ผลของการวิจยัน้ีเพื่อเสนอรูปแบบกองบญั ชาการแห่งชาติในการป้องกนั ประเทศในระดบัรัฐบาล
การจดั ต้งักองบญั ชาการแห่งชาติในการป้องกันประเทศในระดับรัฐบาล มีบทบาท
หนา้ที่ครอบคลุมภารกิจทุกมิติของความขดัแยง้ต้งัแต่สถานการณ์ปกติจนกระท้งัสถานการณ์วิกฤต
เป็นหน่วยงานบริหารกลไกในการป้ องกันประเทศและร่วมบูรณาการความร่วมมือทุกภาคส่วน
ที่เกี่ยวข้อง เป็ นกองบัญชาการแห่งชาติที่มีอ านาจหน้าที่ตามกฎหมายของรัฐบาลในการแก้ปัญหา
สถานการณ์วิกฤตระดับรัฐบาล เป็ นหน่วยงานที่ท าหน้าที่ก าหนดนโยบายเชิงยุทธศาสตร์ที่อยู่
ระหว่างยุทธศาสตร์ความมั่นคง กับยุทธศาสตร์ทหาร โดยท าหน้าที่ก าหนดนโยบายระดับ
ยุทธศาสตร์ติดตามและประเมินสถานการณ์อา นวยการ ตกลงใจ สั่งการ กา กับดูแล สถานการณ์
วิกฤติในการป้ องกันประเทศ และบริหารจัดการพลังอ านาจแห่งชาติให้ได้อย่างมีประสิทธิภาพและ
สอดคล้องกับสถานการณ์ คณะกรรมการบริหารที่ส าคัญประกอบด้วย นายกรัฐมนตรีเป็ นประธาน
เลขาธิการสภาความมนั่ คงแห่งชาติเป็นกรรมการและเลขานุการ เลขาธิการนายกรัฐมนตรี เป็ น
กรรมการและผูช้่วยเลขานุการ และกรรมการที่มาจากกระทรวงที่เกี่ยวข้องกับความมนั่ คง เช่น
กระทรวงกลาโหม กระทรวงมหาดไทย กระทรวงการต่างประเทศ กระทรวงการคลัง กระทรวง
คมนาคม กระทรวงเทคโนโลยีสารสนเทศ และการสื่อสาร กระทรวงพลังงาน กระทรวงพานิชย์ และ
ส านักงานข่าวกรองแห่งชาติ โดยมีคณะผู้บัญชาการทหารเป็ นที่ปรึกษา รูปแบบกองบัญชาการ
แห่งชาติในการป้องกันประเทศในระดับรัฐบาลน้ีสามารถน าไปเป็ นรูปแบบโครงสร้างองค์กร
ตน้แบบ เมื่อเกิดภาวะวิกฤตในการป้องกนั ประเทศในทุกมิติของความมนั่ คงได้ข

Thailand leading civilian and government organizations and their organization
structure are studied and analyzed to determine an appropriate organization and its organization
structure for solving national crisis. The qualitative research method is used in this research with
in-depth interviews and focus groups. Key performance in the focus groups are highly-recognized
experts in the field of national crisis management. The prototype of the government national
defense headquarters is proposed in this study.
The prototype of the government national defense headquarters is aimed to have a
mission to solve all dimensions of conflict, starting from normal situations to crisis situations.
The prototype headquarters is designed to be a centered organization with well-designed
mechanism management for national defense to cooperate with all associated agencies. The
prototype headquarters is also designed to serve as the national command authority with all legal
rights and authorities for solving government crisis. The prototype headquarters provides strategic
policies that link between the security strategy and military security. Missions of the prototype
headquarters include strategic policy making, situation monitoring and assessment, decision
making, and supervision of the national security crisis. The missions of the prototype headquarters
also include effective management of Instruments of National Power (Diplomacy, Information,
Military, and Economic: DIME) in compliance with the crisis situations. Board of directors of the
prototype headquarters consists of the Prime Minister as the chairman of the board, the Secretary
of the National Security Council as the committee and secretary, Secretary to the Prime Minister
as the committee and assistant secretary, with Chiefs of the armed forces as board of consultant.
Other key committee members of the board include representatives from Ministries associated
with security such as Ministry of Defense, Ministry of Interior, Ministry of Foreign Affairs,
Ministry of Finance, Ministry of Transport, Ministry of Information and Communication
Technology, Ministry of Energy, Ministry of Commerce, and National Intelligence Agency. ค
The prototype of the government national defense headquarters proposed in this study can be used
as a standard for setting up the organization structure prototype during national crisis in all
dimensions of security.ง
