การวิจัย เรื่อง การปรับบทบาทการบริหารจัดการอาชีวศึกษาไทยเพื่อผลิตและพัฒนาก าลังคน
รองรับประชาคมอาเซียน มีวัตถุประสงค์เพื่อศึกษานโยบายและกระบวนการผลิตและพัฒนาก าลังคน
อาชีวศึกษา เพื่อศึกษาวิเคราะห์บทบาทการบริหารจัดการอาชีวศึกษาเพื่อผลิตและพัฒนาก าลังคนอาชีวศึกษา
และเพื่อก าหนดแนวทางการปรับบทบาทการบริหารจัดการอาชีวศึกษาไทยเพื่อผลิตและพัฒนาก าลังคนรับ
ประชาคมอาเซียนมีขอบเขตของการวิจัยตามกรอบการบริหารจัดการอาชีวศึกษา 5 ด้านประกอบด้วย ด้าน
นักเรี ยนนักศึกษาอาชีวศึกษา ด้านครู และบุคลากรอาชีวศึกษา ด้านหลักสูตรและการเรี ยนการสอน
อาชีวศึกษา ด้านสื่อนวัตกรรมและเทคโนโลยีอาชีวศึกษาและด้านการบริหารและเครือข่ายอาชีวศึกษาเป็ น
การวิจัยเชิงคุณภาพจากการศึกษาวิเคราะห์ข้อมูลทุติยภูมิและข้อมูลปฐมภูมิการสังเคราะห์บทบาทการ
บริหารจัดการอาชีวศึกษาไทยโดยผู้เชี่ยวชาญและผู้บริหารสถานศึกษา เกี่ยวกับคุณลักษณะที่พึงประสงค์
ของก าลังคนอาชีวศึกษาและการปรับบทบาทการบริ หารจัดการการอาชีวศึกษาไทยเพื่อรองรับประชาคม
อาเซียน ผลการวิจัยพบว่าคุณลักษณะที่พึงประสงค์ของก าลังคนอาชีวศึกษารองรับประชาคมอาเซียนมี
คุณลักษณะตามกรอบสมรรถนะวิชาชีพ 4 ด้าน ได้แก่ ด้านทักษะวิชาชีพ ด้านทักษะภาษาและการสื่อสาร
ด้านทักษะการวิจัยพัฒนาและเทคโนโลยีและด้านทักษะชีวิต ส่วนการปรับบทบาทการอาชีวศึกษาไทยเพื่อ
ผลิตและพัฒนาก าลังคนรองรับประชาคมอาเซียนตามกรอบการบริหารจัดการอาชีวศึกษา 5 ด้านได้แก่ การ
ปรับระบบการผลิตและพัฒนาก าลังคนหห้สอดคล้องกับความต้องการของการพัฒนาประเทศการปรับระบบ
การบริหารจัดการครูอาชีวศึกษาโดยพัฒนาศักยภาพของครูอาชีวศึกษาหห้สามารถสื่อสารภาษาอังกฤษหรือ
ภาษาต่างประเทศได้การปรับหลักสูตรการเรียนการสอนและประเมินผลตามสภาพจริง หห้สอดคล้องกับ
มาตรฐานอาชีพ และคุณวุฒิวิชาชีพอาเซียน การส่งเสริ มและสนับสนุนสื่อ นวัตกรรม และเทคโนโลยี
อาชีวศึกษาและการพัฒนาการบริ หารจัดการและเครื อข่ายอาชีวศึกษาข้อเสนอแนะการปรับบทบาทการ
บริหารจัดการอาชีวศึกษาไทยหห้บรรลุผลตามเป้ าหมายโดยการสร้างอัตลักษณ์อาเซียนการพัฒนาศักยภาพ
ของผู้เรี ยนอาชีวศึกษาและประชาชนหห้มีทักษะอาชีพที่เหมาะสม การจัดการอาชีวศึกษาหห้เป็ น

Abstract
Title The Management Change of Thai Vocational Education for Producing and
Developing of Manpower to Serve the Commencing of ASEAN Community

This research on the management change of Thai vocational education for
producing and developing of manpower to serve the commencing of ASEAN Community was
aimed at a study on Thai vocational education policy and the process of producing and developing
vocational manpower together with the roles of vocational management on producing and
developing vocational manpower in order to stimulate the direction of vocational management.
The scope of the research was consisted of 5 vocational management frameworks as
the followings. Vocational student , Vocational teacher and educational personnel , Curriculum
and vocational learning and teaching and its instructional materials , Innovation and Technology ,
Vocational Management and its cooperation and network
The quanlitative research was conducted by studying both primary and secondary
data. The syncrosize and analyze on the roles and management of Thai vocational education by
experts and vocational institution’s directors and administrators were focused on the preferred
characteristics of Thai vocational manpower and the needs of the management change of
vocational education to serve ASEAN Community respectively.
The research revealed that the preferred characteristics of vocational manpower to
serve the commencing of ASEAN Community were categorized into 5 competencies consiting of
vocational and professional skill, language and communication skill, skill on research and
innovation, and life skill. As for the management change of Thai vocational education, there were
5 framworks of management consisting of the management change on producing and developing
manpower in line with the needs of the country’s development, the management change on
vocational teacher development to be equiped with foriegn language skills, the management
change on curriculum and learning and teaching together with the authentic assessment in
according to vocational standards and ASEAN qualificaton framework, the promotion and support ๒
on leaning and teaching materials and innovation and vocational technology, and the vocational
education management and its network and cooperation.
The suggestion and recommendation for achieving the purposes of vocational
education management and administration were as the followings.
The competency development of vocational students and learners including gerneral
people with appropriate skills and their real needs.
The provision of vocational education for international recognision and its
cooperation.
The development and amendmentof related laws needed for facilitating vocational
management and administration.
The change of management and administratiion and the competency development of
vocational administrators and officials.
