พระบาทสมเด็จพระเจาอยูหัวพระราชทานโครงการพระราชดําริเพื่อแกไขปญหาที่
หลากหลายแตกตางกันไป เปนปญหาพื้นฐานการพัฒนา เรื่องทางเศรษฐกิจและการยกระดับรายได
ของประชาชนแลว การพัฒนาสังคม การสรางความเขมแข็งใหแกชุมชน สังคมจิตวิทยา วิถีชีวิตและ
วัฒนธรรม รวมถึงการแกไขปญหาทรัพยากรตนทุน และการบริหารจัดการ อยางไรก็ตาม ขอจํากัดของ
ระบบราชการ จึงพระราชทานพระราชดําริใหจัดตั้ง “มูลนิธิชัยพัฒนา” โดยเนนกิจกรรมเพื่อการ
พัฒนาที่ไมซ้ําซอนกับแผนงานโครงการของรัฐที่มีอยูแลว
มูลนิธิชัยพัฒนาเปนหนวยงานรับสนองงานพัฒนาตามพระราชดําริโดยตรง การ
ดําเนินงานตางๆ นอมนําพระราชดําริ และแนวคิด ทฤษฎีการพัฒนาในพระบาทสมเด็จพระเจาอยูหัว
นําไปใชในการปฏิบัติงาน ถายทอด และขยายผลไปสูประชาชนไดอยางชัดเจนและถูกตองที่สุด เพื่อให
เกิดประโยชนตอประชาชน
การวิจัยเรื่อง “แนวทางการทําใหมูลนิธิชัยพัฒนาใหเปนตนแบบของการพัฒนาเพื่อความ
มั่นคงที่นําไปสูความยั่งยืน”เปนการวิจัยเชิงคุณภาพ โดยศึกษาวิเคราะหแนวคิดทฤษฎีการพัฒนาใน
พระบาทสมเด็จพระเจาอยูหัวในการแกไขปญหาความมั่นคงแหงชาติและศึกษาวิเคราะหกระบวนการ
ปฏิบัติงานของมูลนิธิชัยพัฒนาในการจัดทําโครงการเพื่อสนองพระราชดําริในการพัฒนาเพื่อแกไข
ปญหาความมั่นคงในดานตางๆ โดยสามารถวิเคราะหการบริหารจัดการโครงการของมูลนิธิชัยพัฒนา
ตามประเด็นความมั่นคงในดานตางๆ ไดดังนี้ดานเศรษฐกิจ ดานสังคมจิตวิทยาดานวิทยาศาสตรและ
เทคโนโลยีดานพลังงาน ดานสิ่งแวดลอม ดานการสงเสริมความมั่นคงในประเทศ ดานความสัมพันธ
ระหวางประเทศ ดานการทหารกับการพัฒนาข
พระราชดําริในการพัฒนาและหลักการทรงงานในพระบาทสมเด็จพระเจาอยูหัวมี
ความสําคัญครอบคลุมงานพัฒนาในดานตางๆ การนอมนํามาใชในงานพัฒนาหากไดพิจารณาวิเคราะห
ในแตละประเด็นใหครบถวนแลวก็จะทําใหงานพัฒนานั้นๆ ประสบความสําเร็จ เกิดประโยชนสูงสุด
และมีความยั่งยืน หนวยงานที่มีบทบาทในการดําเนินงานพัฒนาเพื่อความมั่นคง ควรนอมนําหลักการ
ทรงงานในพระบาทสมเด็จพระเจาอยูหัวไปพิจารณาใชในกระบวนการดําเนินงานพัฒนาปกติของ
หนวยงาน และในกระบวนการดําเนินงานสนองพระราชดําริ หรือกําหนดเปนนโยบายการดําเนินงาน
ดานการพัฒนาของหนวยงาน เพื่อใหมีแนวทางเปนไปในทิศทางเดียวกัน

ABSTRACT

His Majesty King Bhumibol Adulyadej graciously initiated royal development projects
to serve as guidelines for solving problems concerning the development of the country. Apart
from the problems regarding economic development which aims at generating income for the
local people, the social development is another area that has been emphasized in order to
strengthen local communities, promote social psychology, culture and way of life as well as
alleviate and manage resource stock problem. Although the government intended to provide
assistance in taking care of the royal development projects, concerned government agencies
usually confronted certainregulatory requirements and budget constraints. His Majesty, therefore,
decided to establish a foundation that would be flexible in giving rapid and necessary responses
to various problems obstructing the development of the nation without repetition to the
government’s existing development projects. The Chaipattana Foundation is a charitable organization that responds to the royal
development initiatives. The foundation has adopted His Majesty’s development concepts and
theories to apply inthe foundation’s development projects and extend the successful results to
benefit the public at large.
This research, “The Chaipattana Foundation’s Guidelines towards the Model of
Sustainable Development” is a qualitative research that examined and analyzed His Majesty’s
development concepts and theories, which can alleviate the problem of national security. The
research alsostudied the strategic work plans of the Chaipattana Foundationon how efficient the
organization manages its development projects. The strategic work plans of thefoundation can be
grouped in eight categories which can be described aseconomic development, social psychology,
science and technology, renewable energy development, environmental development,
promotion of national security, foreign affairs, and national defense and development.
His Majesty’s development theories and concepts serve as the model of the
development work carried out by the Chaipattana Foundation to create optimum benefits for theThai people and to promote this model of development to the public.By applying His Majesty’s
concepts and theories in any development projects in order to reach their goals or success, one
needs to analyze each area of development in a prudent manner. Concerned agencies are
suggested to consider His Majesty’s concepts and theories as part of their work plans or apply
them as part of their policies with an aim to gear the development plans of each concerned
agencytowards the same direction.
