การเพิ่มประสิทธิภาพในการถวายความปลอดภัยและรับ-สงเสด็จพระบาทสมเด็จพระ
เจาอยูหัวฯ สมเด็จพระนางเจาฯ พระบรมวงศานุวงศ และพระราชอาคันตุกะ ดานการจราจร ณ
สนามบินของกองทัพอากาศ: ศึกษาเฉพาะกรณีทาอากาศยานกองบัญชาการกองทัพอากาศ และการ
เคลื่อนตัวของการจราจรบนถนนวิภาวดีรังสิตและถนนพหลโยธิน มีวัตถุประสงคเพื่อ (๑) เพื่อศึกษา
และวิเคราะหแนวทางที่เหมาะสมในการเพิ่มประสิทธิภาพในการถวายความปลอดภัยและรับ-สงเสด็จฯ
และ (๒) เพื่อศึกษาและวิเคราะหการเพิ่มประสิทธิภาพในการเคลื่อนตัวของการจราจรบนถนนวิภาวดี
รังสิตและถนนพหลโยธิน ใหเกิดผลสัมฤทธิ์สูงสุดทั้งภารกิจทางทหารและภารกิจทางพลเรือน ซึ่งกลุม
ตัวอยางที่ใชในการศึกษาครั้งนี้คือ ผูทรงคุณวุฒิ ผูบริหารของหนวยงานที่เกี่ยวของ โดยเลือกตัวอยางที่
เปนตัวแทน และเปนแหลงขอมูลขอมูลสําคัญ จํานวน ๔ ทาน และประชาชนที่ใชเสนทางผาน
กองทัพอากาศจากถนนวิภาวดีรังสิตและถนนพหลโยธิน โดยการเลือกกลุมตัวอยางแบบไม
เฉพาะเจาะจง จํานวน ๔๐๐ คน เครื่องมือที่ใชในการเก็บรวบรวมขอมูลคือ การสัมภาษณความ
คิดเห็นเกี่ยวกับการเพิ่มประสิทธิภาพในการถวายความปลอดภัยและรับ-สงเสด็จฯ และการใช
แบบสอบถาม สถิติที่ใชในการวิเคราะหขอมูล ไดแก การแจกแจงความถี่ คารอยละ คาเฉลี่ย และคา
สวนเบี่ยงเบนมาตรฐาน ซึ่งการวิเคราะหขอมูลทางสถิติทั้งหมดนี้ ใชโปรแกรมวิเคราะหทางสถิติชวย
คํานวณคาสถิติที่ใชในการวิเคราะหขอมูล โดยผลการศึกษาสามารถสรุปไดดังนี้
เชิงคุณภาพ
ดานการลงทุนที่คุมคาสรางโอกาสในการเติบโต ผูบริหารใหความเห็นวาคุมคาตอการลงทุน
ในระยะยาว ทั้งชวยเพิ่มความสะดวกรวดเร็วในการรักษาความปลอดภัย สมพระเกียรติ และนํามา
เปนมาตรฐานในการปฏิบัติงานไดตอไป รวมถึงในดานประชาชนผูใชเสนทาง สามารถที่จะชวยลดระยะเวลาของประชาชนผูใชเสนทางในการเดินทาง รวมถึงลดคาใชจายดานพลังงาน/เชื้อเพลิง และ
ลดผลกระทบตอการเดินทางโดยเครื่องบิน ณ สนามบินดอนเมืองได
ดานการลงทุนดานประสิทธิภาพในการดําเนินการ ทุกหนวยงานที่เกี่ยวของสะดวกและ
ทํางานมีประสิทธิภาพมากขึ้น งายขึ้น โดยเฉพาะในสวนของตํารวจจราจร จะชวยลดเวลาและกําลัง
พลในการรักษาความปลอดภัย นอกจากนี้ ยังสงผลดีตอสุขภาพจิตของผูใชรถอีกดวย
การดําเนินการที่สรางประสิทธิภาพของกิจกรรมหลัก การมีโครงการนี้จะชวยสนับสนุน
ภารกิจหลักซึ่งไดแกการถวายความปลอดภัยในการรับ-สงเสด็จฯ ใหมีประสิทธิภาพไดจากการลด
ขั้นตอนการดําเนินงานลง ลดปริมาณเจาหนาที่ในการปฏิบัติภารกิจ และการเตรียมความพรอมดาน
อื่นๆ ลง
การประหยัดตนทุนของงบประมาณ การใชเสนทางคูขนานถนนธูปเตมียยกระดับเชื่อมตอ
ดอนเมืองโทลเวยจะชวยลดงบประมาณลงไดสําหรับงานจราจรสถานีตํารวจนครบาลดอนเมืองที่เห็น
ไดชัดคือ งบประมาณดานกําลังพลของตํารวจที่ลดลงกวา ๗๖% ซึ่งปกติจะใชกําลังตํารวจในแตละครั้ง
ในเสนทางพื้นราบประมาณ ๖๕ นาย หากมีเสนทางเชื่อมตอดังกลาวจะใชกําลังตํารวจในแตละครั้ง
เพียง ๑๕ นายเทานั้น อีกสวนหนึ่งที่เห็นไดชัดคือ ภาคประชาชนหรือผูที่ใชเสนทางถนนวิภาวดีรังสิต
และถนนพหลโยธินจะประหยัดเรื่องเวลา คาใชจายดานเชื้อเพลิง และโดยเฉพาะเรื่องของสุขภาพจิตที่
ดีขึ้นของทั้งประชาชนและเจาหนาที่ฯ
เชิงปริมาณ
ผูตอบแบบสอบถามสวนใหญเปนเพศชาย คิดเปนรอยละ ๕๙ มีอายุอยูระหวาง ๓๑-๔๐ ป
คิดเปนรอยละ ๔๒ ระดับการศึกษา พบวา สวนใหญการศึกษาอยูระดับปริญญาตรี/เทียบเทา คิดเปน
รอยละ ๖๕ และสวนใหญประกอบอาชีพที่ไมใชขาราชการ คิดเปนรอยละ ๕๒
ผลการวัดความคิดเห็นตอการเพิ่มประสิทธิภาพในการถวายความปลอดภัยและรับ-สงเสด็จ
พระบาทสมเด็จพระเจาอยูหัวฯ สมเด็จพระนางเจาฯ พระบรมวงศานุวงศ และพระราชอาคันตุกะ
ดานการจราจร ณ สนามบินของกองทัพอากาศ: ศึกษาเฉพาะกรณีทาอากาศยานกองบัญชาการ
กองทัพอากาศ และการเคลื่อนตัวของการจราจรบนถนนวิภาวดีรังสิตและถนนพหลโยธิน ดานการ
ลงทุนที่คุมคาสรางโอกาสในการเติบโต โดยมีความคิดเห็นในระดับเห็นดวย คาเฉลี่ยเทากับ ๓.๙๑ ใน
สวนดานการลงทุนดานประสิทธิภาพในการดําเนินการ, ดานการดําเนินงานที่สรางเสริมประสิทธิภาพ
ของกิจกรรมหลัก และดานการประหยัดตนทุนของงบประมาณ พบวามีความคิดเห็นในระดับเห็นดวย
อยางยิ่ง คาเฉลี่ยเทากับ ๔.๒๕, ๔.๕๐ และ ๔.๔๕ ตามลําดับ จากผลการศึกษา จึงสรุปผลไดวา หากมี
การจัดสรางเสนทางรับ-สงเสด็จฯ คูขนานถนนธูปเตมียยกระดับเชื่อมตอทางดวนดอนเมืองโทลเวยจะ
ทําใหเพิ่มประสิทธิภาพในการถวายความปลอดภัยฯ และการเคลื่อนตัวของการจราจรบนถนนวิภาวดี
รังสิตและถนนพหลโยธินไดมากยิ่งขึ้นขอเสนอแนะ (๑) ในการจัดสรางเสนทางรับ-สงเสด็จฯ คูขนานถนนธูปเตมียยกระดับเชื่อมตอ
ทางดวนดอนเมืองโทลเวย จะตองประสานความรวมมือกับหนวยงานหลายฝายที่เกี่ยวของทั้งภาครัฐ
และภาคเอกชน ซึ่งหากไดรับความรวมมือจากทุกฝายเปนอยางดี จะสงผลดีตอการพัฒนาประเทศใน
ดานตางๆ ในระยะยาวได(๒)ดานถนนพหลโยธิน มีผลกระทบบางเชนกัน เนื่องจากตองมีการปดถนน
ธูปเตมียดานแยก คปอ. หากมีการเพิ่มเสนทางเชื่อมถนนพหลโยธิน-วิภาวดีรังสิต โดยอยูนอกเหนือ
พื้นที่กองทัพอากาศ ก็จะทําใหมีการระบายรถไดมากขึ้น ลดการติดขัดของการจราจรไดดีขึ้น และ (๓)
การวิจัยฉบับนี้ สามารถนําไปประยุตใชกับสนามบินของกองทัพอากาศ ทั้ง ๑๑ แหงทั่วประเทศได

ABSTRACT

airport only and a traffic movement on Vibhavadi Rangsit Road and Phaholyothin

The purpose of the enhancement of the dedicated security and along with pick up
and drop off His Majesty King, Her Majesty Queen, Royal Family and Royal guest(s) in term of the
traffic at Royal Thai Air Force’s airport: The case study aimed at Royal Thai Air Force’s airport only
and a traffic movement on Vibhavadi Ransit Road and Phaholyothin Road were(1) to study and
analyze appropriate process to enhance the dedicated security offering to Majesties and (2) to
study and analyze an efficiency in the traffic movement on Vibhavadi Rangsit Road and
Phaholyothin Road in order to utmost in both military and civilian missions. Experts and
executives of the relevant authorities were included as a sample, by selecting 4 representative
samples, which were a source of important information and selecting a specific sample of 400
people who use the road through the Royal Thai Air Force from Vibhavadi Rangsit Road and
Phaholyothin Road. Interviews to comment on the enhancement of dedicated security to
Majesties and along with pick up and drop off and questionnaires were used for data analysis.
The statistics used for data analysis were frequency, percentage, average and standard deviation
by using statistical analysis program to calculate all statistical methods to analyze data. The
results weresummarized below;
Qualitative
The worth investment is creating growth opportunities;The executives’ opinions
that it is worth for long term investment. It is also enhance the convenience in the dedicated
security, honor, and can be used as a standard process in the future as well as good for people
to reduce a duration of the travel path, including energy/ fuel saving. And also reduce impact on
flights travelling at Don Mueang International Airport.The investment efficiency in the operation; All relevant institutes can work more
efficient and easier, especially in the part of traffic police. It can help to reduce time and officers
in the security in addition to have a positive impact on the mental health of those who use cars.
The efficiency operation of main activities; Having this project will help to
support the main mission, which is including the dedicated security enhancement during the
pickup and drop off Majesties by reducing work process, reducing officers and reducing to prepare
the others parts.
The cost reduction in budget; Having the frontage road of Thupatemi Road and
Don Mueang Tollway will help to reduce the budget for traffic police at Don Mueang police
station. This is obviously seen that more than 76% of polices reduction, which is typically to have
about 65 polices in each normal route. If there isthis links, we need to have only 15 polices only
in each time. Another apparently seen is people who use the Vibhavadi Rangsit Road and
Phaholyothin Road will savetime, fuelcosts and especiallythe mental healthof both the public
and theauthorities. Quantitative
The majority of respondents were male as accounted of 59%. 42% were aged
between 31-40 years. 65% were undergraduate/equivalent and 52% being not government
officers. The results of the enhancement of the dedicated security and along with pick up
and drop off His Majesty King, Her Majesty Queen, Royal Family and Royal guest(s) in term of a
traffic at Royal Thai Air Force’s airport: The case study aimed at Royal Thai Air Force’s airport only
and a traffic movement on Vibhavadi Ransit Road and Phaholyothin Road, in the worth
investment, which is creating growth opportunities; there were average 3.91 in agree level. In the
investment efficiency in the operation, the efficiency operation of main activities and the cost
reduction in budget; there were average 4.25, 4.50 and 4.45 respectively in strongly agree level.
The result of the study indicated that if there is the frontage road of Thupatemi Road and Don
Mueang Tollway construction, it will enhance the dedicated security and to help the traffic
movement onVibhavadi Ransit Road and Phaholyothin Road to be more flow.
Comments: (1) To use the frontage road of Thupatemi Road and Don Mueang
Tollway, there must be a collaboration with many relevant both government and privateauthorities. If we have the good cooperation of all parties, it will contribute to national
development in the long term. (2) There will be some impact on Phaholyothin Road due to
Thupatemi road closure at DAOC interjection. If there is an additional route between
Phaholyothin-Vibhavadi Rangsit Road, which is outside the Air Force area, it will help the traffic
more flow and reduce the traffic jam and (3) the research of this study can be applied to all 11
Air Force’s airports throughout the country.
