การวิจัยเรืองนี มีวัตถุประสงค์เพือศึกษาแนวความคิดและพัฒนาการของอุตสาหกรรม
ป้ องกันประเทศทังในและต่างประเทศ เพือศึกษาสภาวะแวดล้อมและปัจจัยทีมีผลต่อความสําเร็จใน
การเสริมสร้างความเข้มแข็งของอุตสาหกรรมป้ องกันประเทศ เพือจัดทํายุทธศาสตร์การพัฒนา
อุตสาหกรรมป้ องกันประเทศของไทยท่ามกลางบริบทแห่งความเปลียนแปลงในโลกยุคปัจจุบัน
และเพือเสนอแนะนโยบายในการพัฒนาอุตสาหกรรมป้ องกันประเทศแก่รัฐบาลในรูปแบบของ
ยุทธศาสตร์การพัฒนาศักยภาพของอุตสาหกรรมป้ องกันประเทศเพือความมันคงแห่งชาติ โดยใช้
วิธีการวิเคราะห์เชิงคุณภาพเป็ นวิธีการหลัก
ผลของการวิจัย พบว่า วัตถุประสงค์มูลฐานในการพัฒนาอุตสาหกรรมป้ องกันประเทศ
ประกอบด้วย การพัฒนาปัจจัยพืนฐานเพือการส่งเสริมอุตสาหกรรมป้ องกันประเทศ การพัฒนา
ประสิ ทธิภาพในการแข่งขัน การพัฒนานวัตกรรม การพัฒนาอุตสาหกรรมทีเชือมโยงกับ
อุตสาหกรรมป้ องกันประเทศ ซึงสามารถนํามากําหนดเป็ นวัตถุประสงค์เฉพาะได้๑๔ ประเด็น อัน
ประกอบด้วย คือ เพือการส่งเสริมปัจจัยการผลิตให้มีต้นทุนตํา เพือการลดการควบคุมจากรัฐบาล
และเสริมสร้างความเข้มแข็งของผู้ประกอบการภาคเอกชน เพือการส่งเสริมการค้าระหว่างประเทศ
เพือการแก้ไข ปรับปรุง กฏหมาย ระเบียบ ข้อบังคับ ทีเป็ นอุปสรรคในการส่งเสริมอุตสาหกรรม
ป้ องกันประเทศ เพือการพัฒนาระบบการศึกษาขันสูงด้านวิทยาศาสตร์และเทคโนโลยีป้ องกัน
ประเทศ รวมทังการฝึ กอบรมทักษะของบุคคลากรในอุตสาหกรรมป้ องกันประเทศ เพือการพัฒนา
ตลาดรองรับภายในประเทศ เพือการสร้างแหล่งสนับสนุนทางด้านการเงิน เพือการสร้างบรรยากาศ
ในการแข่งขันทีโปร่งใสและเป็ นธรรม เพือการสร้างระบบสนับสนุนการวิจัยและพัฒนา เพือ
จัดระบบการบริหารงานวิจัยและพัฒนาให้เกิดประสิทธิภาพสูง เพือจัดสร้างแหล่งเรียนรู้สาธารณ
เพือการแพร่กระจายองค์ความรู้ด้านอุตสาหกรรมป้องกันประเทศ เเพือการจัดตังศูนย์ข้อมูลเพือ
สนับสนุนอุตสาหกรรมป้ องกันประเทศ เพือการพัฒนาเครือข่ายอุตสาหกรรมป้ องกันประเทศใน
รูปแบบคลัสเตอร์ เเพือการส่งเสริมอุตสาหกรรมพืนฐานทังต้นนํา กลางนํา และปลายนํา อันจะ
นําไปสู่การกําหนดนโยบายความมันคงแห่งชาติและมาตรการเฉพาะต่อไป

ABSTRACT
Title The guideline of potential development in national industrial defence for military
national security

The objectives of this research were to study the guideline and revolution of national
industrial defence including domestic and foreign country and to study about involving environment
and factors affected the success in encouraging the strength of national industrial defence.
The strategy of development in national industrial defence should be done among the context of
changing environment of our present world and to suggest the policy in development of national
industrial defence to the government in the pattern of the Strategy of potential development in
national industrial defence for national security as well. The main method must be done through the
quality analysis. The results found that the fundamental objectives of developing the revolution of
national industrial defence and the efficiency in competition, development of innovation and
industrial development relating with national industrial defence which can be classified into 14
specific objectives. Those objectives composed of to promote factors of production of low investment,
to reduce the control from government and promote the strength of private entrepreneurs, to
encourage trades among countries, to edit and develop involving laws, regulation and various specific
orders which were the obstacles in promoting national industrial defence, to develop advanced
educational system in science and national defence technologies including the personnel training
skills in national industrial defence, to develop support markets within country, to create financial
support groups, to create transparent and justice environment among competition, to create support
system for all researches and development, to arrange managing system for researches and
development efficiently, to build public learning center of spreading in national industrial defence, to
set up the information center to support national industrial defence, to develop the network of national
industrial defence in cluster form and to support the fundamental industry including the initial, middle
and final system which lead to the formulating of national security policy and specific standards in
the further coming future.
