลงัและกาํลงัพลเขา้ร่วม เพืÉอประสานการปฏิบัติ
ใหเ้ป็นรูปธรรมต่อไป เพืÉอให้ในทา้ยทีÉสุดแลว้กองกาํลงัทาง เรือทีÉจดั ตÊงขึ ั ÊนจะมีทัÊงองคป์ ระกอบ และ
รูปแบบการปฏิบตัิทÉีเป็ นมาตรฐาน พร้อมปฏิบตัิตามเจตนารมณ์ ในการเสริมสร้างและรักษาความ
มันคงทางทะเล É ของภูมิภาคได้

The combination of the member nations in Southeast Asia to the ASEAN Community in
ŚŘřŝ. That is the main driving force that will lead to the establishment of the ASEAN naval forces.
ASEAN countries to support the situation of the stability of the sea in these region that is the component
and the benefits from the sea together with the threat both traditional and non tradition threats. That to the
extent that any one state alone will be able to handle. As well as the drive from outside the region and the
role of the great powers and the provisions of the agreement by the guidelines of international law and the
mechanism of international cooperation in the different levels. And when combined with a close
relationship between the member nations under the slogan " One vision, one Identity and one community."
And then the opportunity and success in the establishment of the naval forces as the armed forces in the
region. It has more in the near future. By the forces of the ASEAN will support mission to maintain the
stability of the South China Sea and respond to threats, especially in the non tradition threats that are
likely to be more in this region. For guidance on the establishment of the ASEAN naval forces that will
meet the needs of the nation. The member will need to be accepted and is the consensus of the leader of
every nation in the ASEAN Summit level. After that, to the working group from the agency responsible
for the stability of the sea, the department of foreign affairs and the authority will be responsible for
delivery of the naval forces and is the platform to join to coordinate the compliance is concrete next to the
end and then the naval forces was set up there will be both the components and the other standard
procedure will be create and maintain the stability of the sea of the region.
