ความเปนมาและความสําคัญของปญหา
แนวคิดธรรมาภิบาลเปนแนวคิดที่ถูกหยิบยกมาใชแกปญหากระแสการเปลี่ยนแปลง
ที่สําคัญทั้งภายนอกและภายในประเทศที่ปรับเปลี่ยนอยางรวดเร็วและซับซอนมากยิ่งขึ้น เนื่องจาก
มีความเชื่อวาหลักธรรมาภิบาลจะสามารถสรางกลไกประชารัฐที่ดี และสามารถสงเสริมสนับสนุน
การพัฒนาคนในสังคมใหมีความยั่งยืนได รวมถึงปจจัยภายในจังหวัดบุรีรัมย ไมวาจะเปนเรื่องการ
กอสรางสนาม i-mobile Stadium การกอสรางสนาม Chang International Circuit หรือการเปด
ชองผานแดนสายตะกู ที่ยอมสงผลกระทบในดานคุณธรรม จริยธรรม วิถีชีวิต ของคนในชุมชน ดังนั้น
จังหวัดบุรีรัมยจึงไดนําตัวแบบระบบการบริหารจัดการรายกรณี B-CM Model : Buriram Case
Management Model มาใชในการขับเคลื่อนการพัฒนาจังหวัด ซึ่งวัตถุประสงคในการวิจัยครั้งนี้
ไดแก การศึกษาวิถีชีวิตชุมชนในพื้นที่จังหวัดบุรีรัมย การศึกษาแนวทางในการสรางธรรมนูญหมูบาน
ใหกับชุมชน และเพื่อใหไดรูปแบบ B-CM (Buriram Case Management) ตนแบบที่เหมาะสม
เพื่อนําไปขยายผลในระดับประเทศตอไป โดยศึกษาหมูบานตนแบบในจังหวัดบุรีรัมย 23 อําเภอ
อําเภอละ 2 หมูบาน รวม 46 หมูบาน ซึ่งใชขอมูลปฐมภูมิ และการสัมภาษณผูมีสวนเกี่ยวของและผูมี
สวนไดสวนเสีย ผลการวิจัยพบวากระบวนการ B – CM มีปจจัยแหงความสําเร็จและนวัตกรรมที่
เกิดขึ้นจากการดําเนินงานขับเคลื่อนกระบวนการ B - CM ทั้งจังหวัด ซึ่งกอใหเกิดกระแสการสราง
ธรรมาภิบาลโดยคนในชุมชน แตเพื่อความยั่งยืนและสามารถนําไปขยายผลยังจังหวัดที่มีบริบท
ใกลเคียงกับจังหวัดบุรีรัมยนั้น จึงควรปรับรูปแบบบางประการ เชน การบูรณาการงานที่เกี่ยวของ
การพัฒนาคนและเครือขายในชุมชน การประสานงาน การจัดอบรมใหความรู การสงเสริมการมีสวน
รวมของชุมชน เนื้อหาสาระของธรรมนูญหมูบาน การจัดตั้งคณะกรรมการเฉพาะดาน ก า ร พั ฒ น า
บุคลากร เปนตน

ABSTRACT
Title : B - CM (Buriram Case Management) , the process of good
governance by using village constitution.

The objective of this study were as follows : to study the social context
of Buriram Province, to study the method in building the rule in the village of
Buriram Province and to find the method in building the rule in the village to extend
the result to another provinces. It was a qualitative research by interview the
community leadership from 46 villages in the process of buiding good governance in
community. The topic that related in research were the administration and the
potential of community leadership, the participation in community and the associate,
and the result of buiding good governance in community.
The results were as follows : the rule in the village will sustainable when
the villager are in the process of thinking and doing, and the model of building the
rule in the village are the governor and the villager are in all process, they have to
divide up the works, and the governor should have the transparency in work
responsibility. The recommendation of this research in the way that extend B – CM
model to other province is they should increase the conference process to set the
framework that the executor can work on the same page. Moreover the government
should develop human resource in their village and provide the budget to the
executor. Public sector in province must be unite, support the execute and publicize
the process. The establishment for education in the province must be the center in
driven the project instead of the government officer because if they are retire or
change their workplace, this process will be driven continuously.
