เรื่อง แนวทางการตอตานและปองกันการกอการรายในทศวรรษ 2020

การกอการรายเปนภัยคุกคามสําคัญของประชาคมโลกมาตั้งแตทศวรรษ 17 โดยมี
การเปลี่ยนแปลงรูปแบบ และมีการพัฒนาใหสอดคลองกับความเปลี่ยนแปลงของยุคสมัย สังคม และ
เทคโนโลยี ทําใหการกอการรายยังคงเปนภัยคุกคามที่มีความรุนแรง และมีแนวโนมจะเพิ่มความ
สลับซับซอนยากตอการปราบปรามหรือปองกันมากยิ่งขึ้น โดยงานวิจัยนี้มีวัตถุประสงคเพื่อศึกษา
ภัยคุกคามดานการกอการรายที่เกิดขึ้นตั้งแตในอดีตจนถึงปจจุบัน แนวโนมการกอการรายที่จะเกิดขึ้น
ในอนาคต ปญหาและขอจํากัดของการตอตานและปองกันการกอการรายที่ผานมา รวมทั้ง แนวทาง
ตอตานและปองกันการกอการรายที่เหมาะสมกับสภาพความเปลี่ยนแปลงในปจจุบัน
โดยงานวิจัยนี้เปนงานวิจัยเชิงคุณภาพ ที่เนนการศึกษาขอมูลจากการวิจัยเอกสารและการสัมภาษณ
เชิงลึก เจาหนาที่หนวยงานความมั่นคงที่มีความรูและประสบการณดานตอตานการกอการรายของไทย
ผลการวิจัยพบวา สถานการณการกอการรายในตางประเทศในทศวรรษ 2020
มีแนวโนมทวีความรุนแรงและยังคงเปนภัยคุกคามหลักของโลก โดยกลุมกอการรายใชประโยชนจาก
ความกาวหนาของเทคโนโลยีเพื่อสนับสนุนการกอการรายมากขึ้น รวมทั้ง ใชประโยชนจากการสื่อสาร
ทางออนไลนในการเผยแพรขอมูล ถายทอดอุดมการณ และชักชวนสมาชิกใหม ซึ่งมุงเปาไปที่กลุมเยาวชน
โดยขอจํากัดสําคัญของการตอตานและปองกันการกอการรายของไทยคือ การขาดกฎหมายตอตาน
การกอการรายกฎหมาย ที่ยังพัฒนาไมเ ทาทันการเปลี่ยนแปลงของเทคโนโลยีและการขาดความตระหนักรู
ของสังคม โดยรัฐบาลควรสงเสริมใหมีการปรับปรุงกฎหมายที่เกี่ยวของใหครอบคลุมถึงการกระทํา
ความผิดในลักษณะของการพยายามใหเกิดเหตุกอการราย การใหอํานาจกับเจาหนาท่ีในการสืบสวน
เพื่อปองกันเหตุรุนแรง รวมทั้ง ใหความสําคัญกับการดําเนินงานตามแนวทางการปองกันและการสราง
ภูมิคุมกันในการรับมือภัยคุกคามดานการกอการรายใหมากขึ้นข

The terrorism has been a major threat to the global community since the
17th century. And has adjusted and developed according to the changes of the
world, society and technology. So the terrorism still a serious threat and there is
a tendency to increase the complexity that is difficult to suppress or prevent. The
purpose of this research is to study the threats of terrorism that occurred from the
past to the present, trends of terrorism that will occur in the future, problems and
limitations of counter-terrorism, including counter-terrorism approaches that are
suitable for the current changing conditions. This research is a qualitative research.
Emphasis is placed on studying data from documentary research and in-depth
interviews security officers with knowledge and experience in counter-terrorism
in Thailand.
The results showed that the situation of terrorism abroad in the 2020s
is likely to intensify and remain a major threat to the global. Terrorist groups are
increasingly taking advantage of technology advancements to support terrorism and
use online communications to disseminate information convey ideology and
persuade new members which is aimed to the youth peoples. The key limitations of
countering and preventing terrorism in Thailand are Lack of Anti-Terrorism Laws and
laws has not developed as much as the changes in technology, including lack of
social awareness. The government should encourage the improvement of relevant
laws to cover offenses in the form of attempted terrorism. Empowering officials to
investigate and prevent violent incidents, including focusing on the implementation
of prevention measure and building immunity in prevent with terrorism.ค
