เรื่อง การสรางเสริมคุณธรรม จริยธรรมของระบบทีวีดิจิตอลไทยกับความมั่นคงดาน

ระบบการรับสัญญาณโทรทัศนของไทยปจจุบัน คือ ทีวีอะนาล็อกเปนการนําเอาสัญญาณ
ภาพรวมกับสัญญาณวิทยุโดยใชสถานีโทรทัศนภาคพื้นดิน ทีวีอะนาล็อกใชชองคลื่นสัญญาณกวาง
มากจํานวนชองทีวีมีจํากัดคลื่นสัญญาณโดนรบกวนภาพไมชัดในบางพื้นที่อยูใกลอุปกรณไฟฟาจะ
สงผลใหภาพไมคมชัด ไมสามารถบีบอัดสัญญาณไดชองสัญญาณนอยไมพอกับการใชงานที่เติบโต
ทีวีดิจิตอลถูกพัฒนาเพื่อใชแทนทีวีอะนาล็อก รูปแบบการทํางานเหมือนกันแตคุณภาพดีกวาจํานวน
ชองมากกวา เพิ่มชองทางใหประชาชนรับขอมูลมากขึ้น ใชคลื่นความถี่มีประสิทธิภาพมากขึ้น ใช
สัญญาณดิจิตอลที่ถูกบีบอัดและเขารหัสที่มีคาเปน 0กับ 1 ในหนึ่งชวงคลื่นความถี่นํามาสงไดหลาย
รายการโทรทัศนสัญญาณภาพและเสียงมีความละเอียดคมชัด ปญหาและอุปสรรค การเปลี่ยนผาน
ระบบโทรทัศนจากอนาล็อกสูดิจิตอลขาดการสรางความเขาใจและการประชาสัมพันธกับประชาชน
ขาดการนําเสนอขอดีของทีวีดิจิตอลขอแตกตางคุณภาพการรับชมระหวางดาวเทียมกับดิจิตอล ดาน
จริยธรรมของสื่อในระบบทีวีดิจิตอลดานการกํากับดูแลจริยธรรมของผูประกอบการ เชน โฆษณา
เกินจริง จริยธรรมในการนําเสนอเนื้อหา ภาพขาวลอแหลม การลวงละเมิดสิทธิสวนบุคคลและสิทธิ
มนุษยชน สรางความเกลียดชังกอใหเกิดความแตกแยกทางสังคม วิธีดําเนินการวิจัย การศึกษาใชวิธี
การวิจัยเชิงคุณภาพ กระบวนการเปลี่ยนผาน รูปแบบการดําเนินงานของระบบทีวีดิจิตอลของไทย และ
ตางประเทศ ผลของการวิจัย พบวา ประชาชนยังสับสน ไมเขาใจระบบทีวีดิจิตอล ขั้นตอน กระบวนการ
ขอดีขอเสียที่จะไดรับจากการเปลี่ยนผานระบบทีวีดิจิตอล ขอเสนอแนะ การพัฒนาระบบทีวีดิจิตอล
ของไทย คํานึงถึงประโยชนสูงสุดเพื่อใหทรัพยากรสื่อสารของประเทศไทย ไดรับการจัดสรรอยาง
โปรงใส การแขงขันโดยเสรีเปนธรรม กระจายการใชประโยชนในกิจการดานตาง ๆ อยางทั่วถึง มี
ความหลากหลายและพัฒนารายการเพื่อบริการสังคม พัฒนาองคกรวิชาชีพในกิจการกระจายเสียงและ
กิจการโทรทัศนของไทย บทบาทขององคกรวิชาชีพ ใหความสําคัญมาตรฐานจริยธรรม และการกํากับ
ดูแลการรับเรื่องรองเรียนจากประชาชน มาตรการการลงโทษที่ชัดเจน เนนประโยชนของสังคมเปน
