การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ ๑. เพื่อศึกษาบทบาทเครือข่ายข่าวภาคประชาชน
ในการสนับสนุนงานของภาครัฐเพื่อเสริมสร้างความมั่นคง ๒. เพื่อวิเคราะห์ปัญหาและอุปสรรค
ในการด าเนินโครงการเครือข่ายข่าวประชาชนสนับสนุนงานด้านการข่าวของภาครัฐ ๓. เพื่อศึกษา
แนวทางการเพิ่มประสิทธิภาพเครือข่ายข่าวภาคประชาชน สนับสนุนงานข่าวกรองความมั่นคง
วิธีด าเนินการวิจัยเป็นการวิจัยเชิงคุณภาพ (Qualitative Research) ร่วมกับใช้การวิจัยเชิงพรรณนา
(Descriptive Research) โดยศึกษาจากเอกสารและการสัมภาษณ์เชิงลึก (In-Depth interview)
เก็บรวบรวมข้อมูลโดยใช้แบบสัมภาษณ์ และสังเคราะห์ข้อมูลจากเอกสาร จากนั้นน าผลสรุปที่ได้
มาเป็นแนวทางประกอบการน าเสนอแนวคิดของผู้วิจัยเพื่อน าไปสู่การก าหนดแนวทางการพัฒนา
ให้สมบูรณ์ผลการวิจัยปรากฏ ดังนี้
๑. สภาพการด าเนินโครงการเครือข่ายข่าวประชาชนเพื่อความมั่นคงของกองทัพบก
พบว่า การขับเคลื่อนการด าเนินงานโครงการไม่อาจด าเนินการได้เพียงหน่วยงานใดหน่วยงานหนึ่ง
การอาศัยความมีส่วนร่วมจากผู้ที่มีส่วนเกี่ยวข้องในพื้นที่จึงเป็นสิ่งส าคัญที่จะท าให้ทุกฝ่ายรับรู้บทบาท
ของตนเองในการขับเคลื่อนงานดังกล่าว โดยมีล าดับขั้นตอนตั้งแต่ การคัดเลือกสมาชิก การจัด
เครื่องมือและอุปกรณ์ที่ใช้เทคโนโลยีในการสื่อสารสมัยใหม่ ในรูปแบบแพลตฟอร์ม (Platform)
การประชุมหารือส่วนที่เกี่ยวข้อง การวางแผนด าเนินการ และการปฏิบัติตามแผน รวมถึง
การประเมินผลโครงการ
๒. ปัญหาและอุปสรรคในการด าเนินโครงการเครือข่ายข่าวประชาชนฯ ได้แก่ ๑. ด้าน
วิสัยทัศน์/นโยบาย พบว่า กองทัพบก ยังไม่อยู่ในสถานะของผู้ก าหนดนโยบาย หากแต่เป็นการปฏิบัติ
ตามนโยบายจากหน่วยเหนือซึ่งไม่ใช่ กระทรวงกลาโหม แต่ควรเป็น ส านักข่าวกรองแห่งชาติ
โดย ศูนย์ประสานข่าวกรองแห่งชาติ หรือ ศป.ช. (ผ่านคณะท างานด้านเครือข่ายข่าวประชาชน) โดยมี
พ.ร.บ.ข่าวกรองแห่งชาติ รองรับ ๒. ด้านงบประมาณ และทรัพยากร พบว่า พื้นที่รับผิดชอบมีขนาด
กว้างใหญ่มาก ซึ่งมีข้อจ ากัดมากในการที่จะเข้าไปประสานงาน การจัดตั้งเครือข่ายข่าว การรวบรวม
รายงาน และการด ารงการติดต่อสื่อสารให้ได้ครอบคลุมในทุกพื้นที่ ๓. ด้านผู้ใช้บริการหรือผู้น า
ข้อมูลข่าวสารไปใช้ประโยชน์ พบว่า การแจ้งเบาะแสหรือข่าวสารโดยตรงไปยังเจ้าหน้าที่ทุกระดับ
แบบการกระจายหลายแนวทาง (Matrix Report) โดยเป็นข่าวสารที่สามารถน าไปใช้ประโยชน์
ต่อการตรวจสอบ/ประเมินค่าต่อข่าวสาร เพื่อประสานและน าไปสู่การแก้ไขปัญหาต่อภัยคุกคาม
ต่างๆ ได้ทันต่อเวลา นอกจากนี้ การวางระบบการแจ้งเบาะแส/ข่าวสาร ด้วยเครื่องมือที่รวดเร็ว
จะสามารถตอบสนองต่อการแก้ไขปัญหาได้ จะเป็นส่วนเสริมและสนับสนุนให้เครือข่ายข่าวประชาชน
เห็นความส าคัญของโครงการฯ ว่าสามารถแก้ไขปัญหาในพื้นที่ได้จริง และหันมาให้ความร่วมมือข
เพิ่มมากขึ้น ๔. ด้านบุคลากรหรือเครือข่ายข่าวประชาชน พบว่า การจัดอบรมหรือจัดตั้งเครือข่ายข่าว
ประชาชนในพื้นที่ ยังขาดงบประมาณสนับสนุน รวมถึงการพัฒนาความสัมพันธ์ หรือค่าตอบแทน
ต่อการรายงานข่าวที่เหมาะสมซึ่งจะเป็นแรงจูงใจและตอบสนองต่องานข่าวที่เพิ่มมากขึ้น
๓. แนวทางการเพิ่มประสิทธิภาพเครือข่ายข่าวภาคประชาชน สนับสนุนงานข่าวกรอง
ความมั่นคง โดยเริ่มตั้งแต่การวางแผนอย่างเป็นระบบ ในเชิงปริมาณ ให้ประชาชนมีบทบาทเป็น
เครือข่ายเฝ้าระวัง ในการแจ้งเบาะแสข่าวสารที่เป็นภัยคุกคามต่อความมั่นคงต่างๆ ในทุกพื้นที่
ให้ความเร่งด่วนและความส าคัญของสภาพปัญหาภัยคุกคามในแต่ละพื้นที่ แล้วพยายามคัดสรร
ต่อยอดให้เป็นเครือข่ายข่าวภาคประชาชนมากขึ้น และในเชิงคุณภาพ พัฒนาเครือข่ายเฝ้าระวังและ
เครือข่ายข่าวประชาชนที่มีอยู่เดิมให้มีประสิทธิภาพ ด้วยการฝึกอบรมความรู้ด้านการข่าวเพิ่มเติม
อย่างต่อเนื่อง ควบคู่กับการปลูกฝังจิตส านึกในเรื่องงานด้านการข่าวเพื่อความมั่นคงในส่วนด้าน
กระบวนงาน การน าไปสู่ผลสัมฤทธิ์ของงานข่าว ซึ่งจะต้องใช้การประเมินข่าวสารที่ได้รับจากเครือข่าย
ข่าวแล้วน ามาด าเนินกรรมวิธีตามวงรอบข่าวกรอง และมีการประเมินผลที่จะต้องสร้างตัวชี้วัด
ซึ่งจะท าให้ทราบถึงขีดความสามารถของเครือข่ายข่าว กับเจ้าหน้าที่ด้านการข่าว เพื่อวิเคราะห์
ประสิทธิภาพการท างานนอกจากนั้น ควรมีการมอบรางวัล และการยกย่องชมเชยในโอกาสต่างๆ
เพื่อกระตุ้นให้เห็นถึงความส าคัญและเป็นตัวอย่างให้กับส่วนรวมค

The objective of this research was to 1. to study the role of the People's
Intelligence Network in supporting government work to strengthen security 2. to
analyze the problems and obstacles in the implementation of People's Intelligence
Network to support the Intelligence work of the government sector and 3. to study
ways to increase the efficiency of People's Intelligence Network Supporting security
intelligence .The research was qualitative researchtogether with descriptive research
by studies from documents and in-depth interview, collected data by used interview
form and synthesize information from documents, then brought the results as a
guideline for presenting the researcher's ideas, leading to the formulation of complete
development guidelines. The research results were as follows;
1. The condition of the operation of the People's Intelligence Network
Project for the Army's security found that the project's propulsion could not be
carried out by only one agency. Relying on the participation of those involved in the
area is therefore important to make everyone aware of their role in driving the event.
The sequence of steps from member selection arrangement of tools and equipment
that use modern communication technology In the form of a Platform, the meeting
discusses the relevant parts. action planning and implementation of the plan including
project evaluation.
2. Problems and obstacles in implementing the People's Intelligence
Network project : 1. In terms of vision/policy : it was found that Royal Thai Army has
not yet in the status of a policy maker but only in compliance with the policy from the
upper level, which is not Ministry of Defense, but should be the National Intelligence
Agency (NIA ) or National Intelligence Coordination Cente (via the People's Intelligence
Network Working Group), supported by the National Intelligence Act. 2. In terms of
budget and resources, it was found that the area of responsibility was very large,
which was very limited in how to coordinate. Establishing a news network, gathering
reports and maintaining contacts in all areas 3. As for service users or information
providers, it was found that notifying clues or news directly to officials at all levels
Multidistribution (Matrix Report) .It is news that can be used for the purpose of ง
checking/evaluating the value of news. To coordinate and lead to solutions to various
threats In addition, setting up a whistleblowing system/news with fast tools will be
able to respond to problem solving It will be an extension and support for the
people's Intelligence network to see the importance of the project. that it can
actually solve problems in the area and turned to cooperate more. 4. In terms of
personnel or people's Intelligence network, it was found that organizing training or
setting up public news networks in the area Lack of budget support including
developing relationships or appropriate compensation for coverage that will motivate
and respond to increased coverage.
3. Guidelines for enhancing the efficiency of the people's Intelligence
network Supporting security intelligence : Starting from systematic planning, quantitative,
allowing people to play a role as a surveillance network. In notifying information that
is a threat to security in all areas, the urgency and importance of the threat situation
in each area are given. and trying to select and expand it into a more people's
Intelligence network. And qualitatively Develop existing surveillance networks and
public Intelligence networks to be effective. With continuous additional training on
news knowledge along with instilling awareness in Intelligence work for security.
In the process leading to the success of Intelligence work : This requires evaluating
the news received from the Intelligence network and then processing it according to
the intelligence cycle.And there are evaluations that must create indicators. which
will make aware of the capabilities of the Intelligence network with Intelligence
officers to analyze performance There should be an award and praise on various
occasions To encourage the importance and be an example to the public.จ
