บทคัดย่อ:
เรื่อง แนวทางการส่งเสริมพิพิธภัณฑ์ของประเทศไทยให้เป็นพลังอำนาจแห่งชาติ
ลักษณะวิชา สังคมจิตวิทยา
ผู้วิจัย พลอากาศตรี ไพฑูรย์ ไล้เลิศ หลักสูตร วปอ. รุ่นที่ ๖๕
วัตถุประสงค์ของการวิจัย ๑. เพื่อศึกษารูปแบบการบริหารจัดการของพิพิธภัณฑ์ใน
ประเทศไทย ๒. เพื่อศึกษาเปรียบเทียบรูปแบบการบริหารจัดการพิพิธภัณฑ์ชั้นนำของโลกกับรูปแบบ
การบริหารจัดการพิพิธภัณฑ์ของประเทศไทย ๓. เพื่อให้ได้ข้อเสนอแนะแนวทางการใช้พิพิธภัณฑ์ของ
ประเทศไทยให้เป็นพลังอำนาจแห่งชาติโดยมีขอบเขตของการวิจัยคือ งานวิจัยชิ้นนี้กำหนดเป้าหมาย
การศึกษาอยู่ที่ “พิพิธภัณฑ์หรือพิพิธภัณฑสถาน” และ “พลังอำนาจแห่งชาติ” ดังนั้น เพื่อให้การ
ค้นคว้าเป็นระบบและอยู่ในกรอบเรื่องที่ชัดเจน ผู้วิจัยจึงกำหนดให้มีการศึกษาวิจัยบุคคลหรือ
หน่วยงานที่เกี่ยวข้องกับงานด้านพิพิธภัณฑ์และด้านยุทธศาสตร์ชาติ ทั้งที่เป็นภาครัฐ ภาคเอกชน และ
ภาคประชาชน ซึ่งจะมีการกำหนดคุณสมบัติเรื่องอายุและประสบการณ์ของการทำงาน รวมทั้งกำหนด
เขตพื้นที่กรุงเทพมหานคร ปริมณฑล และในภูมิภาคต่าง ๆ ของประเทศไทย ผ่านการประชุมเพื่อ
ระดมความคิดเห็นและการสัมภาษณ์ทางไกล รวมทั้งค้นคว้าวิจัยจากเอกสารต่าง ๆ ที่เกี่ยวข้อง
วิธีดำเนินการวิจัย การศึกษาวิจัยเชิงคุณภาพเรื่อง “แนวทางการใช้พิพิธภัณฑ์ของประเทศไทยให้เป็น
พลังอำนาจแห่งชาติ” นี้จะดำเนินการศึกษาวิจัยเฉพาะช่วง พ.ศ.๒๕๖๕ - ๒๕๖๖ ซึ่งมีขอบเขต ดังนี้
๑. การใช้ข้อมูลจากเอกสารผลงานวิชาการ บทวิเคราะห์และงานวิจัย โดยมีการวิเคราะห์ข้อมูลด้วย
วิธีการตีความและนำไปสู่การสร้าง “ข้อสรุปทั่วไป” ในการศึกษาวิจัย ๒. ผู้วิจัยได้กำหนดขั้นตอนใน
การศึกษาวิจัยดังนี้๒.๑ แบบแผนการวิจัย ๒.๒ ประชากรและกลุ่มตัวอย่าง ๒.๓ เครื่องมือที่ใช้ในการ
วิจัย ๒.๔ การเก็บรวบรวมข้อมูล ๒.๕ การวิเคราะห์ข้อมูล ผลการวิจัยการใช้พิพิธภัณฑ์ของประเทศ
ไทยให้เป็นพลังอำนาจแห่งชาติ สมควรส่งเสริมสนับสนุนให้ปรากฏ กอปรด้วยเหตุผลที่สนับสนุนคือ
ในการขับเคลื่อนยุทธศาสตร์หลักของการพัฒนาประเทศของภาครัฐ เป็นไปตามหลักการการบริหาร
งบประมาณแบบ มุ่งผลลัพธ์สุดท้ายเป็นผลิตภาพ ซึ่งการนำ Soft Power มาใช้นั้นมิได้มีการลงทุนเพิ่ม
ที่เป็นการเพิ่มต้นทุนทรัพยากรแต่อย่างใด ทั้งนี้ด้วยอำนาจและคุณค่าของ Soft Power ที่ทรงอิทธิพล
อยู่ในตัวค่านิยม วัฒนธรรม แนวคิดทางการเมือง หรือการสร้างสรรค์ คุณค่าใหม่ ๆ ของการเรียนรู้
การเผยแพร่ ปูมประวัติศาสตร์เพื่อการสร้างทัศนคติค่านิยมที่ถูกต้องให้แข็งแกร่งยิ่งขึ้น จากพลังอำนาจ
พิพิธภัณฑ์ของชาติ นั้น นับเป็นการส่งเสริม ผลักดันการใช้อำนาจแฝงที่อยู่ในคุณลักษณะของ Soft
Power ดังกล่าวส่งอิทธิพลให้มีการสนับสนุน ไม่ว่าจะเป็นการเพิ่มศักยภาพการแข่งขันทางเศรษฐกิจ
หรือการส่งเสริมในเรื่องของความเข้มแข็ง ทางสังคมจิตวิทยา ผ่านกระบวนการ สื่อสาร เผยแพร่
เรียนรู้ ซึ่งพิพิธภัณฑ์มีคุณค่าอันทรงพลัง โดยภาครัฐควรกำหนด วิสัยทัศน์ นโยบายการใช้พลัง
อำนาจนี้ ไว้ในยุทธศาสตร์หลักของการพัฒนาประเทศ เพื่อการพัฒนาอย่างยั่งยืนของประเทศไทย
ต่อไป ข้อเสนอแนะ แบ่งออกเป็น ๓ ส่วนได้แก่ ข้อเสนอแนะเชิงนโยบาย ข้อเสนอแนะในการนำไป
ปฏิบัติ และ ข้อเสนอแนะในการศึกษาวิจัยครั้งต่อไปข

A Study on the Guidelines to Promote Museums in Thailand as one of national
powers aims to 1) study museum management models in Thailand, 2) Study and compare
the museum management models of world class museums and museum management
models in Thailand, and 3) suggest the guidelines to promote museums in Thailand as one
of national powers. The scopes of the research are to study “Museum” and “National
Power” in Thailand. In order to methodically research within certain subject framework,
the focused - groups are individuals and agencies related to museum work and national
strategy in the government sector, the private sector and the public sector which are
determined the age and work experience qualifications. The study sites are Bangkok
Metropolis and Vicinity and various regions of Thailand through brainstorming meeting and
virtual interview include related literature and research review. The study period is
specified in 2022 – 2023 and the scope of which is as follows: 1. The information from
academic papers, analyses, and research, with data analysis by the interpretation leading
to the “General Conclusions”. 2. The study process as follows: 2.1 The research pattern
2.2 Population and Sample 2.3 Research methods 2.4 Collecting data 2.5 Analysis of Data.
The Research results are museums should be promoted and supported as one of national
powers by the main strategy of national development of the government support. It is in
accordance with the principles of budget management. Focusing on the end result is
productivity, the adoption of Soft Power does not require additional investments that
increase resource costs. However, with the power and value of Soft Power that has
influence in values, culture, political ideas. Or the creation of new values of learning,
dissemination of historical almanacs to build stronger correct attitudes and values. from
the power of the national museum Drive the use of latent powers contained in such soft
power features to influence support. whether to increase the competitiveness of the
economy or the promotion of strength social psychology Through the process of
communication, dissemination, learning which the museum has a powerful value. The
government should set a vision, policy on the use of this power. in the main strategy of
national development for the sustainable development of Thailand. The recommendations
are divided into 3 parts, namely policy recommendations. Suggestions for implementation
and suggestions for further research studies.ค
