บทคัดย่อ:
เรื่อง แนวทางการพัฒนาระบบการขนส่งสินค้าทางรถไฟของประเทศไทย
เพื่อเชื่อมกับทวีปเอเชียและยุโรปแบบไร้รอยต่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสถานการณ์ปัจจุบัน ปัญหา แนวทางการแก้ไข
และโอกาสในการพัฒนาการขนส่งสินค้าทางรถไฟของประเทศไปยังทวีปเอเชียและยุโรป เพื่อศึกษา
ภาพรวมของธุรกิจที่มีความเกี่ยวข้องกับการขนส่งสินค้าทางรถไฟทั้งภายในและต่างประเทศ และ
เปรียบเทียบกับประเทศอื่น ๆ ในภูมิภาคเอเชียตะวันออกเฉียงใต้น ามาวิเคราะห์ปัญหาและอุปสรรค
ของการขนส่งสินค้าทางรถไฟจากประเทศไทย ผ่าน สปป.ลาว ไปยังสาธารณรัฐประชาชนจีน และหา
แนวทางและโอกาสในการพัฒนาระบบการขนส่งสินค้าทางรถไฟ โดยบูรณาการท างานระหว่างภาครัฐ
และเอกชน เพื่อให้เกิดประโยชน์สูงสุดของประเทศ โดยการสัมภาษณ์เชิงลึกจากภาครัฐ ภาคเอกชน
และผู้มีส่วนเกี่ยวข้องกับการขนส่งสินค้าทางราง
โดยผลการวิจัยพบว่าจากการศึกษาระบบนิเวศทางของการขนส่งสินค้าทางรถไฟทั้ง
ภายในและต่างประเทศ มีธุรกิจและกลุ่มผู้มีส่วนได้ส่วนเสียทางธุรกิจที่เกี่ยวข้องกับการขนส่งสินค้า
ทางรถไฟ ได้แก่ สินค้าน าเข้า สินค้าส่งออก และกลุ่มธุรกิจที่เกี่ยวข้องกับการขนส่ง โดยจากการเก็บ
รวบรวมข้อมูลจากกลุ่มเป้าหมาย พบว่า ปัญหาและอุปสรรคของการขนส่งสินค้าทางรถไฟจาก
ประเทศไทย ผ่าน สปป.ลาว ไปยังสาธารณรัฐประชาชนจีน ในหลาย ๆ ด้าน อาทิ ด้านโครงสร้าง
พื้นฐาน ด้านกฎหมาย ระเบียบ และพิธีการศุลกากร ด้านการประสานงานและด าเนินการร่วมกับ
รถไฟลาว - จีน ที่ สปป.ลาว และประเด็นด้านนโยบาย ซึ่งส่งผลให้การขนส่งสินค้าทางรถไฟจาก
ประเทศไทย ผ่าน สปป.ลาว ไปยัง สาธารณรัฐประชาชนจีน ยังพบอุปสรรคที่ท าให้การขนส่งไม่ได้รับ
ความสะดวกหรือคล่องตัว เมื่อเปรียบเทียบกับการขนส่งสินค้าทางรถยนต์ โดยการบูรณาการระหว่าง
ภาครัฐและภาคเอกชน จะสามารถสร้างโอกาสในการพัฒนาระบบการขนส่งสินค้าทางรถไฟในหลาย ๆ ด้าน
โดยผู้วิจัยพบว่า รัฐบาลและหน่วยงานที่เกี่ยวข้องทุกภาคส่วน ควรเร่งรัดงานก่อสร้างโครงการรถไฟ
รางคู่ จุดขนถ่ายสินค้า และย่านเปลี่ยนถ่ายสินค้า เนื่องจากเป็นโครงสร้างพื้นฐานหลักในการ
ขับเคลื่อนการขนส่งสินค้าทางรถไฟ รวมถึงควรให้ความส าคัญกับการรถไฟฯ ในการจัดเตรียมอุปกรณ์
ที่เกี่ยวข้องได้แก่ หัวรถจักร แคร่บรรทุกตู้คอนเทนเนอร์สินค้า ระบบการแจ้งตารางเวลาและติดตาม
สถานะขบวนรถไฟ เพื่อยกระดับในการให้บริการและสร้างความมั่นใจให้กับผู้ใช้บริการ นอกจากนี้
ควรเร่งรัดการออก พรบ. ขนส่งทางราง เพื่อให้มีกฎหมายมาก ากับดูแลการขนส่งทางราง พร้อมทั้ง
ทบทวนกฎหมายและระเบียบที่มีความซ้ าซ้อนต่าง ๆ โดยเฉพาะที่เกี่ยวข้องกับพิธีการศุลกากรน าเข้าส่งออก นอกจากนี้ยังควรสร้างเครือข่ายความร่วมกับประเทศเพื่อนบ้านและประเทศต่าง ๆ ที่เป็นคู่ค้า
เพื่อเจรจาลดภาษี และค่าธรรมเนียมต่าง ๆ เพื่อให้การขนส่งสินค้าทางรถไฟเป็นประโยชน์
กับผู้ประกอบการไทยสูงสุดข
ข้อเสนอแนะในการวิจัยครั้งนี้ภาครัฐและหน่วยงานที่เกี่ยวข้อง ควรพิจารณาทบทวน
แผนและเร่งรัดโครงการก่อสร้างโครงสร้างพื้นฐานรางรถไฟและควรมีการก าหนดนโยบายในการให้
ภาคเอกชนสามารถเข้ามาร่วมลงทุน หรือสร้างความร่วมมือระหว่างภาครัฐ เพื่อให้บริหารจัดการ
ระบบโครงสร้างพื้นฐานได้อย่างมีประสิทธิภาพ ลดการผู้ขาดเพื่อสร้างความสามารถในการแข่งขัน
ในธุรกิจขนส่งสินค้าทางรถไฟได้ นอกจากนี้แผนการพัฒนาการขนส่งของภาคเอกชนให้สอดคล้องกับ
แผนงานของภาครัฐ เพื่อให้สามารถด าเนินการไปในทิศทางเดียวกันได้ และควรมีการวิเคราะห์
ศักยภาพของคู่แข่งในประเทศเพื่อนบ้านโดยรอบประเทศไทย เพื่อให้ประเมินผลกระทบ เปรียบเทียบ

The objective of this research is to study the current situation, issues,
solutions, and opportunities in developing railway transportation from Thailand to
Asia and Europe. It aims to gain an overview of businesses related to railway
transportation, both domestically and internationally, and compare them with other
countries in the Southeast Asian region. The research will analyze the problems and
challenges of railway freight transportation from Thailand through Laos to the
People's Republic of China, and identify strategies and opportunities for the
development of the railway transportation system. The study will involve
collaboration between the government and the private sector to maximize the
benefits for the country. In-depth interviews will be conducted with government
officials, private sector representatives, and stakeholders involved in railway freight
transportation.
Based on the research, it has been determined that within the domestic
and international railway transportation system, there are businesses and stakeholder
groups involved in railway freight transportation, including importers, exporters, and
related businesses. The data collected from the target groups revealed various
challenges and obstacles in railway transportation from Thailand through Laos to the
People's Republic of China. These include infrastructure, legal regulations, customs
procedures, coordination and cooperation with the Laos-China railway, and policy
issues. These factors have resulted in inconveniences and inefficiencies in railway
transportation compared to road transportation. The collaboration between the
government and the private sector can create opportunities for the development of
the railway freight transportation system in several aspects. The researchers have
found that all sectors of the government and relevant agencies should expedite the
construction of Dual-track Railway Projects, Container Yard, and Transshipment Yard.
These are crucial infrastructure components to drive the railway transportation
system. Additionally, emphasis should be placed on preparing relevant equipment
such as locomotives, bogies, and a scheduling and tracking system to enhance
service quality and provide confidence to users. Moreover, it is recommended to ง
expedite the enactment of the Rail Transport Act to provide comprehensive
regulations and oversight for railway transportation. This should include a review of
existing laws and regulations, particularly those related to import and export customs
procedures. Furthermore, it is important to establish collaborative networks with
neighboring countries and trading partners to negotiate and reduce taxes and various
fees associated with railway transportation. These measures aim to maximize the
benefits of railway freight transportation for Thai businesses.
Recommendations for this research include urging the government and
relevant agencies to review and expedite infrastructure construction projects for
railway structures. Additionally, policies should be established to encourage private
sector participation and collaboration with the government in managing the
infrastructure system efficiently. This will help reduce inefficiencies and enhance
competitiveness in the railway freight transportation business by minimizing the
number of intermediaries. Furthermore, private sector development plans should
align with the government's plans to ensure coordinated efforts towards a common
direction. It is also important to analyze the potential of competitors in neighboring
countries to assess the impact, compare advantages and disadvantages, and identify
opportunities for the development of the Thailand's railway transportation system.จ
