เรื่อง การพัฒนาระบบรายงานข่าวกรองของ ศรภ. ในยุคดิจิทัล

การพัฒนาระบบรายงานข่าวกรองของ ศรภ. ในยุคดิจิทัล มีวัตถุประสงค์เพื่อศึกษา
แนวทางในการนำเทคโนโลยีในยุคดิจิทัลเข้ามาเพิ่มประสิทธิภาพให้กับระบบงานด้านการข่าวกรอง
ของ ศรภ. และหน่วยงานต่างๆ ที่เกี่ยวข้อง ศึกษาแนวทางการรักษาความปลอดภัยและการรักษา
ความลับ ในระบบงานด้านการข่าวกรอง และศึกษาแนวทางในการพัฒนาบุคลากรด้านการข่าวให้มี
ขีดความสามารถและเข้าใจในการนำเทคโนโลยีเข้ามาพัฒนาระบบงานด้านการข่าวกรองของ ศรภ.
เพื่อการพัฒนาระบบรายงานข่าวกรองของ ศรภ. ในยุคดิจิทัล โดยใช้การวิจัยเชิงคุณภาพ
(Qualitative Research) โดยเริ่มจากการศึกษา ค้นคว้า รวบรวมข้อมูลพื้นฐานจากเอกสาร ทฤษฎี
และการทบทวนวรรณกรรมที่เกี่ยวข้อง เพื่อนำมาวิเคราะห์ และสังเคราะห์ให้ได้ข้อมูลเชิงลึก
ครอบคลุมเนื้อหาสำคัญที่ทำการศึกษา จากนั้นใช้การเก็บข้อมูลเชิงคุณภาพ (Qualitative Data
Collection) ด้วยแบบสัมภาษณ์/สอบถาม เพื่อให้ได้ข้อมูลที่สำคัญ และนำข้อมูลที่ได้มาจัดระเบียบ
ตีความ และสรุปผล โดยใช้การวิจัยเชิงพรรณนา (Descriptive Research) ซึ่งมีผู้ให้ข้อมูล คือ
คณะผู้บังคับบัญชาของ ศรภ. ด้านการข่าว เจ้าหน้าที่ปฏิบัติงานด้านการข่าว และเจ้าหน้าที่ด้านอื่นๆ
ที่เกี่ยวข้อง จาก ศรภ. จำนวนทั้งสิ้น ๓๘ นาย
ผลการวิจัยพบว่าปัจจัยที่มีผลกระทบต่อการพัฒนาระบบรายงานข่าวกรองของ ศรภ. ในยุคดิจิทัล
เพื่อนำเทคโนโลยีในยุคดิจิทัลเข้ามาเพิ่มประสิทธิภาพให้กับระบบงานด้านการข่าวกรอง ของ ศรภ. และ
หน่วยงานต่างๆ ที่เกี่ยวข้องคือด้านเครื่องมือ อุปกรณ์ ยุทโธปกรณ์ และระบบสารสนเทศในลำดับแรก
สำหรับแนวทางการรักษาความปลอดภัยและการรักษาความลับในระบบงานด้านการข่าวกรองต้องมีการรักษา
ความปลอดภัยและการรักษาความลับในระบบงานด้านการข่าวกรอง ในเรื่อง ระบบเครือข่ายสารสนเทศ
ด้านความมั่นคงปลอดภัยทางไซเบอร์การสร้างความตระหนักรู้ภัยคุกคามทางไซเบอร์และการรักษาความลับ
ระหว่างหน่วยงาน สำหรับการพัฒนาบุคลากรด้านการข่าวให้มีขีดความสามารถและเข้าใจในการนำ
เทคโนโลยีเข้ามาพัฒนาระบบงานด้านการข่าวกรองต้องมีการพัฒนาบุคลากรและการอบรม โดยเริ่มตั้งแต่
การคัดเลือกกำลังพล การปรับพื้นฐานสำหรับผู้ปฏิบัติงานด้านเทคโนโลยีดิจิทัล การวัดผลความรู้
ด้านเทคโนโลยีดิจิทัล การรักษาบุคลากรที่มีความรู้และในส่วนของข้อเสนอแนะเชิงนโยบายแบ่งออกเป็น
๕ ด้าน ได้แก่ ๑. ด้านการพัฒนาระบบและกำลังพลด้านการข่าว ๒. ด้านการพัฒนางานด้านการข่าว
เฉพาะด้านที่มีความพร้อมเป็นต้นแบบ ๓.ด้านการพัฒนาระบบรายงานข่าว และบุคลากร ๔.ด้านการวางแผน
งานและงบประมาณเพื่อให้เกิดความคุ้มค่า และ ๕.ด้านความร่วมมือระหว่างหน่วยงานข
abstract:
Title The Development of an intelligence reporting system for The Armed
Forces Security Center in The Digital Age.

The development of an intelligence reporting system for AFSC in the digital age aims
to study ways to apply technology in the digital age to increase the efficiency of the intelligence
work system of AFSC and various related intemaenu agencies to study the guidelines of security
and confidentiality in the intelligence workingsystem, and study the guidelines for the development
of intelligence personnel to have the capabilities and understanding of the use of technology
to develop the intelligence working system of AFSC. To develop the intelligence reporting system
of AFSC in the digital age by using qualitative research, starting from studying, researching, collecting
basic information from documents, theories, relevant literature review to be analyzed
and synthesize in order to obtain in-depth information covering the important study contents.
Then qualitative data collection was used by interview/inquiry forms, to obtain important
information and to organize, interpret and summarize the results by using descriptive research.
There are 38 personnel including intelligenceofficers and other related departments.
The results reveal that the factors affecting the development of AFSC intelligence
reporting system in the digital age aimed to apply technology in the digital age to inenhance
efficiency in the system. And various agencies are intelligenceequipment, weapons and information
systems at the first concerning with guidelines for security and confidentiality in the intelligence
work system. The security and confidentiality process in the intelligence work system regarding
cybersecurity information network systems must be proceeded. Raising Cyber Threat Awareness
and confidentiality between agencies for the development of news personnel to have the abilities
and comprehensionsof the use of technologes to develop the intelligence work system should be
prioritized. Personnel development and training are required starting from the selection of
personnel from basic Adjustment for Operators Digital Technology Measurement of Digital Literacy
in order not just to provide basic knowledge and policies recommendations for the new staff. This
can be divided into 5 areas, namely. Development of system and manpower news, Development
of specific news work that is readily available as a prototype, Development of news reporting
systems and personnel, Planning and budgeting to achieve value,and Cooperation between agencies.ค
