บทคัดย่อ:
เรื่อง แนวทางการพัฒนาพลังงานทดแทนของประเทศไทยอย่างยั่งยืน
ลักษณะวิชา วิทยาศาสตร์และเทคโนโลยี

งานวิจัยเชิงคุณภาพนี้มีวัตถุประสงค์เพื่อ 1. วิเคราะห์สถานการณ์ ปัญหาและอุปสรรค
การพัฒนาพลังงานทดแทนของประเทศไทยในปัจจุบัน 2. ศึกษาการพัฒนาพลังงานทดแทนของ
ต่างประเทศ 3. เพื่อนำเสนอแนวทางการพัฒนาพลังงานทดแทนของประเทศไทยอย่างยั่งยืน
วิธีการศึกษาในงานวิจัยนี้คือการวิเคราะห์เนื้อหาบทสัมภาษณ์เชิงลึกและเอกสารทางวิชาการ ผลการ
ศึกษาวิจัยมีดังนี้1. ความก้าวหน้าทางนวัตกรรมและเทคโนโลยีทำให้ความต้องการพลังงานเพิ่มสูงขึ้น
ส่งผลทำให้ประเทศไทยต้องเผชิญกับวิกฤตพลังงานทั้งมิติสิ่งแวดล้อม มลภาวะและราคาต้นทุนในการ
จัดหาและผลิตพลังงานที่เหมาะสมมาทดแทนพลังงานจากเชื้อเพลิงฟอสซิลในอนาคตเพื่อให้สามารถ
พึ่งพาตัวเองได้โดยภาครัฐมีการจัดทำแผนพัฒนาทดแทนและพลังงานทางเลือก พ.ศ. 2561-2580
เพื่อกำหนดทิศทางการพัฒนาพลังงานทดแทนของประเทศที่มุ่งเน้นการรักษาผลกระทบทาง
สิ่งแวดล้อมและส่งเสริมการผลิตไฟฟ้าจากพลังงานทดแทน 2. ประเทศในกลุ่มอาเซียนมีนโยบาย
ที่ชัดเจนด้านการพัฒนาพลังงานอย่างยั่งยืน โดยกำหนดเป็นแผนยุทธศาสตร์ชาติของประเทศในการ
พัฒนาพลังงานทดแทนที่เหมาะสม มีการมุ่งเน้นความร่วมมือกับภาคเอกชนในการพัฒนาพลังงาน
ทดแทนด้วยการใช้แรงจูงใจ เช่น มาตรการทางภาษี การรับซื้อไฟฟ้าจากภาครัฐ เป็นต้น 3. แนวทางการ
พัฒนาพลังงานทดแทนในประเทศไทยอย่างยั่งยืนคือภาครัฐต้องกำหนดยุทธศาสตร์การจัด
การพลังงานที่มีประสิทธิผล กำหนดมาตรการเชิงนโยบายของรัฐด้านพลังงานทดแทน ร่วมมือและ
ให้การสนับสนุนภาคเอกชนในการพัฒนาพลังงานทดแทนที่เหมาะสมในทุก ๆ ด้าน ทั้งงบประมาณ

abstract:
Title The Guidelines on the Sustainable Development for Renewable Energy
Field Science and Technology

This qualitative research had the objective as follows; 1. To analyze the
situations problems and obstacles in the development of renewable energy in
Thailand at present. 2. To study the development of renewable energy in foreign
countries. 3. To present thy guidelines on sustainable development of renewable
energy in Thailand. The method used in this research was the content analysis from
the in-depth interview and academic papers. The results were found that : 1. Technological
and innovation advances have increased the demand for energy. As a result,
Thailand has to face an energy crisis in both environmental dimensions, pollution
and the cost of appropriate energy supply and production. Therefore, it is necessary
to find other types of energy sources to replace the energy from fossil fuels in the
future so that the country can be self-sufficient in energy. The government has
implemented Alternative Energy Development Plan in 2018-2037 to determine the
direction of the country's renewable energy development. This plan focuses on
preserving the environmental impact and promoting the production of electricity
from renewable energy. 2. ASEAN countries have a clear policy on sustainable energy
development by defining their national strategic plans to develop suitable alternative
energy. There is a focus on cooperation with the private sector in the development
of renewable energy with the use of motivation such as tax measures, purchase of
electricity from the government, etc. 3. Guidelines for sustainable development of
renewable energy in Thailand are Thailand has an urgent need for energy
development instead of fossil fuel, the government must formulate an effective
energy management strategy, determine government policy measures on renewable
energy, cooperate and support the private sector in developing suitable renewable
energy in all aspects including budget, technology, innovation, research, and
development.ค
