ในการวิจยัคร้ังน้ีมีวตัถุประสงค์ที่จะศึกษาระดบัการรับรู้ความเข้าใจ และพฤติกรรม
ในค่านิยม ๑๒ ประการ ตามนโยบายรัฐบาลของกลุ่มตัวอย่างในจังหวัดสิงห์บุรี และรวบรวม
วิเคราะห์แผนงาน โครงการ กิจกรรม แนวทางในการสร้างค่านิยม ๑๒ ประการ ของหน่วยงาน
องค์กรต่างๆ ได้แก่ ส่วนราชการ สถานศึกษาองค์กรปกครองส่วนทอ้งถิ่น วัด ในจังหวัดสิงห์บุรี
โดยน ามาวิเคราะห์กับทฤษฎี การน านโยบายไปสู่การปฏิบัติให้ประสบผลส าเร็จ เพื่อเสนอแนะเป็ น
แนวทางต้นแบบในการสร้างค่านิยม ๑๒ ประการให้คนในชาติ เพื่อน าไปสู่การพัฒนาประเทศ
อยา่ งยงั่ ยนื ซึ่งผลการศึกษาวิจัยพบว่า หน่วยงาน องค์กรต่างๆ ในจังหวัดสิงห์บุรี ส่วนใหญ่มีการน า
นโยบายการสร้างค่านิยม ๑๒ ประการ ของรัฐบาลไปปฏิบัติแต่แผนงานโครงการ กิจกรรม
มีลักษณะมุ่งเน้นการประชาสัมพันธ์อบรมให้ความรู้ หรือเป็ นลักษณะเชิงสัญลักษณ์ ไม่มีความ
ต่อเนื่อง ซึ่งในทางทฤษฎีการน านโยบายไปสู่การปฏิบัติให้ประสบผลส าเร็จจะต้องประกอบด้วย
ความชัดเจนของนโยบาย มีกาถ่ายทอดไปสู่ผู้ปฏิบัติผู้ปฏิบัติมีแผนงานโครงการ กิจกรรมที่ชัดเจน
ต่อเนื่อง และมีการติดตามประเมินผลทบทวนการปฏิบัติ ท้ังน้ีนโยบายการสร้างค่านิยม
๑๒ ประการของรัฐบาลถือว่ามีความชัดเจนประชาชน หน่วยงาน องค์กรต่างๆ รับรู้เข้าใจ อยู่ใน
ระดับดีแต่แผนงานโครงการยังขาดความชัดเจนไม่ได้มุ่งเน้นไปสู่การปฏิบัติได้จริงในชีวิตประจ าวัน
อีกท้งัไม่มีการติดตามประเมินผลใดๆ ดงัน้นัผวู้ิจยัจึงได้เสนอแนวทางต้นแบบในการสร้างค่านิยม
๑๒ ประการ โดยให้หน่วยงานต้นสังกัดระดับนโยบายมีการก าหนดโครงการ กิจกรรมที่มีลักษณะ
เน้นให้กลุ่มเป้ าหมายปฏิบัติได้จริ งในชีวิตประจ าวัน และถ่ายทอดให้หน่วยงานภายใต้สังกัด
ด าเนินการโดยมีกรอบเวลา เป้าหมาย ตวัช้ีวดั ที่ชดั เจน สา หรับหน่วยงานระดบั จงัหวดัให้กา หนด
กิจกรรมที่เน้นกลุ่มเป้ าหมายให้ปฏิบัติได้จริ งเป็ นรูปธรรม และมีความต่อเนื่อง พร้อมกับมีการ
ติดตามประเมินผลทุกระยะ อีกท้งทุกหน่วยงานต้องมีการทบทวนแนวทางโครงการ กิจกรรม ั
ตลอดจนให้รางวัลแก่ผู้ปฏิบัติเพื่อยกย่องเป็ นขวัญก าลังใจในการปฏิบัติงานต่อไป

ABSTRACT
Title : The master of creating true value to people in twelve core values nations.
To contribute to the sustainable development of the country

The purpose of this research is to explore level of recognition, understanding and
behavior followed the government’s twelve core values. The sample groups are in Singburi province.
It is to collect and analyze plans, projects and activities related to twelve core values which have been
done by government authorities, schools, local administrative authorities and temples in Singburi
province. Moreover, it is to theoretically analyze and put these policies into practice. Prototype
guidelines of twelve core values were to be proposed for Thai people in order to develop Thailand
sustainably.
This research finds out that most organizations and government authorities brought this
policy into practice. Meanwhile, project planning and activities are more emphasized on public relations,
seminar, knowledge sharing or symbolic manner. It is not continuity in terms of implementation.
Theoretically, to successfully bring policy into practice, it needs a clarity of policy and a conveying of
policy to practitioners. Furthermore, practitioners needs clear and ongoing project planning and activities
including implementation evaluation. Though the government’s policy of building twelve core values is
obvious and has so far made a good level of perception and understanding, project planning is often
lacked of clarification and an ignorance of daily life usage and assessment.
This research has proposed model guidelines to fortify twelve core values. This is to
request policy level agency to provide projects and activities that emphasized ondaily life practice. It is
also to disseminate them to its underneath units within definite time frame, goal and indicator. In a
provincial level, activities should be concrete based and continuity with evaluation. Besides, every
organization must review its guidelines for projects and activities, and rewards must be made to
practitioners in recognizing their work. This allows the building of twelve core values to be successed
as a basis for further sustainable national development.
