สํานักงานตาํรวจแห่งชาติในฐานะหน่วยงานความมÉนั คงหลักด้านกิจการตํารวจ
ของประเทศไทย ไดม้ีความร่วมมือระหวา่ งประเทศกบัองค์กรตาํรวจของประเทศต่างๆ ในภูมิภาค
อาเซียน และกับประเทศต่างๆ ทÊังในภูมิภาคอืÉนหลากหลายรู ปแบบ และหลากหลายลักษณะ
ความสัมพนัธ์ทÊงัแบบไม่เป็นทางการ หรือเป็นทางการผา่ นสนธิสัญญาและบนั ทึกความตกลงต่างๆ
ในระดับทวิภาคี หรื อ ระดับพหุภาคี ทาํให้ตลอดระยะเวลาทÉีผ่านมาก็ได้ก่อให้เกิดผลสําเร็จ/
ผลสัมฤทธิÍสามารถป้องกนั ปราบปรามอาชญากรรมขา้มชาติไดใ้นระดบั หนÉึง
ภายใต้ความเปลีÉยนแปลงของภูมิภาคเป็ นประชาคมอาเซียนในอนาคตอันใกล้นีÊ
ประเทศไทยตอ้งทบทวน ตรวจสอบ เปรียบเทียบ และพฒั นารูปแบบ/ลกั ษณะของความร่วมมือ
ระหวา่ งกนั ในดา้นกิจการตาํรวจให้มีความเหมาะสม
การศึกษาครัÊงนีÊไดท้ าํการสํารวจ รวบรวม รูปแบบ ลกั ษณะ ตลอดจนระดบัของความ
ร่วมมือระหว่างประเทศด้านกิจการตาํรวจของไทย นําข้อมูลทีÉได้มาวิเคราะห์เปรียบเทียบกับ
ลกั ษณะ รูปแบบของความร่วมมือระหว่างประเทศด้านกิจการตาํรวจทÊงที ั Éมีอยู่ในภูมิภาคอÉืน และ
ทีÉเป็นสากล ทา้ยทีÉสุดได้ชีÊให้เห็นถึงความจาํ เป็นทีÉจะตอ้งมีองค์กรความร่วมมือดา้นกิจการตาํรวจ
กลางของภูมิภาคอาเซียน (ทีÉอาจมีลกัษณะใกลเ้คียงคลา้ยคลึงกบัของภูมิภาคยุโรป) ขึÊนเพืÉอยกระดบั
ประสิทธิภาพความร่วมมือในการปฏิบตัิงานในการป้องกัน ปราบปราม ต่อต้านอาชญากรรม

The progress of ASEAN (Association of South-East Asian Nations) towards being
ASEAN Community, as stated in ASEAN Charter, has draw near. Expectation for various new
developments and cooperations bring high hopes and expectations for every member countires of
this region. Under “One vision, one identity and one community,” ASEAN Community will have
a better connectivities and freer flow of goods and people. Expectedly, as an unfortunate result,
transnational crime and criminalities will also rise. Police of Thailand and all ASEAN member
countries have to work together to find a new avenue, rather than their existing converntional
ways, to strengthen and deepened their cooperation in order to cope with the future heightening of
transnational crime.
This study explores underlying philosophy of international cooperation. Various
aspects of the existing international cooperation in police matters currently in-use by both
Thailand, as a country, and Royal Thai Police are being discussed. In addition, police cooperation
founded in other region of the world, namely EUROPOL, is also being explored and discussed.
It is recommended that a new form of police cooperation between ASEAN Member
Countries, called “ASEAN Police”, should be established. ASEAN Police, somewhat similar to
EUROPOL, should have an appropriate and agreed-upon set of duties and responsibilities. The
main purpose of ASEAN Police is to draw together the strength of police cooperation from each
and every ASEAN Member Countries into our common fight against transnational crimes and
criminalities in ASEAN Region.
