เรื่อง การเพิ่มประสิทธิภาพการดา เนินงานโครงการ D.A.R.E. ประเทศไทย

ปัญหายาเสพติดเป็ นปัญหาที่เป็ นภัยคุกคามและเป็ นอุปสรรคต่อการพัฒนาประเทศ
ซึ่งทุกรัฐบาลที่ผ่านมาได้ตระหนักถึงภัยคุกคามของปัญหายาเสพติด จึงได้ก าหนดให้การด าเนินการ
ป้ องกันและแก้ไขปั ญหายาเสพติดเป็ นนโยบายส าคัญเร่ งด่วนและเป็ นวาระแห่งชาติท้ังน้ี
จากข้อมูลและสถิติการแพร่ระบาดยาเสพติด ของส านักงานคณะกรรมการป้ องกันและปราบปราม
ยาเสพติด พบว่าผู้ที่เข้าไปเกี่ยวข้องกับยาเสพติด ในช่วงปี พ.ศ.๒๕๕๓ – ๒๕๕๗ ยังคงเป็ นเด็กและ
เยาวชน ที่มีอายุระหว่าง ๑๕-๒๔ ปี มากที่สุด จึงก าหนดยุทธศาสตร์การป้ องกันกลุ่มผู้มีโอกาสเข้าไป
เกี่ยวข้องกับยาเสพติด โดยแบ่งกลุ่มเป้ าหมายที่ส าคัญได้แก่ กลุ่มเด็กและเยาวชน กลุ่มชุมชน กลุ่มผู้ใช้
แรงงาน และกลุ่มเฉพาะที่มีอัตราเสี่ยงต่อการติดยาเสพติดสูง มุ่งเนน้การแกป้ัญหาต้งัแต่ตน้ ทางคือการ
ป้ องกันไม่ใหค้ นที่บริสุทธ์ิเขา้ไปสู่วงจรของยาเสพติดโดยเฉพาะกลุ่มเด็กและเยาวชนซึ่งเป็ นวัยที่ยัง
ไม่รู้จักการใช้เหตุผลในการตัดสินใจที่ดี
โครงการ D.A.R.E. ประเทศไทย (Drug Abuse Resistance Education) หรือ โครงการ
การศึกษาเพื่อต่อต้านการใช้ยาเสพติดในเด็กนักเรี ยน เป็ นโครงการที่สร้างภูมิคุ้มกันในกลุ่มเด็ก
นักเรียนช้นั ประถมศึกษาปี ที่ ๖ มุ่งเน้นให้มีความรู้ความเข้าใจเกี่ยวกับยาเสพติด เกิดทักษะและ
สามารถตัดสินใจหลีกเลี่ยงเมื่อถูกชักชวนให้ทดลองใช้ยาเสพติด โดยมีครูต ารวจ D.A.R.E. ซึ่งเป็ น
ข้าราชการต ารวจที่ส าเร็จการฝึ กอบรมหลักสูตรครูต ารวจ D.A.R.E. เข้าท าการสอน ซึ่งส านักงาน
ต ารวจแห่งชาติโดย กองบัญชาการต ารวจปราบปรามยาเสพติด เป็ นหน่วยงานหลักรับผิดชอบใน
การขับเคลื่อนการด าเนินงานโครงการ D.A.R.E. ประเทศไทยไดเ้ริ่มดา เนินงานมาต้งัแต่ปีพ.ศ.๒๕๔๒
อย่างต่อเนื่องถึงปัจจุบัน
ผู้วิจัยในฐานะที่เคยปฏิบัติงานในสังกัดกองบัญชาการต ารวจปราบปรามยาเสพติด
มาเป็ นเวลานานและมีประสบการณ์ในการด าเนินงานโครงการ D.A.R.E. ประเทศไทย จึงมีความสนใจ
ที่จะทา การวิจัยแนวทางการเพิ่มประสิทธิภาพการดา เนินงานโครงการ D.A.R.E. ประเทศไทย
โดยเป็ นการวิจัยเชิงคุณภาพ จากการวิจัยสรุ ปได้ว่ารูปแบบและกระบวนการด าเนินงานโครงการ
D.A.R.E. ประเทศไทยยังขาดความจริงจังและต่อเนื่องในการด าเนินงาน ซึ่งในการเพิ่มประสิทธิภาพ
การด าเนินงานโครงการ D.A.R.E. ประเทศไทย ควรให้ความส าคัญโดยการก าหนดให้โครงการ ข
D.A.R.E. ประเทศไทย เป็นโครงการในการสร้างภูมิคุม้กนัในกลุ่มเด็กนักเรียนช้นั ประถมศึกษาปีที่ ๖
ในการป้ องกันและแก้ไขปัญหายาเสพติดของรัฐบาลอย่างต่อเนื่องทุกรัฐบาลในส่วนของส านักงาน
ต ารวจแห่งชาติ ซึ่งเป็ นหน่วยงานรับผิดชอบหลักในการขับเคลื่อนโครงการ D.A.R.E. ประเทศไทย
จะต้องมีโครงสร้างการบริหารจัดการและผู้รับผิดชอบอย่างชัดเจนทุกระดับ มีการพัฒนาระบบ
สารสนเทศการบริหารโครงการ D.A.R.E. ประเทศไทยในทุกมิติโดยเฉพาะระบบการติดตามและ
ประเมินผล ที่ส าคัญผู้บังคับบัญชาจะต้องตระหนักและสนับสนุนให้ครูต ารวจ D.A.R.E. เข้าท าการ
สอนในโรงเรียนอย่างต่อเนื่อง ตลอดจนการจัดสรรงบประมาณที่เพียงพอด้านค่าตอบแทนการสอน
รายชวั่ โมงค่าพาหนะในการเดินทางไปสอน เพื่อเป็ นขวัญและก าลังใจให้แก่ครูต ารวจ D.A.R.E.
ที่มีความศรัทธาและอาสาด้วยใจเข้าท าการสอนเด็กนักเรียน

The problem of drugs has been a serious threat and an obstacle to the development of
the country. The Thai Government, in realization of the danger and damage caused by drugs has
given drugs prevention and suppression top priority and put it on the national agenda. According
to the statistics,prepared Office of the Narcotics Control Board on the spread of drugs (between
2010-2014), it is revealed that persons involved with drugs are children and juveniles mostly at
the age of 15-24 years old. The strategy to prevent persons at risk to get involved with drugs was
formulated with target groups being children and juveniles, community members, laborers, and
persons at high risk. The strategy has adopted a proactive approach, which focus on tackling the
problem at its early stage i.e. protecting innocent people particularly children and juveniles from
getting caught in the drugs cycle.
The Drug Abuse Resistance Education also known as D.A.R.E. Project aims at
providing students at grade 6 with drugs resistance immunity by educating them about drugs and
enhancing their skill and ability to make a right decision when induces into drugs. Students are
taught by the D.A.R.E. teachers – originally police officers who completed D.A.R.E. training.
Narcotics Suppression Bureau of Royal Thai Police (NSB) is the key implementing agency of the
D.A.R.E. Project in Thailand, which has been brought to Thailand in 1999 and has persisted until
today.
The researcher had been working at NSB for an extended period of time with some
experience about working on the D.A.R.E. Project and therefore is interested in doing a research,
a qualitative research, on improving the performance of the D.A.R.E. Project in Thailand.
According to the research, it can be concluded that the Project has not been taken seriously
enough and lacks continuity. To enhance the capacity of the D.A.R.E. Project, Thailand, it is
recommended that more serious attention be given to the D.A.R.E. Project by always including it
in the government’s annual list of drugs prevention and suppression projects as a drugs 2
prevention project which aims at given students at grade 6 drugs resistance immunity. As the key
implementing agency of the D.A.R.E. Project in Thailand, it is necessary that Royal Thai Police
has organization structure with clearly assigned officers as well as IT system to support the
Project in all dimensions, particularly in monitoring and evaluating the Project. What is
important, police supervisors have to realize the significance of the D.A.R.E. teachers and thus
encourage them to teach in schools on a regular basis. Moreover, adequate budget is to be
allocated for their instruction fees and transportation expenses as a moral support to the D.A.R.E.
teachers who volunteer to work with strong determination.
