เรื่อง แนวทางการพัฒนานักเรียนนายสิบต ารวจ ศูนย์ฝึกอบรมต ารวจภูธรภาค ๓
ต่อการสร้างความเชื่อมั่นของประชาชน
ลักษณะวิชาสังคมจิตวิทยา

การวิจัยครั้งนี้ผู้วิจัยได้ศึกษาวิจัยเรื่อง “แนวทางการพัฒนานักเรียนนายสิบต ารวจ
ศูนย์ฝึกอบรมต ารวจภูธร ภาค ๓ ต่อการสร้งความเชื่อมั่นของประชาชน” โดยมีวัตถุประสงค์ดังนี้
๑. เพื่อศึกษาปัญหาอุปสรรคของการปฏิบัติหน้าที่ของนักเรียนนายสิบต ารวจ ศูนย์ฝึกอบรมต ารวจ
ภูธรภาค ๓ ต่อการสร้างความเชื่อมั่นให้กับประชาชน ๒. เพื่อศึกษาปัจจัยแห่งความส าเร็จในการสร้าง
ความเชื่อมั่นให้กับประชาชนต่อการปฏิบัติหน้าที่ของนักเรียนนายสิบ ๓. เพื่อหาแนวทางการสร้าง
ความเชื่อมั่นให้กับประชาชนต่อการปฏิบัติหน้าที่ของนักเรียนนายสิบ
ผลวิจัยพบว่า ประสิทธิภาพในการปฏิบัติงาน เป็นสิ่งที่แสดงให้เห็นถึงความส าเร็จของ
งานและการบรรลุเป้าหมายที่ตั้งไว้ซึ่งโดยส่วนใหญ่ประสิทธิภาพจะถูกน า มาใช้ในการประเมินผล
การปฏิบัติงาน ทั้งนี้เพื่อทราบถึงผลการด าเนินการว่าเป็นไปตามวตัถุประสงค์หรือเป้าหมายที่วางไว้
หรือไม่ มีข้อผิดพลาดหรือบกพร่องอย่างไร และมีวิธีการที่จะปรับปรุงแก้ไขอย่างไรบ้าง ซึ่งจะเป็น
ประโยชน์ต่อการบริหารจัดการ และการวางแผนการปฏิบัติงานในอนาคต
พื้นฐานส าคัญที่ส่งผลกระทบต่อการปฏิบัติหน้าที่ต ารวจต ารวจจึงต้องธ ารงรักษา
ไว้ซึ่งสัมพันธภาพอันดีนี้ไว้อย่างสม่ าเสมอ การด าเนินงานชุมชนสัมพันธ์ต้องการให้ประชาชน
มีส่วนร่วมรับรู้และเข้าใจปัญหาของต ารวจโดยมีเป้าหมายสุดท้ายเพื่อให้เกิดความสงบสุขขึ้นในชุมชน
ภายใต้นโยบายของส านักต ารวจแห่งชาติในการเผยแพร่ความรู้เกี่ยวกับการป้องกันภัยจาก
อาชญากรรมการเคารพกฎจราจร การด าเนินชีวิตตามแนวเศรษฐกิจพอเพียง และการป้องกันภัย
จากยาเสพติดและควรสร้างจุดเริ่มต้นของต ารวจกับชุมชน
การส่งเสริมและพัฒนาคุณธรรมจริยธรรมของต ารวจ เพื่อป้องกันหรือลดการกระท า
ผิดจริยธรรมและจรรยาบรรณของต ารวจ พบว่านอกจากวิธีการพัฒนาจริยธรรมของต ารวจโดยปฏิบัติ
ตนตามประมวลจริยธรรมและจรรยาบรรณของต ารวจแล้วนั้น แต่ยังมีวิธีการพัฒนาจริยธรรม
ของต ารวจโดยปฏิบัติตนตามจริยธรรมในวิชาชีพต ารวจ และวิธีการพัฒนาจริยธรรมของต ารวจ
เชิงพุทธบูรณาการ ซึ่งเป็นวิธีการพัฒนาจริยธรรมที่ก่อให้เกิดองค์ความรู้ใหม่ทีส าคัญต่อการส่งเสริม
และพัฒนาคุณธรรมและจริยธรรมของต ารวจเพื่อให้เกิดการบรรลุถึงปณิธาณของการเป็น

In this research, the researcher studied the research on the guidelines for
developing police sergeant students at Provincial Police Training Centre Region
3 towards the confidence of the people with the following objectives : 1. to study the
problems and obstacles in performing the duties of police sergeant students, Provincial
PoliceTraining CentreRegion3, towards buildingconfidenceof the people;2. tostudy the
factorsof success in building the confidenceof the people towards performing duties of
the police sergeant students; and 3. to search for the guidelines to enhance the
confidence of the people towards performing duties of the police sergeant students
The results of the research showed that work efficiency is an indicator that
demonstrates thesuccessof the work and the preset goals. Mostof theefficiency will be
used to evaluate performance in order to know whether the results are in accordance
with the established objectives or goals, are there any mistakes or weaknesses, and
how toimproveto be beneficial for the management and futureoperational planning.
The important basis affects the performance of the police; therefore police
need tokeep performing this good relationship regularly. Community relationsoperations
require people to participate in recognizing and understanding the problems of the
police withthefinal goal tocreate peaceinthecommunityunder the policyof theRoyal
Thai Police to publicize the knowledge about crime prevention, traffic rules, living
according to the sufficiency economy, and prevention of drug abuse. Additionally, there
should be a start of police and community.
For promoting and developing moral standards and code of ethics of the
police to prevent or reduce offenses of moral standards and code of ethics of the
police, in additionto principles to develop ethics of the police by following the code
of ethics and principles to develop the ethics of the police, there are also the ways
to develop police ethics by behaving by following the traits of code of ethics of police
profession and the Buddhist Integration Model of ethnic development for police.
These principles create the new body of knowledge whichis essential for the promotion
development of morality and ethics of police to achieve determination of being the
people guardians with pride in police profession.ค
