ประเทศไทยยงัมีพนัธสัญญาตอ้งเขา้ร่วมประชาคมอาเซียน ทาํให้มีปัจจยัเสีÉยงต่อการละเมิดมาตรการ
การรักษาความปลอดภยัหน่วยงานของรัฐ จึงจาํ เป็นอยา่ งยิÉงจะตอ้งศึกษา วิเคราะห์ และประเมิน
เพืÉอทบทวนและปรับปรุงมาตรการการรักษาความปลอดภยัหน่วยงานของรัฐ ให้สามารถรองรับ
ภยัคุกคามและความทา้ทายดงักล่าวไดอ้ยางมีประสิทธิภาพ ่ การวิจยัครÊังนีÊเป็นเชิงคุณภาพ โดยอาศยั
ความรู้และประสบการณ์ ทีÉรับผิดชอบงานดา้นการรักษาความปลอดภยัของสํานักข่าวกรองแห่งชาติ
ในฐานะองคก์ ารรักษาความปลอดภยัฝ่ายพลเรือน
การประกาศใชร้ะเบียบสํานกั นายกรัฐมนตรีวา่ ดว้ยการรักษาความปลอดภยัแห่งชาติพ.ศ.
ŚŝŝŚ ถือเป็ นจุดเริÉมตน้ของการปรับกระบวนทศัน์งานดา้นการรักษาความปลอดภยัหน่วยงานของรัฐ
ทีÉมุ่งเน้นให้หัวหน้าหน่วยงานของรัฐเป็นผูร้ับผิดชอบ รวมทัÊงกาํ หนดให้หน่วยงานของรัฐจดั ทาํ
ระเบียบและวิธีปฏิบตัิดา้นการรักษาความปลอดภยั ให้เหมาะสมกบั บริบทของแต่ละหน่วยงาน
จากการทีÉโลกในยุคศตวรรษทีÉŚř มีสภาพไร้พรมแดน ทาํให้ผลกระทบดา้นความมนคง ัÉ แพร่ขยาย
ออกไปในวงกวา้งอย่างรวดเร็วจึงตอ้งมีการทบทวนกรอบแนวคิดงานดา้นการรักษาความปลอดภยั
เพืÉอสามารถกาํ หนดมาตรการรองรับทีÉเหมาะสมสอดคล้องกบั สถานการณ์ปัจจุบนั และรองรับ
สถานการณ์ในอนาคตได้ รวมทัÊงตอ้งกาํหนดใหภ้ าคเอกชนทÉีเกีÉยวขอ้งถือปฏิบตัิดว้ย
ดงันÊน ั จาํ เป็นตอ้งทบทวนและปรับปรุงแกไ้ขระเบียบดา้นการรักษาความปลอดภยัทีÉใชอ้ยู่
ในปัจจุบนั โดยอาจตอ้งปรับยกระดบัลาํดบัศกัดÍิของกฎหมายเพืÉอให้เกิดประสิทธิภาพในการบงัคบัใช้
มากขึÊน นอกจากนีÊอาจตอ้งพิจารณาจดตั ั Êงหน่วยงานกลางมาทาํหนา้ทÉีบูรณาการภารกิจดา้นการรักษา
ความปลอดภยัระดบั ชาติในภาพรวม รวมถึงการพฒั นาบุคลากรและองคค์วามรู้ดา้นการรักษาความ
ปลอดภยั เพืÉอให้หน่วยงานของรัฐสามารถนําไปปรับใช้ได้ ประการสําคัญคือ การผลักดันให้
หน่วยงานของรัฐและทุกภาคส่วน เกิดความตระหนกและ ั มีจิตสํานึกร่วมกนัในการรักษาความปลอดภยั

ABSTRACT
Title Security measures for public organization in the 21st century

While the rules on maintenance of official secrets, B.E.2544 (2001) and the regulation of the
Office of Prime Minister on maintenance of the national security B.E.2552 (2009)have been in effect in
Thailand for thirteen years and five years respectively, but the security situation in the 21st century
has changed rapidly. The country is facing new threats that are real challenge and more complicated.
ASEAN Community (AC) also set to be established by the end of December B.E.2558 (2015),
which is very likely that the current rules and regulations related to national security will be violated.
Consequently, it is important for public organizations to study, analyze and assess in these rules
and regulations aiming at revising and improving the measures to counter such threats effectively.
This study uses a qualitative approach in which information is collected from the knowledge and
working experiences at National Intelligence Agency (NIA) responsible for civil security.
It can be considered that the enforcement of the regulation of the office of the Prime Minister
on maintenance of the national security B.E.2552 (2009) was a starting point for improving a new
paradigm on public organization security policy in which the responsibility is fully done by head
of the organization. It is, regarding to the regulation, intended that each organization has to initiate
rules and regulations on security which are practical and compatible to the organization. Due to
the borderless condition in the 21st century which has made the threats spread over from one place
to another very fast, it is strongly recommended that the concept of security framework need to be
reviewed to cope with the current and expected security environment.
The necessity of revising and improving the security measures which are in effect can be
done by elevating the hierarchy of law in order to make it better enforced. Moreover, it may well
be necessary to set up a national organization to fuse all the security measures work. Also, it is
vital for public organization to have their staff trained on security essentials and that they can
adapt the knowledge for their organization. Most importantly, every public organization shall have
security awareness and consciousness.
