เรื่อง แนวทางการพัฒนาขีดความสามารถการปฏิบัติดานสงครามไซเบอรของ
กองทัพอากาศ
ลักษณะวิชา วิทยาศาสตรและเทคโนโลยี
ผูวิจัย นาวาอากาศเอกประยูร ธรรมาธิวัฒน หลักสูตร วปอ. รุนที่ 57
การวิจัยครั้งนี้มีวัตถุประสงค เพื่อศึกษาแนวทางการพัฒนาขีดความสามารถการปฏิบัติ
ดานสงครามไซเบอรของกองทัพอากาศ ขอบเขตการวิจัยเฉพาะในกองทัพอากาศ เปนการวิจัยเปนการ
วิจัยแบบผสมผสาน ประชากร คือ ขาราชการกองทัพอากาศที่เกี่ยวของกับการปฏิบัติดานเทคโนโลยี
สารสนเทศและการสื่อสาร ในการวิจัยใชกลุมตัวอยางดวยวิธีการสุม เครื่องมือที่ใชในการศึกษาเปน
แบบสอบถาม และการสัมภาษณ
ผลการวิจัยพบวา ขีดความสามารถการปฏิบัติดานสงครามไซเบอรของกองทัพอากาศ
เชิงรุกอยูในระดับต่ํา แตการปฏิบัติเชิงรับอยูในระดับปานกลาง สําหรับปจจัยที่มีผลกระทบตอขีดความ
สามารถในการปฏิบัติดานสงครามไซเบอรคือ กําลังพล พบวายังขาดความรูและทักษะในดานสงคราม
ไซเบอรรองลงมาคือโครงสรางการจัดหนวยที่ไมเอื้ออํานวยตอการปฏิบัติภารกิจ ไมมีแผนแมบทดาน
สงครามไซเบอรจึงไมมีแนวทางการปฏิบัติที่ชัดเจนใหกับหนวยเกี่ยวของ ทายสุดคือ เครื่องมือที่ใชใน
การปฏิบัติภารกิจมีอายุการใชงานมานาน ไมทันสมัย ไมทันเทคโนโลยี สาเหตุมาจากขาดการสนับสนุน
งบประมาณที่พอเพียง ดังนั้น เพื่อใหการปฏิบัติดานสงครามไซเบอรของกองทัพอากาศมีขีดความ
สามารถเพิ่มขึ้น ประการแรก ตองลงทุนดานงบประมาณเพื่อเตรียมกําลังพล และฝกอบรมใหมีความรู
ความสามารถ มีทักษะ พรอมที่จะปฏิบัติภารกิจดานสงครามไซเบอรไดอยางมีประสิทธิภาพ ประการที่
สอง ตองปรับปรุงยุทธศาสตรกองทัพอากาศกําหนดเปาหมายการทําสงครามไซเบอรใหชัดเจน จัดทํา
แผนแมบทดานสงครามไซเบอรเพื่อใหหนวยเกี่ยวของนําไปปฏิบัติจัดทําระบบแจงเตือนภัยเมื่อถูก
กระทําทางไซเบอรสนับสนุนงบประมาณใหเพียงพอ และสรรหานักรบไซเบอรพรอมอาวุธไซเบอร
ที่ทันสมัย เพื่อเตรียมการรับมือกับภัยคุกคามรูปแบบใหมที่มากับไซเบอร และพิจารณารักษากําลังพล
ที่มีความรูความสามารถเหลานี้ใหปฏิบัติงานกับกองทัพอากาศใหไดนานที่สุด โดยดูแลสวัสดิการและ
พิจารณาคาตอบแทนพิเศษใหกับผูที่บรรจุเปนนักรบไซเบอรของกองทัพอากาศ

The purpose of this research is to study the development of capabilities
in cyber warfare operations of the Air Force. The advanced information and
communications technology are utilized into the mission of the Air Force. The scope
of this research is limited to the capability development of the Air Force. The
research is a qualitative research. The population for the study is the Air Force
personnel who involved in the information technology and communications. The
research used a random sample technique with a questionnaire and interviews as
instruments.
The results from this research indicated that the cyber warfare offensive
operations of the Air Force are at a low level. But the defensive operations are at a
moderate level. The first issue which affects the cyber warfare capabilities is the Air
Force personnel. The research found out that the personnel have an insufficient
knowledge and skills in cyber warfare. The second issue is the current organization
structure of the Air Force. The structure does not facilitate the cyber warfare
operations. There is no master plan for the personnel to follow. The third issue is the
age of cyber warfare instruments which have been in operations for a long period of
time. The instruments are out of date and behind the modern technology. They are
out of date due to lack of sufficient funding from the Air Force. Therefore, the Air
Force must take the following actions to increase the cyber warfare capabilities. First,
the Air Force must provide a sufficient funding to procure instruments and provide
training to the personnel to be ready for the cyber warfare operations efficiently.
Second, the Air Force must improve the strategic planning for a clear cyber warfare
target. These actions include a master plan of cyber warfare units to implement the
operations, provide a warning system for cyber attacks , provide adequate budgetary
support for cyber warfare operations, and recruit cyber warriors and arm them with
modern cyber weapons. These actions provide capabilities for the Air Force to cope
with the cyber threat. The Air Force must provide sufficient benefits to the cyber
warriors to keep them in the Air Force as long as possible. The benefits include a
welfare being and a proper compensation to the cyber warriors of the Air Force.
