เรื่อง การศึกษาแนวทางการพัฒนาศักยภาพการท่องเที่ยวของจังหวัดภูเก็ต เพื่อการ
ก้าวไปสู่การเป็นเขตเศรษฐกิจพิเศษด้านการท่องเที่ยวของประเทศไทย

เอกสารวิจัยส่วนบุคคลฉบับนี้มีวัตถุประสงค์1. เพื่อศึกษาสภาพปัญหาและศักยภาพ
ของการท่องเที่ยวในจังหวัดภูเก็ต เพื่อการก้าวไปสู่การเป็นเขตเศรษฐกิจพิเศษด้านการท่องเที่ยวของ
ประเทศไทย 2. เพื่อศึกษาปัจจัยที่ช่วยสนับสนุนและส่งเสริมการพัฒนาศักยภาพด้านการท่องเที่ยว
ภูเก็ต เพื่อการก้าวไปสู่การเป็นเขตเศรษฐกิจพิเศษด้านการท่องเที่ยวของประเทศไทย 3. เพื่อเสนอ
แนวทางการพัฒนาและยุทธศาสตร์ในการเพิ่มศักยภาพด้านการส่งเสริมและพัฒนาการท่องเที่ยว
ของภูเก็ตเพื่อการก้าวไปสู่การเป็นเขตเศรษฐกิจพิเศษด้านการท่องเที่ยวของประเทศไทย
ผู้วิจัยด าเนินการวิจัยเชิงคุณภาพผสมผสานกับการวิจัยเชิงปริมาณ ขอบเขตของการวิจัย
ด้านเนื้อหามีการวิเคราะห์และสังเคราะห์แนวคิด ทฤษฎี และงานวิจัยที่เกี่ยวข้องกับการท่องเที่ยว
นโยบายและยุทธศาสตร์ด้านการพัฒนาการท่องเที่ยว นโยบายและยุทธศาสตร์ด้านการพัฒนาการ
ท่องเที่ยวของจังหวัดภูเก็ต แนวคิดเกี่ยวกับปัจจัยที่ช่วยสนับสนุนและส่งเสริมการท่องเที่ยวในจังหวัด
ภูเก็ต แนวคิดเกี่ยวกับเขตเศรษฐกิจพิเศษ และข้อมูลทั่วไปของจังหวัดภูเก็ต ขอบเขตด้านประชากร
ประชากร ได้แก่ ผู้บริหารระดับสูงของหน่วยงานภาครัฐที่ดูแลนโยบายด้านการท่องเที่ยวในจังหวัด
ภูเก็ต ผู้บริหารท้องถิ่นในแหล่งท่องเที่ยวของจังหวัดภูเก็ต ผู้ประกอบการด้านการท่องเที่ยวในแหล่ง
ท่องเที่ยวของจังหวัดภูเก็ต และกลุ่มตัวอย่าง การสัมภาษณ์เชิงลึก ได้แก่ ผู้บริหารระดับสูงของ
หน่วยงานภาครัฐที่ดูแลนโยบายด้านการท่องเที่ยวในจังหวัดภูเก็ตจ านวน 3 คน ผู้บริหารท้องถิ่นใน
แหล่งท่องเที่ยวของจังหวัดภูเก็ตจ านวน 5 คน และผู้ประกอบการด้านการท่องเที่ยวในแหล่งท่องเที่ยว
ของจังหวัดภูเก็ต จ านวน 10 คน การตอบแบบสอบถาม ได้แก่ นักท่องเที่ยวทั้งชาวไทยและ
ชาวต่างชาติที่เดินทางเข้าไปท่องเที่ยวในจังหวัดภูเก็ต จ านวน 400 คน น ามาวิเคราะห์ข้อมูลสรุปเป็น
ประเด็นส าคัญตามวัตถุประสงค์การวิจัย
จากผลการศึกษาครั้งนี้ชี้ให้เห็นว่า การพัฒนาศักยภาพการท่องเที่ยวของจังหวัดภูเก็ต
เพื่อการก้าวไปสู่การเป็นเขตเศรษฐกิจพิเศษด้านการท่องเที่ยวของประเทศไทยนั้น จ าเป็นที่จะต้อง
ได้รับความร่วมมือและการบูรณาการการท างานร่วมกันจากหลายภาคส่วน ทั้งการสนับสนุนจาก
หน่วยงานที่ดูแลด้านการท่องเที่ยวของรัฐ ผู้ประกอบการภาคเอกชน รวมถึงประชาชนในพื้นที่แหล่ง
ท่องเที่ยวในจังหวัดภูเก็ต ดังนั้น เพื่อให้การศึกษาครั้งถัดไปเกิดคุณูปการมากยิ่งขึ้น ผู้วิจัยควรมุ่งเน้น
การศึกษาด้านการส่งเสริมการมีส่วนร่วมของภาคประชาสังคมและชุมชนในการขับเคลื่อนและส่งเสริม
กลยุทธ์ด้านการพัฒนาศักยภาพการท่องเที่ยวของจังหวัดภูเก็ตไปสู่ความยั่งยืน โดยมุ่งเน้นการค้นคว้า
เกี่ยวกับการส่งเสริมความร่วมมือของภาคประชาสังคมและชุมชนที่จะช่วยส่งเสริมหรือสนับสนุนให้เกิด
การการพัฒนาศักยภาพการท่องเที่ยวของจังหวัดภูเก็ตได้อย่างมีประสิทธิภาพข

Title Study of Guidelines for Developing the Tourism Potential of Phuket
Province Toward Its Establishment as a Special Economic Zone for
Tourism in Thailand.

This research objective is to: 1. To investigate the challenges and
opportunities within the tourism sector in Phuket Province to advance its
transformation into a designated special economic zone for tourism in Thailand. 2. To
examine the factors that facilitate and drive the growth of Phuket's tourism potential
as it moves toward becoming a special economic zone for tourism in Thailand. 3. To
propose comprehensive development guidelines and strategies for enhancing the
potential for promoting and developing tourism in Phuket to transition into a special
economic zone for tourism in Thailand.
The researcher employed a mixed-methods approach, combining
qualitative and quantitative research methodologies. The scope of the study includes
the analysis and synthesis of concepts, theories, and research related to tourism, as
well as the policies and strategies for tourism development in Phuket Province. The
study also delved into the key factors that facilitate and promote tourism within
Phuket Province, explored the concept of special economic zones, and provided a general
overview of Phuket Province. The demographic scope of the study includes senior
executives from government agencies responsible for overseeing tourism policy in
Phuket Province, local administrators within Phuket's tourist destinations, and tourism
entrepreneurs within the province's tourist attractions and sample groups. In-depth
interviews were conducted with three senior government agency executives, five
local administrators from Phuket's tourist destinations, and ten entrepreneurs in the
province. Additionally, 400 Thai and foreign tourists traveling to Phuket Province
participated in a questionnaire survey. The gathered data were meticulously analyzed
and synthesized to extract essential insights and align with the research objectives.
The findings of this study indicate the importance of a collaborative
effort across multiple sectors in developing the tourism potential of Phuket Province
to transition it into a special economic zone for tourism in Thailand. Such ค
a transformation necessitates the cooperation and synergy of various stakeholders,
including governmental agencies responsible for overseeing tourism, private-sector
entrepreneurs, and local communities in Phuket Province. For future research works,
it is imperative to build upon this foundation. Researchers should explore ways to
engage civil society and local communities in actively driving and advocating for
strategies that promote the sustainable development of Phuket Province's tourism
potential. Emphasis should be placed on investigating methods to encourage
cooperation among civil society and communities, as this collaborative approach is
poised to be highly effective in advancing the development of tourism potential in
Phuket Province.ง
