การวิจัยในครังนีมีวัตถุประสงค์เพือศึกษาแนวคิด ทฤษฎี การแก้ไขปัญหาขยะตามแนว
พระราชดําริเพือศึกษาการมีส่วนร่วมของชุมชนในการแก้ไขปัญหาขยะท้องถินและเพือสร้างแนว
ทางการมีส่วนร่วมของชุมชนในการประยุกต์ใช้แนวพระราชดําริเพือแก้ไขปัญหาขยะท้องถิน
วิธีการเป็ นการวิจัยเชิงสํารวจ (Survey Research) เน้นการศึกษารวบรวมข้อมูลต่างๆ ทีเกิดขึนจริงใน
ปัจจุบัน ใช้วิธีการวิจัยเชิงคุณภาพ (Qualitative Research) โดยใช้ข้อมูลปฐมภูมิ (Primary data) คือ
ข้อมูลทีได้จากการสํารวจภาคสนาม การสังเกตแบบสอบถาม และสัมภาษณ์เชิงลึกกลุ่มเป้ าหมาย
คือ ประชาชนในเขตองค์การบริหารส่วนตําบลแหลมผักเบีย อําเภอบ้านแหลม จังหวัดเพชรบุรี
รวมทังใช้ข้อมูลทุติยภูมิ (Secondary data) คือ ข้อมูลทีได้จากเอกสารทางวิชาการ แนวคิดทฤษฎี
จากผลงานวิจัยทีเกียวข้อง ซึงผู้วิจัยได้รวบรวมข้อมูลโดยค้นคว้าจากแหล่งต่างๆ
ผลการศึกษาทีได้ พบว่า ปัญหาการจัดการขยะชุมชนขององค์การบริหารส่วนตําบล
แหลมผักเบีย อําเภอบ้านแหลม จังหวัดเพชรบุรีรับผิดชอบพืนทังหมดในตําบลแหลมผักเบีย อําเภอ
บ้านแหลม จังหวัดเพชรบุรี ซึงมีทังหมด4 หมู่บ้าน ได้แก่ หมู่ที1 หมู่บ้านพะเนิน หมู่ที2 หมู่บ้าน
ดอนใน หมู่ที3 หมู่บ้านดอนกลาง หมู่ที4 หมู่บ้านดอนคดีจํานวนประชากรของตําบลแหลมผักเบีย
มีจํานวน 2,360คนและมีจํานวนครัวเรือนทังหมด 1,009ครัวเรือน ประชากรส่วนใหญ่ประกอบ
อาชีพประมงและรับจ้าง ปัจจุบันขยะทีเกิดขึนในตําบลแหลมผักเบียมีประมาณวันละ 1 ตัน หรือ
1,000 กิโลกรัมประสบปัญหาหลายประการ เช่น พืนทีฝังกลบขยะ ระบบการกําจัดทีถูกต้องตาม
หลักสุ ขาภิบาล เป็ นต้นสําหรับแนวทางการมีส่ วนร่ วมของชุมชนในการประยุกต์ใช้แนว
พระราชดําริเพือแก้ไขปัญหาขยะชุมชนมีขันตอนการสร้างแนวทางการมีส่วนร่วมของชุมชนในการ
ประยุกต์ใช้แนวพระราชดําริเพือแก้ไขปัญหาขยะท้องถิน ดังนี1) มีการประชาสัมพันธ์ให้ข้อมูล
ข่าวสารทีถูกต้องในเรืองการจัดการขยะชุมชน ผลประโยชน์และผลกระทบทีจะเกิดขึนจากขยะให้
ประชาชนรับทราบข่าวสารอย่างสมําเสมอและต่อเนือง2) สร้างการยอมรับในชุมชนว่าจะต้องมีการ
จัดการขยะทีเกิดขึน๓)การมีส่วนร่วมของชุมชนในการจัดการขยะควรมีส่วนร่วมตังแต่เริมต้นจน
สินสุดโครงการ ได้แก่ การร่วมค้นหาปัญหา การวางแผน การตัดสินใจ การระดมทรัพยากร และ
เทคโนโลยีในท้องถิน การบริหารจัดการ การติดตามผล รวมทังการรับผลประโยชน์ทีเกิดขึนจาก
โครงการ4) โครงการจะต้องมีความสอดคล้องกับวิถีชีวิตและวัฒนธรรมของชุมชน ๕) สร้าง
ความรู้สึกผูกพันหรือหวงแหนต่อสิงแวดล้อมในท้องถินจะทําให้เกิดความร่วมมือหรือเข้ามามีส่วน
