เรื่อง กลยุทธ์การเพิ่มประสิทธิภาพการให้บริการการแก้ไขปัญหาเชิงพื้นที่ด้วย
แพลตฟอร์ม บริหารจัดการปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมา

งานวิจัยครั้ง มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันในการให้บริการการแก้ไข
ปัญหาเชิงพื้นที่ด้วยแพลตฟอร์มบริหารจัดการปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมา
2) เพื่อวิเคราะห์เปรียบเทียบการให้บริการการแก้ไขปัญหาเชิงพื้นที่ด้วยแพลตฟอร์มบริหารจัดการ
ปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมา โดยจ าแนกตามประเภทหน่วยงานที่ให้บริการและ
ประเด็นปัญหาเมือง และ3) เพื่อก าหนดกลยุทธ์การเพิ่มประสิทธิภาพการให้บริการแก้ไขปัญหาเชิงพื้นที่
ด้วยแพลตฟอร์มบริหารจัดการปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมาโดยใช้ระเบียบวิธีวิจัยแบบ
ผสมผสาน (Mix Method)กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ บุคลากรผู้ปฏิบัติงาน จ านวน 196 คน
และผู้บริหารจ านวน 10 คน วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา ได้แก่ ค่าเฉลี่ย ( ̅) และค่าเบี่ยงเบน
มาตรฐาน (S.D.) และสถิติเชิงอนุมาน ได้แก่ t-test
ผลการวิจัยพบว่า 1) สภาพการด าเนินงานในการให้บริการการแก้ไขปัญหาเชิงพื้นที่ด้วย
แพลตฟอร์มบริหารจัดการปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมาโดยภาพรวมและจ าแนก
ตามระบบหรือขั้นตอนการท างานของแพลตฟอร์มบริหารจัดการปัญหาเมือง Traffy Fondue พบว่า
อยู่ในระดับ มาก (

= 4.05) 2) การให้บริการการแก้ไขปัญหาเชิงพื้นที่ด้วยแพลตฟอร์มบริหาร
จัดการปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมา จ าแนกตามประเภทหน่วยงานที่ให้บริการ
มีความแตกต่างกันอย่างมีนัยส าคัญทางสถิติที่ระดับ .05 ทั้งโดยรวมและจ าแนกเป็นรายด้าน 3) การให้บริการ
แก้ไขปัญหาเชิงพื้นที่ด้วยแพลตฟอร์มบริหารจัดการปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมา
จ าแนกตามประเด็นปัญหาเมือง มีความแตกต่างกันอย่างไม่มีนัยส าคัญทางสถิติที่ระดับ .05 ทั้งโดยรวม
และจ าแนกเป็นรายด้าน 4) การจัดล าดับความต้องการจ าเป็นของการให้บริการการแก้ไขปัญหาเชิงพื้นที่
ด้วยแพลตฟอร์มบริหารจัดการปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมา ประเด็นที่มีความ
ต้องการจ าเป็นในระดับสูง ได้แก่ ระบบการรับแจ้งปัญหาซึ่งจัดเป็นจุดอ่อนส่วนประเด็นที่มีความ
ต้องการจ าเป็นในระดับต่ า ได้แก่ ระบบการแก้ปัญหา จัดเป็นจุดแข็งของการให้บริการการแก้ไข
ปัญหาเชิงพื้นที่ด้วยแพลตฟอร์มบริหารจัดการปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมา
5) น าผลการวิเคราะห์ SWOT Matrix มาสร้างกลยุทธ์การเพิ่มประสิทธิภาพการให้บริการการแก้ไข
ปัญหาเชิงพื้นที่ด้วยแพลตฟอร์มบริหารจัดการปัญหาเมือง Traffy Fondue จังหวัดนครราชสีมา
ได้แก่ 1. กลยุทธ์การพัฒนาศักยภาพบุคลากรของรัฐให้มีสมรรถนะสูงในการปฏิบัติราชการและ
เป็นที่พึ่งของประชาชน 2. กลยุทธ์การพัฒนาระบบการให้บริการสาธารณะ โดยใช้ระบบเทคโนโลยี
แพลตฟอร์มดิจิทัล 3. กลยุทธ์การบูรณาการความร่วมมือกันระหว่างภาครัฐและภาคเอกชน 4. กลยุทธ์

Title Enhancing Service Solution Efficiency in Area-Based ProblemSolving Service throughthe City Problem Management Platform:
A Case Study of Traffy Fondue in Nakhon Ratchasima Province

Research’s objectives are 1) To study the current situation of providing
city problem solving services with the Traffy Fondue platform, Nakhon Ratchasima
Province 2)To analyze and compare the service of problem solving in the area with
Traffy Fondue platform, Nakhon Ratchasima Province. Classified by type of service
agency and urban issues. 3) To Enhancing Service Solution Efficiency in Area-Based
Problem-Solving Service through the City Problem Management Platform: A Case
Study of Traffy Fondue in Nakhon Ratchasima Province. By using a mixed
methodology (Mix Method), the samples used in this research were 196 personnel
and 10 executives. Data were analyzed using descriptive statistics such as mean ( ̅)
and standard deviation (S.D.) and inferential statistics such as t-test.
The results showed that:
1) The operational condition of providing service for solving spatial
problems with the Traffy Fondue Platform, Nakhon Ratchasima Province as a whole
and classified by the system or working process of the Traffy Fondue Platform was
found to be at a high level ( ̅= 4.05)
2)Providing services for solving problems with the Traffy Fondue
platform, Nakhon Ratchasima Province. Classified by type of service unit there was
a statistically significant difference at the .05 level both overall and classified by aspect.
3) Providing location-based problem-solving services with the Traffy
Fondue platform, Nakhon Ratchasima Province. Classified by urban issues There was
no statistically significant difference at the .05 level both overall and classified by aspect.
4) Prioritizing the needs of providing problem solving services with the
Traffy Fondue Platform, Nakhon Ratchasima Province. Issues that have a high level of
need include the problem reporting system, which is classified as a weak point.
Issues with low requirements include problem solving systems. It is regarded as the
strength of providing service for solving problems with the city problem management
platform Traffy Fondue, Nakhon Ratchasima Province.ค
5) Apply the results of SWOT Matrix analysis to create a strategy to
increase the efficiency of problem solving services. Area-wise with Traffy Fondue city
problem management platform, Nakhon Ratchasima province, including:
1. Strategies to develop the potential of government personnel to
have high performance in governance work and to be dependable on the people.
2. Strategies for the development of the public service system using
digital platform technology.
3. Strategies for the integration of cooperation between the public and
private Sectors.
4. Modern organizational management innovation strategyง
