เรื่อง การพัฒนางานด้านการข่าวกรองของกองทัพอากาศเพื่อขับเคลื่อนแผน
แม่บทภายใต้ยุทธศาสตร์ชาติประเด็น ความมั่นคง (พ.ศ.๒๕๖๖ - ๒๕๘๐)

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาถึงความเชื่อมโยงทางยุทธศาสตร์งานด้านการข่าวกรอง
ของกองทัพอากาศกับแผนแม่บทภายใต้ยุทธศาสตร์ชาติ ประเด็น ความมั่นคง (พ.ศ.๒๕๖๖ - ๒๕๘๐)
และได้แนวทางการพัฒนางานด้านการข่าวกรองของกองทัพอากาศ ให้สามารถสนับสนุนการ
ขับเคลื่อนแผนแม่บทภายใต้ยุทธศาสตร์ชาติ ประเด็น ความมั่นคง เป็นการวิจัยเชิงคุณภาพ
โดยการศึกษาและวิเคราะห์ นโยบายหรือแผนที่เกี่ยวข้องกับงานด้านการข่าวกรอง และการสัมภาษณ์
เชิงลึกผู้ทรงคุณวุฒิด้านการข่าวกรองของกองทัพอากาศ ผลการวิจัยสรุปได้ว่า การพัฒนางานด้าน
การข่าวกรองของกองทัพอากาศ ต้องมีความเชื่อมโยงกับแผนแม่บทภายใต้ยุทธศาสตร์ชาติ ประเด็น
ความมั่นคง แผนย่อย การพัฒนาศักยภาพของประเทศให้พร้อมเผชิญภัยคุกคามที่กระทบต่อความ
มั่นคงของชาติทั้งการพัฒนาศักยภาพของประเทศด้านความมั่นคง และการพัฒนาระบบงาน
ข่าวกรองแบบบูรณาการ ควรเชื่อมโยงกับนโยบายและแผนระดับชาติว่าด้วยความมั่นคงแห่งชาติ
ในประเด็น การปกป้องอธิปไตยและผลประโยชน์ของชาติ การพัฒนาศักยภาพการป้องกันประเทศ
การสร้างดุลยภาพระหว่างประเทศ การพัฒนาศักยภาพการเตรียมพร้อมแห่งชาติ การบริหารจัดการ
วิกฤตการณ์ระดับชาติ การพัฒนาระบบข่าวกรองแห่งชาติ และการบูรณาการข้อมูลด้านความมั่นคง
ควรเชื่อมโยงกับแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ในประเด็น ไทยเป็นศูนย์กลางอุตสาหกรรม
ดิจิทัลของอาเซียน ไทยสามารถลดความเสี่ยงและผลกระทบจากภัยธรรมชาติและการเปลี่ยนแปลง
สภาพภูมิอากาศ และไทยมีภาครัฐที่ทันสมัย รวมถึงควรเชื่อมโยงกับแผนการปฏิรูปประเทศ
ในประเด็น ปรับเปลี่ยนรูปแบบการบริหารงานและการบริการภาครัฐไปสู่ระบบดิจิทัล โดยมีการ
พัฒนา ประกอบด้วย การพัฒนาศักยภาพกำลังพลด้านการข่าวกรอง การพัฒนาการบริหารจัดการ
ตามวงรอบข่าวกรอง การพัฒนาเทคโนโลยีตามวงรอบข่าวกรอง และการพัฒนาด้านความสัมพันธ์
ระหว่างประเทศ รวมถึงมีข้อเสนอแนะ ควรปรับปรุงแผนปฏิบัติราชการกองทัพอากาศ ระยะ ๕ ปี
(พ.ศ.๒๕๖๖ - ๒๕๗๐) ในประเด็น การพัฒนาข่าวกรอง ควรปรับปรุงโครงสร้างหน่วยงานและ
ระบบงานด้านการข่าวกรอง ควรจัดตั้งคณะทำงานปรับปรุงระบบงานด้านการข่าวกรอง ควรจัดทำ
โครงการพัฒนาขีดความสามารถด้านการข่าวกรอง ควรจัดทำสมรรถนะหลัก และสมรรถนะหน้าที่
ด้านการข่าวกรอง และควรนำเสนอขีดความสามารถด้าน ISR ของกองทัพอากาศ ให้ประชาคมข่าวกรอง
ภายในประเทศและหน่วยงานภาครัฐที่มีส่วนเกี่ยวข้องทราบ ทั้งนี้ ในครั้งต่อไปควรทำการวิจัยปัจจัย
ที่นำไปสู่ความสำเร็จในการนำแนวทางการพัฒนางานด้านการข่าวกรองของกองทัพอากาศไปสู่
การปฏิบัติและการวิจัยประเมินผลการพัฒนาด้านการข่าวกรองของกองทัพอากาศ ตามแผนปฏิบัติ
ราชการกองทัพอากาศ ระยะ ๕ ปี (พ.ศ.๒๕๖๖ - ๒๕๗๐)ข

Title Intelligence Activity Development of the Royal Thai Air Force in
support of the Master Plan under the National Strategy on Security
(2023 - 2037)

The objective of this research is to study about the strategic link between
intelligence activities of the Royal Thai Air Force and the Master Plan under the National
Strategy on Security (2023 - 2037) and to gain guidelines for the intelligence activity
development of the Royal Thai Air Force in order to support the Master Plan under
the National Strategy on Security. This research is qualitative research conducted by
studying and analyzing policies or maps related to intelligence activities as well as indepth interviewing intelligence experts of the Royal Thai Air Force. The research result
can be concluded that the intelligence activity development of the Royal Thai Air
Force must be linked with the Master Plan under the National Strategy on Security,
Subplan, development on the national potential in order to be ready for incoming
threats. Moreover, development on the national potential in security and intelligence
integration should be linked with national security policies and plans on the topics of
sovereignty and national interest protection, capacity development in national
defense, international equilibrium, national preparedness plan, and national crisis
management. Also, National intelligence development, and defense information
integration should be linked with the national economic and social development plan
on the topics of Thailand is a center of digital industry in the ASEAN, Thailand is able
to reduce risks and effects from natural disaster and climate change and Thailand has
a modern public sector. Besides, the RTAF intelligence development should be linked
with the national reform plans on the topic of changing the practice of public
administration and service to digital system. Such development includes the
intelligence personnel potential, intelligence cycle management, intelligence cycle
technology, international relations. Furthermore, the RTAF Operational Plan (2023-
2027) should be revised in the areas of intelligence development, organizational
structure, intelligence system, intelligence core competencies and functional
competencies including presenting RTAF ISR Capability to domestic intelligence
community and relevant government agencies. In the future research, the successful
factors that lead to implementing the RTAF intelligence development and intelligence
development evaluation should be conducted in accordance with the RTAF
Operational Plan (2023 - 2027).ค
