เรื่อง แนวทางการเพิ่มประสิทธิภาพกลไกการบูรณาการข้อมูลเพื่อการบริหารจัดการ
ความมั่นคงแบบองค์รวมรองรับยุทธศาสตร์ชาติ ๒๐ ปี

การดำเนินการภายใต้แผนปฏิบัติการด้านการบูรณาการข้อมูลด้านความมั่นคง ระยะที่ ๑
ให้ห้วงปี พ.ศ. ๒๕๖๓ – ๒๕๖๕ ซึ่งเป็นแผนระดับ ๓ ที่จัดทำขึ้นเพื่อใช้รองรับแผนย่อยการพัฒนา
กลไกการบริหารจัดการความมั่นคงแบบองค์รวม ในแผนแม่บทภายใต้ยุทธศาสตร์ชาติ ประเด็นความมั่นคง
มีความคืบหน้าเป็นอย่างมาก โดยเฉพาะการเตรียมการของหน่วยระดับนโยบาย หน่วยระดับอำนวยการ
และหน่วยที่รับบทบาทเป็นศูนย์กลางข้อมูลด้านความมั่นคง ซึ่งได้มีการพัฒนาบิ๊กดาต้าแพลตฟอร์ม
การเตรียมการด้านบุคลากร การจัดทำกรอบระเบียบและขั้นตอนการปฏิบัติที่เป็นมาตรฐาน รวมถึง
การจัดทำธรรมภิบาลข้อมูลด้านความมั่นคง โดยเริ่มมีการดำเนินการเชื่อมโยงแลกเปลี่ยนข้อมูลกับ
หน่วยราชการที่เป็นเจ้าของข้อมูลบางส่วน อย่างไรก็ตาม เนื่องจากในปัจจุบันได้สิ้นสุดระยะเวลาการดำเนินการ
ตามแผนปฏิบัติการฯระยะที่ ๑ แล้ว พบว่าผลการปฏิบัติยังไม่เป็นไปตามเป้าหมายที่กำหนด จำนวนหน่วยงาน
และปริมาณข้อมูลที่สามารถเชื่อมโยงแลกเปลี่ยนเข้ามายังศูนย์กลางข้อมูลด้านความมั่นคงมีปริมาณน้อย
อีกทั้งกลไกในการขับเคลื่อนงานและประสานความร่วมมือ ยังคงมีอุปสรรค และยากต่อการคาดหวัง
ที่จะบรรลุเป้าหมายของการมีข้อมูลขนาดใหญ่สนับสนุนการบริหารจัดการความมั่นคงแบบองค์รวม
ในระยะต่อไป ดังนั้นเอกสารวิจัยฉบับนี้ จึงได้จัดทำขึ้นเพื่อรวบรวม ศึกษา วิเคราะห์ปัญหาที่เป็น
ปัจจัยและมีอิทธิพลต่อการขับเคลื่อนงานบูรณาการข้อมูลด้านความมั่นคงในห้วงที่ผ่านมา อันนำไปสู่
การกำหนดแนวทางยกระดับประสิทธิภาพ “กลไกการบูรณาการข้อมูลที่มีใช้งานอยู่เดิม” และกำหนด
องค์ประกอบของ “กลไกรูปแบบใหม่” ที่เป็นปัจจัยแห่งความสำเร็จหรือเป็นพลังให้เกิดการขับเคลื่อน
การบูรณาการข้อมูลความมั่นคงระหว่างหน่วยงานราชการ ทั้งนี้งานวิจัยนี้ได้เสนอแนวทางการเพิ่ม
ประสิทธิภาพในรูปแบบกลไกรวม ๗ องค์ประกอบ ได้แก่ (๑) คณะกรรมการบูรณาการข้อมูลด้าน
ความมั่นคง (๒) ทีมประสานงาน (๓) ทีมจัดทำบันทึกข้อตกลงความร่วมมือ (๔) ทีมขับเคลื่อนการนำข้อมูล
ไปใช้ประโยชน์(๕) ทีมบริหารจัดการข้อมูล (๖) ทีมธรรมาภิบาลข้อมูลด้านความมั่นคงและการตรวจประเมิน
และ (๗) ทีมสนับสนุนการดำเนินการ เพื่อนำไปใช้ในการสนับสนุนงานบริหารจัดการความมั่นคงแบบ
องค์รวมรองรับยุทธศาสตร์ชาติ ๒๐ ปีในระยะต่อไปข

From 2020 to 2022, Phase-I implementationof the Security Information Integration
Action Plan, as a level-3 sub-planof the Master Plan, established for the development
of a holistic security management mechanism, has been progressing significantly.
Especially the arrangements of policy and high-level agencies and units in charge of
national security data centers, many projects have been initiated and completed,
including the development of a big data platform, the human resource preparation,
the establishment of a data governance framework for regulations and standard
operating procedures of national security-related data. Much work on data integration
and data sharing among government agencies has also made some progress. However,
the overall outcome has not met the main goals and targets. Especially, the number
of government agencies participating in data exchange and sharing, and the amount of data
being integrated and shared are still low. There is no working mechanism to drive work
and coordinate cooperation among the agencies to share and exchange their data.
Theseobstacles and difficultiesare the main causes that prevent the action planfrom achieving
its goal of having big data to support holistic security management. As a result, this
research study has been established to collect, study, and analyze the problems that
are factors and influences in driving security data integration and sharing in the past.
The goal is to find ways to improve efficiency of the “existing data integration
mechanisms” and to define the components of the “new mechanism” containing
success factors and forces to drive the data integration and sharingof national security
data between government agencies. This research proposes an approach to increase
efficiency in the form of a mechanism that includes 7 components: namely the (1)
national security data integration committee, (2) coordination team, (3) memorandum
of cooperation team, (4) data driven team, (5) data management team, (6) data
governance and audit team and (7) data operation and support team. The proposed
data team structure can be used to set up a working group to drive the holistic security
management work supporting the 20-year national strategy in the next phases.ค
