เรื่อง แนวทางการส่งเสริมการปลูกไม้มีค่าทางเศรษฐกิจเพื่อความมั่นคง มั่งคั่ง
อย่างยั่งยืน ในพื้นที่จังหวัดกาญจนบุรี

การวิจัยเรื่อง แนวทางการส่งเสริมการปลูกไม้มีค่าทางเศรษฐกิจเพื่อความมั่นคง มั่งคั่ง อย่าง
ยั่งยืน ในพื้นที่จังหวัดกาญจนบุรี มีวัตถุประสงค์ในการวิจัย 3 ประการ คือ ประการแรก เพื่อวิเคราะห์
สถานการณ์การปลูกไม้มีค่าทางเศรษฐกิจในปัจจุบัน ความจำเป็นในการส่งเสริมการปลูกไม้มีค่าทาง
เศรษฐกิจและแนวโน้มการส่งเสริมปลูกไม้มีค่าทางเศรษฐกิจในอนาคต ประการที่สอง เพื่อวิเคราะห์แนวทาง
ในการส่งเสริมการปลูกไม้มีค่าทางเศรษฐกิจ และประการที่สาม เพื่อวิเคราะห์หาปัจจัยที่ส่งผลต่อ
ความสำเร็จในการส่งเสริมการปลูกไม้มีค่าทางเศรษฐกิจให้เกิดความมั่นคง มั่งคั่ง อย่างยั่งยืน ในพื้นที่จังหวัด
กาญจนบุรี และนำไปประยุกต์ในการกำหนดเป็นนโยบาย แผนงาน และโครงการส่งเสริมการปลูกไม้มีค่าทาง
เศรษฐกิจ ให้ประเทศไทยเกิดความมั่นคง มั่งคั่ง อย่างยั่งยืน ในอนาคต
ผลการวิจัยพบว่า นับตั้งแต่รัฐบาลมีนโยบายยกเลิกสัมปทานป่าไม้ในปี พ.ศ. 2532 จนถึง
ปัจจุบัน ทำให้เกิดความขาดแคลนไม้ใช้สอยอยู่มาก จึงจำเป็นต้องนำเข้าไม้จากต่างประเทศ จึงมีความจำเป็น
ที่ภาครัฐต้องหันมาให้ความสำคัญในการส่งเสริมการปลูกไม้มีค่าทางเศรษฐกิจขึ้น เพื่อลดการนำเข้าไม้จาก
ต่างประเทศและลดการลักลอบตัดไม้ทำลายป่าลง จากการศึกษาพบว่าเกษตรกรที่ให้ความสนใจในการ
ส่งเสริมการปลูกไม้มีค่าทางเศรษฐกิจ ส่วนใหญ่จะประกอบอาชีพธุรกิจเอกชน มีการศึกษาระดับปริญญาตรี
ขึ้นไป และเห็นว่าปัจจัยที่ส่งผลต่อความสนใจเรียงตามลำดับจากมากไปน้อย ดังนี้ คือ ความคุ้มค่าและ
ผลตอบแทนที่ได้รับจากการปลูก การประชาสัมพันธ์จากภาครัฐ ความรู้ความเข้าใจของเกษตรกรเกี่ยวกับการ
ปลูกไม้มีค่าทางเศรษฐกิจ ข้อมูลสารสนเทศที่น่าเชื่อถือและเป็นประโยชน์ การส่งเสริมและสนับสนุนจาก
ภาครัฐ ความยุ่งยากของกฎ ระเบียบ และกฎหมาย การมีเครือข่ายหรือสถาบันที่สนับสนุนและส่งเสริม และ
การสนับสนุนจากสมาชิกในครัวเรือน ยิ่งเกษตรกรมีสารสนเทศในด้านนี้มากและเป็นระบบเท่าใด การ
ตัดสินใจในการปลูกไม้มีค่าทางเศรษฐกิจก็จะมีมากขึ้นเท่านั้น โดยเฉพาะในปัจจัยที่เกี่ยวกับความคุ้มค่าและ
ผลตอบแทนที่ได้รับ หากรัฐชี้ให้เกษตรกรเห็นพ้องด้วยว่าการปลูกไม้มีค่าทางเศรษฐกิจ จะนำไปสู่ความมั่นคง
มั่งคั่ง อย่างยั่งยืน ทั้งของตัวของเกษตรกร ครอบครัวของเกษตรกร และประเทศชาติด้วยแล้ว ก็จะเป็น
แรงจูงใจที่สำคัญในการจูงใจให้เกษตรกรตัดสินใจหันมาปลูกไม้มีค่าทางเศรษฐกิจมากยิ่งขึ้นตามไปด้วย

Topic Guidelines for promoting the plantation of economic tree species
for stability, prosperity and sustainability in Kanchanaburi province.

The researchon Promoting the planting of economic trees species for stability,
wealth and sustainability in the area of Kanchanaburi Province. There are three research
objectives: firstly, to analyze the current situation, the need to promote plantingand the trend
of promoting of economic tree species planting; secondly, to analyze ways to promote
economic treespecies planting. And third, to analyze the factors that affect the success in
promoting the planting of economic trees to achieve stability, prosperity and
sustainability in Kanchanaburi Province and applied in formulating policies, work plans,
and projects to promote the planting of economically valuable trees for Thailand to
be stable, prosperous and sustainable in the future.
The results showed that since the government has a policy to ban forest
concessions in the year B.E.1989 until now causing a very shortage of usable wood.Therefore,
it is necessary to import timber from abroad. In this regard, it is necessary for the government to
focus on promoting the planting of economic tree species, to reduce timber imports from abroad
and also reduce illegal logging.The study showed that farmers who are interested in promoting
planting of economic trees have bachelor or higher degree and above, mostof them are engaged
in private business.Furthermore, that the factors affecting interest were arranged in descending
order as follows: cost and benefits return received from plantingeconomic species tree, public
relations from the government, Farmers' knowledge and understanding about planting economic
tree species , reliable and useful information promotion, support and promote from the
government, the difficulty of rules, regulations and laws; the presence of networks or institutions
that support and promote, support from household members. However, information
accessibility and system are available and easy to access, it leads to increase the number of
interested ‘s farmer for making decision in planting economic tree species, especially in the
factors related to value and benefits returns if the government/state crate a mutual
understanding with farmers to agree that planting trees has economic value, will lead to stability,
wealth, sustainability for farmers, families and the country as well. As per said, it will be an
important incentive to convince farmers to decide to plant more economic tree species as well.ค
