การวจิยันÊีจะเป็ นการศึกษาและวเิคราะห์ถึงบทบาทของพืÊนทีÉสาธารณะในประเทศไทย
โดยมุ่งเน้นการใช้พÊืนทีÉสาธารณะเพืÉอวตัถุประสงค์ทางการเมืองของประชาชน เพืÉอให้ทราบถึง
ขอ้จาํกดัและอุปสรรคทÉีสาํคญั ของพÊืนทีÉสาธารณะในการทีÉจะเป็ นพืÊนทีÉสําคญั สําหรับการมีส่วนร่วม
ทางการเมืองของประชาชนและเสนอแนะแนวทางในการส่งเสริมการใช้พÊืนทีÉสาธารณะเพืÉอการมี
ส่วนร่วมทางการเมืองของประชาชน
โดยเนน้การวจิยัเฉพาะการใชพ้ ÊืนทีÉสาธารณะในวิกฤตการณ์ทางการเมืองของประเทศ
ไทยในช่วงปีพ.ศ. ๒๕๔๘ – ๒๕๕๗ และศึกษาการใช้พืÊนทีÉสาธารณะทัÊงในแบบพืÊนทีÉสาธารณะ
ทางกายภาพ (Public Space) และ พืÊนทีÉสาธารณะทางการสืÉอสาร (Public Sphere) และการวิจยัครÊังนีÊ
เป็นการวิจยัเชิงคุณภาพ โดยการศึกษาถึงบทบาทของพืÊนทีÉสาธารณะทีÉมีในประเทศไทยและการใช้
พืÊนทีÉสาธารณะของประชาชนในการเรียกร้องทางการเมืองอนั เป็นส่วนหนÉึงของกระบวนการการมี
ส่วนร่วมทางการเมืองของประชาชน
จากการศึกษาเหตุการณ์ทางการเมืองของประเทศไทยในช่วงระยะเวลา พ.ศ. ๒๕๔๘ –
๒๕๕๓ และ พ.ศ. ๒๕๕๖ -๒๕๕๗ พบว่า สถานการณ์ทางการเมืองของประเทศไทยในช่วงเวลา
ดงักล่าวมีการปฏิบตัิการทางการเมืองดว้ยการชุมนุมสาธารณะเพÉือต่อตา้นรัฐบาลและขÊวัตรงขา้ม
ทางการเมืองดว้ยมวลชนขนาดใหญ่และดว้ยระยะเวลาทีÉต่อเนืÉองยาวนาน การเมืองการปกครองของ
ประเทศตกอยู่ในภาวะไร้เสถียรภาพ ตÊังอยู่บนความไม่แน่นอน รัฐบาลไม่สามารถควบคุม
สถานการณ์และไม่สามารถบงัคบัใชก้ ฎหมายไดอ้ยา่ งมีประสิทธิภาพ ไม่สามารถผลกัดนั นโยบายทีÉ
เป็นประโยชน์กบั ประเทศในระยะยาวได้ประชาชนเกิดความแตกแยกทางการเมืองโดยแบ่ง-ขออกเป็ นสองฝ่ ายตามขัÊวความแตกแยกทางการเมืองอยา่ งชดัเจนจนเกิดรัฐประหารขึÊนในทีÉสุด ทาํให้
ประชาชนจาํนวนขาดความศรัทธาในการปกครองระบอบประชาธิไตยแบบตวัแทน และมีคาํถามวา่
ระบอบดงักล่าวควรนาํ มาใช้กบั สังคมไทยหรือไม่อย่างไร และนาํไปสู่ขบวนการการปฏิรูปทาง
การเมืองอีกครัÊงหนึÉง
อยา่ งไรก็ตามการปฏิบตัิการทางการเมืองในระยะเวลาทีÉผา่ นมามีลกั ษณะทีÉเป็นพลวตั
มีความสําคัญต่อการพฒั นาระบอบประชาธิปไตยและการเข้าไปมีส่วนร่วมทางการเมืองของ
ประชาชนในประเทศไทยเป็นอย่างยÉิง และพืÊนทีÉสาธารณะก็เป็นพÊืนทีÉทีÉสําคัญทีÉทําให้
เกิดปรากฎการณ์ทางการเมืองดังกล่าว โดยทีÉเรายงัไม่ตอ้งคาํ นึงถึงว่าจะเป็นการปฏิบตัิการทาง
การเมืองของฝ่ ายใดและใครจะเป็ นฝ่ ายผิดใครจะเป็ นฝ่ ายถูก แต่การทีÉประชาชนหลายแสนคนและ
ในบางครัÊงเป็นจาํ นวนกว่าล้านคนตามคาํกล่าวอ้างของผูจ้ดัการชุมนุมได้ออกมาแสดงพลงัทาง
การเมืองดว้ยการร่วมชุมนุมสาธารณะ การทีÉประชาชนจาํ นวนมากทีÉมาจากหลากหลายอาชีพ ทัÊง
ผูห้ ญิงและผูช้ายและจากหลากหลายอายุพร้อมใจกนั หยุดภารกิจส่วนตวั ออกจากบา้นมาร่วมกัน
ชุมนุมกนั บนทอ้งถนน มาร่วมฟังการอภิปรายทางการเมือง มาร่วมพบปะพูดคุยกนั ก็ยอ่ มแสดงว่า
พวกเขาเหล่านÊันมีความสนใจทางการเมือง มีความคิดเห็นทางการเมือง และตอ้งการมีส่วนร่วม
ในทางการเมืองเพืÉอกาํหนดทิศทางในการปกครองของประเทศดว้ย
นอกจากนีÊการทีÉผู้จดัการชุมนุมมีการบูรณาการการสืÉอสารทางการเมืองผ่านสืÉอทุก
ชนิด ทัÊงสืÉอเก่าและสืÉอใหม่และมีลักษณะเป็นเครือข่ายเชÉือมโยงกัน ทาํ ให้การปฏิบตัิการทาง
การเมืองไดข้ยายขอบเขตเข้าไปถึงบา้นเรือนในทุกพÊืนทีÉในประเทศไทย ประชาชนทีÉอยู่ตามบา้น
สามารถเขา้ร่วมติดตามการชุมนุม การอภิปรายทางการเมืองผ่านการถ่ายทอดสดจากโทรทศัน์ผา่ น
ดาวเทียม เคเบิลทีวทีอ้งถิÉนและทางอินเตอร์เน็ต และนอกจากนีÊการปฏิบตัิการทางการเมืองไดเ้ขา้ถึง
ประชาชนแต่ละคนได้ผ่านทางการสÉือสารผ่านเครือข่ายโทรศัพท์มือถือด้วย ทําให้เกิดการ
แลกเปลีÉยนความเห็นทางการเมืองและการเรียนรู้ทางการเมืองของประชาชนจาํ นวนมากและ
ครอบคลุมไปทุกพืÊนทีÉในประเทศ จึงถือได้ว่าพÊืนทีÉสาธารณะมีความสําคัญต่อการพัฒนาทาง
ความคิดและการสืÉอสารทางการเมืองของประเทศอยา่ งมีนยัสําคญั ผูว้ิจยัเห็นวา่ ความคิดเห็นทางการ
เมืองของประชาชนไดม้ีการพฒั นาอยา่ งมากกวา่ ยุคใดๆทีÉผ่านมา พืÊนทีÉสาธารณะมีส่วนสําคญั อยา่ ง
ยิงÉ ต่อการมีส่วนร่วมทางการเมืองของประชาชนดงักล่าว

This research is the study and analysis of the role of the public space and public
sphere in Thailand by aiming on the usage of public space and public sphere for political
purposes, to determine the limitation and obstacle factors of public space and public sphere as the
important area for political participation of the people and suggest ways to promote the usage of
public space and public sphere for political participation of the people. The research is focusing
on the usage of public space and public sphere in the political crisis in Thailand during the year
2557 – 2548. The study reveals the use of both public space as physical area for public assembly
and public sphere as virtual space for political communication. This research is qualitative
research by studying the role and usage of the public space and public sphere Thailand as part of
political participation of the people.
From the study of 3 political phenomenon during the political crisis in Thailand
during 2548 – 2557. There were a lot of anti-government activities from political pressure groups,
they organized public assembly by occupation and demonstration in public place continuously and
for a long time. Thailand faced political instability, the government could not control the
situation, could not enforced the law effectively and failed to push forward their public policy
which is necessary to the country. Deeply divisive in Thailand, the people was divided into two
political sides and at last a coup d’etat had occurred. The political crisis made people lack of
confident in representative democracy and questioned whether such a regime should apply to
Thailand or not. Thailand entered in to the process of political reform once again.
However, the above-mentioned political phenomenon was dynamic, important for
the development of democracy and political participation of the people in Thailand and the public
space and public sphere contributed greatly to that. The political phenomenon, in spite of what
political sides is right or wrong, they could booth thousands of people and sometimes more than a million came out from their home to join public assembly and demonstration. People, who join the
public assembly, came from a wide range of careers, women and men and from a variety of ages.
They stop their personal tasks, gathering together on the road, join the rally, listen to the political
debate and discussions with each other, it surely indicated that they were interested in politics and
would like to participate in politics and to determine the direction of the country.
In addition, all political pressure group integrated all information and
communication media both tradition media and new media to make a network link. This made a
political operation expanded its area and could reach all households in Thailand. People who stay
at home could track the public assembly, watch the political debate over the live broadcast from
satellite tv, cable tv and internet. People could also follow up the public assembly through mobile
phone networks. This integrated communications network caused exchanging of political opinion
and political learning of the people throughout the country. So it can be considered that public
space and public sphere is very important area for people to develop their political knowledge and
help also in term of political communication among people. Researchers believe that the political
knowledge of the people have developed more than it ever been in the past and the public space
and public sphere is very important to political participation of the people.
