การวิจัยเรื่อง “ยุทธศาสตร์การป้องกันประเทศแห่งชาติของสหรัฐฯ กับแนวทางการพัฒนา
กองทัพไทย” มีวัตถุประสงค์เพื่อ ศึกษาความสัมพันธ์ทางทหาร ยุทธศาสตร์ และนโยบายของกองทัพสหรัฐฯ
และแนวทางการสนับสนุนงบประมาณทางทหารของสหรัฐฯ ที่มีต่อภูมิภาค และกองทัพไทย วิเคราะห์ปัญหา
การดำเนินการความร่วมมือ และความสัมพันธ์ของกองทัพสหรัฐฯ ที่มีกับกองทัพไทย และวิเคราะห์แนว
ทางการพัฒนาความร่วมมือ ความสัมพันธ์ทางทหารของกองทัพไทย กับกองทัพสหรัฐฯ โดยมีขอบเขต
การศึกษาเฉพาะมุมมองของสหรัฐฯ ที่มีผลต่อแนวทางและกรอบกิจกรรมความร่วมมือในภาพรวมระหว่าง
กองทัพสหรัฐฯ กับกองทัพไทย
การวิจัยนี้ใช้การรวบรวมจากข้อมูลปฐมภูมิ จากเอกสารยุทธศาสตร์ความมั่นคงแห่งชาติ และ
ยุทธศาสตร์การป้องกันประเทศแห่งชาติ ของสหรัฐฯ และข้อมูลทุติยภูมิ จากแนวทางการใช้งบประมาณของ
กระทรวงกลาโหมสหรัฐฯ ที่เกี่ยวข้องกับภูมิภาคและกองทัพไทย โดยใช้ข้อมูลการสัมภาษณ์ผู้นำทางทหารของ
สหรัฐฯ รวมทั้งข้อมูลการช่วยเหลือของรัฐบาลสหรัฐฯ ที่หน่วยงานสหรัฐฯ เผยแพร่ ข้อมูลกิจกรรมความ
ร่วมมือ ความสัมพันธ์ ระหว่างกองทัพไทยและกองทัพสหรัฐฯ ที่เผยแพร่ตามแหล่งข้อมูลต่างๆ และข้อมูลจาก
แบบสอบถาม ผู้บริหาร/อดีตผู้บริหาร หน่วยงานที่เกี่ยวข้องกับความร่วมมือ ความสัมพันธ์ระหว่างกองทัพไทย
และกองทัพสหรัฐฯ
จากการศึกษาพบว่า กองทัพสหรัฐฯ กำหนดยุทธศาสตร์โดยให้ความสำคัญต่อการเอาชนะจีน
และควบคุมรัสเซีย โดยใช้ศักยภาพและกลไกต่างๆ ของภาครัฐในทุกมิติ เพื่อพัฒนาวิธีการในการปฏิสัมพันธ์ใน
ลักษณะที่สอดคล้องกับผลประโยชน์และคุณค่าของสหรัฐฯ โดยพัฒนากองทัพและเทคโนโลยีให้ทันสมัย เน้น
การพัฒนาขีดความสามารถให้ปฏิบัติการได้ในทุกมิติ มีความพร้อมในการปฏิบัติการ ให้ความสำคัญต่อการ
สร้างเครือข่ายพันธมิตรที่เข้มแข็ง ที่มองผลประโยชน์แห่งชาติเหมือนสหรัฐฯ ให้ความสำคัญกับประชาธิปไตย
และความมั่งคั่งของประเทศตะวันตก สนับสนุนแนวคิด โลกที่มีเสรีภาพ เปิดกว้าง มั่นคง ปลอดภัย เคารพกฎ
และกติการะหว่างประเทศ ส่งเสริมความเข้มแข็งให้กับอาเซียน พยายามผลักดันให้เป็นดินแดนที่เสรีและเปิด
กว้าง ช่วยให้ทันต่อการเปลี่ยนแปลงทางเทคโนโลยี โดยเฉพาะเศรษฐกิจดิจิตัล สนับสนุนการมีมาตรฐานทาง
เทคโนโลยีร่วมกัน สร้างกรอบความรับผิดชอบในมิติไซเบอร์ โดยกับประเทศไทยในฐานะประเทศพันธมิตร
สหรัฐฯ ยังคงสร้างเครือข่าย ความสัมพันธ์ที่ลึกซึ้ง และยืนยันการเป็นพันธมิตรที่ดี ส่วนกองทัพไทยกำหนด
ยุทธศาสตร์ในการดำเนินความร่วมมือ และความสัมพันธ์อย่างมีดุลยภาพระหว่างมหาอำนาจ กำหนดเป้าหมาย
ให้กองทัพมีความพร้อมในการป้องกัน และแก้ไขปัญหาความมั่นคง มีนโยบายในการปรับปรุงการฝึกร่วม
พัฒนาด้านสารสนเทศเชื่อมโยงข้อมูล ด้านแผนที่ทหาร ด้านอวกาศ ด้านไซเบอร์ ส่งเสริมอุตสาหกรรมป้องกัน
ประเทศ การรักษาผลประโยชน์ชาติทางทะเล การช่วยเหลือประชาชน และบรรเทาภัยพิบัติ ตลอดจนการ
พัฒนากำลังพลด้านการฝึกศึกษา
จากการวิเคราะห์ข้อมูลข้างต้น การวิจัยนี้ มีข้อเสนอแนะ ได้แก่ ให้มีการกำหนดยุทธศาสตร์ใน
การพัฒนาความร่วมมือ ความสัมพันธ์กับประเทศต่างๆ พัฒนากำลังพลให้มีความเข้าใจการจัดทำและการ

ขขับเคลื่อนยุทธศาสตร์ขององค์กร บูรณาการข้อมูลความต้องการ วัตถุประสงค์วิธีการในการดำเนินความ
ร่วมมือความสัมพันธ์ของประเทศต่างๆ และพิจารณาแนวทางของไทยในการดำเนินความร่วมมือให้เป็น
ประโยชน์ต่อกองทัพไทยมากที่สุด โดยมีความเหมาะสมกับสถานการณ์ ห้วงเวลา สนับสนุนกฎ กติกา
มาตรฐานสากล โดยดำรงไว้ซึ่งภูมิภาคที่เสรี และเปิดกว้าง มีความปลอดภัย และมั่นคง ส่งเสริมความร่วมมือใน
การช่วยเหลือด้านมนุษยธรรม ภัยพิบัติ โรคระบาด ฯลฯ โดยการประชุม/สัมมนาของผู้บังคับบัญชาระดับสูง
ระหว่างฝ่ายอำนวยการ การเยือนระหว่างผู้บังคับบัญชาระดับสูง ควรดำเนินการอย่างมีดุลยภาพ ให้
ความสำคัญเร่งด่วนกับกลุ่มประเทศอาเซียน และควรใช้ประโยชน์จากการที่สหรัฐฯ กำหนดยุทธศาสตร์ในการ
ส่งเสริมการสร้างเครือข่าย เพื่อส่งเสริมความร่วมมือในกลุ่มประเทศอาเซียนให้เข้มแข็ง ส่งเสริมการมีบทบาท
นำของกองทัพไทย และควรมีการแลกเปลี่ยนผู้เชี่ยวชาญด้านต่างๆ แลกเปลี่ยนหลักสูตรการศึกษา จัดหาและ
ร่วมมือด้านยุทโธปกรณ์ โดยเน้นในมิติด้านเทคโนโลยี และความมั่นคง

Title US National Defense Strategy and Development Plan for the
Royal Thai Armed Forces

Purposes of this Research topic “US National Defense Strategy and Development
Plan for the Royal Thai Armed Forces” are to study the relationship between US military
relation, strategy and policy and budget request that effects regional and the Royal Thai
Armed Forces, to analyze issues related to military relations and to analyze ways to promote
US-Thai military relation. This study is limited to only the view of the United States that
effects the overall cooperation between the Royal Thai Armed Forces and the United States
Armed Forces.
This research gathers primary data information from the US National Security
Strategy and the US National Defense Strategy. Secondary data are from the US Senate
Armed Services Committee US Department of Defense budget request hearing, from the USThai military cooperation activities and from questionnaire from current and former related
organization executives and experts, etc.
This study found that the US Armed Forces strategy place the importance on
“outcompeting” China and “constraining” Russia by using all government resources and
mechanisms to develop ways and build alliances according to the US interests and values:
To build better Forces using advance technology emphasis on multi-domain operation, To
be ready for operation by building stronger alliances and partners that have same view on
national interests as the US and supporting western democracy and prosperity, supporting
free and open ideology, creating safe and secure regions and international rules based
orders. Supporting stronger free and open region in ASEAN to catch up with technology
disruption especially digital technology. Supporting cooperative technology standard and
Cyber responsibility.
The US will deepen relation and network with Thailand as the US alliance.
Thailand will balance relation with major power in order to solve national security issues and
defending the nation. Having policy to push for advancing in all areas including joint training,
connecting information technology data, advancing military mapping, space, cyber, defense
industrial, national maritime interests, humanitarian and disaster relieve and human resource
and education management.
From above information, this research would like to recommend as follows:
developing national international relation strategy, increase personnel with knowledge to
draft organization strategy and also effectively drive the strategy. Integrating needed, purpose

งand ways for international cooperation and relations from related agencies and creating
Thailand Strategy to be beneficial for interests of the Royal Thai Armed Forces. The strategy
should be in line with current situation, timeframe and supporting rule based and
international order to create free and open, secure and stable region. Supporting co-operable
activities with the US in the area of Humanitarian and disaster relieve, pandemic disease, etc.
High levels and staffs meeting and engagement should be balanced between major power,
but place more emphasis on ASEAN. Using the US placing importance of ASEAN to support
Thailand role as the leader of ASEAN to create peace and prosperity in the region. The Royal
Thai Armed Forces also should have activities in the area of experts exchange, military
education, equipment procurement and cooperation with the US with emphasis on
technology and security. จ
