บทคัดย่อ:
เรื่อง แนวทางการใช้อากาศยานไร้นักบินสนับสนุนระบบบริการสุขภาพ

การวิจัยเชิงคุณภาพครั้งนี้มีวัตถุประสงค์เพื่อศึกษการใช้อากาศยานไร้นักบินสนับสนุน
ระบบบริการสุขภาพ ศึกษาและวิเคราะห์การใช้อากาศยานไร้นักบินสนับสนุนระบบบริการสุขภาพ
โรงพยาบาลรัฐในพื้นที่จังหวัดชลบุรี และศึกษาแนวทางการใช้อากาศยานไร้นักบินสนับสนุน
ระบบบริการสุขภาพโรงพยาบาลรัฐในพื้นที่จังหวัดชลบุรี เครื่องมือที่ใช้วิธีวิจัยคือแบบสัมภาษณ์
กึ่งโครงสร้าง ผู้ให้ข้อมูลส าคัญเป็นนายแพทย์สาธารณสุขจังหวัดชลบุรี ผู้อ านวยการโรงพยาบาล
ชลบุรี ผู้อ านวยการโรงพยาบาลแหลมฉบัง ผู้อ านวยการโรงพยาบาลเกาะสีชัง เสนาธิการศูนย์
ปฏิบัติการทางอวกาศกองทัพอากาศ ผู้จัดการงานควบคุมจราจรทางอากาศเขตประชิดสนามบิน
กรุงเทพ และพนักงานกองก ากับมาตรฐานและการจราจรระบบอากาศซึ่งไม่มีนักบิน รวมทั้งหมด
๗ ท่าน เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เจาะลึก วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา เพื่อหา
ข้อสรุปตามวัตถุประสงค์
ผลการศึกษา พบว่า แนวทางการพัฒนาระบบบริการสุขภาพของโรงพยาบาลรัฐระดับ
จังหวัดชลบุรี ได้แก่ ๑. ก าหนดนโยบายการให้บริการสุขภาพด้วยระบบการแพทย์ทางไกลร่วมกับ
การปรับใช้อากาศยานไร้นักบิน ๒. ก าหนดค่านิยมความปลอดภัย ความคุ้มค่า และความรวดเร็ว
๓. พัฒนากฎหมายเกี่ยวกับการใช้อากาศยานไร้นักบินส าหรับระบบบริการสุขภาพ ๔. ก าหนด
โครงสร้างการปฏิบัติงานและการควบคุมอากาศยานนักบิน ๕. สนับสนุนให้มีการส ารวจและวิเคราะห์
ข้อมูลเกี่ยวกับเส้นทางเดินอากาศ ๖. สนับสนุนการวิเคราะห์สภาพแวดล้อมที่เป็นอุปสรรคต่อการ
เข้าถึงระบบบริการสุขภาพ และ ๗. สนับสนุนการพัฒนาความรู้ส าหรับผู้บริหาร และบุคลากร
ที่มีประสบการณ์การปฏิบัติงานระบบการแพทย์ทางไกล เกี่ยวกับการปรับใช้อากาศยานไร้นักบิน

Title Guidelines for using Unmanned Aerial Vehicles to Support a Health
Service System for Public Hospital in the East.

This qualitative research aimed to study the use of Unmanned Aerial
Vehicles tosupport thehealth service system, study and analyze the useof unmanned
aerial vehicles to support the public hospital health service system in Chonburi Province,
and study guidelines for using unmanned aerial vehicles to support the Public
Hospital Health Service System in Chonburi Province. The research instrument was a
semi-structured interview. There were seven key informants: the chief of the Chonburi
Public Health Office, the director of Chonburi Hospital, the director of Laem Chabang
Hospital and Koh Sichang Hospital, the chief of Staff in the Air Force Space Operations
Center, the manager of Air traffic Control in the Area Adjacent to Bangkok Airport, and
Staff from the Air Traffic Standards and Air Traffic Systems Division with no Pilots. Data
were collected using in-depth individual interviews and content analysis based on
research objectives.
The results of the study showed that the guidelines for the development
of the Health Service System of Government Hospitals in Chonburi Province were :
1. Formulate a policy for providing health services through telemedicine systems in
conjunction with the deployment of unmanned aerial vehicles. 2. Determine values
for safety, worthiness, and speed. 3. Develop a law on the use of unmanned aerial
vehicles for health services. 4. Establish a pilot aircraft operation and control structure
forunmanned aerial vehicles. 5. Encouragethe surveyand analysisof informationonair
routes.6) Support the analysis of environments that impede access to health services
7)assist in the development of knowledge for executives and experienced personnel
working in accordance with the remote medical system regarding the deployment of
unmanned aerial vehicles to support the health service system in Chonburi province.ค
