การทุจริตคอร์รัปชันเป็ นภัยคุกคามทีสําคัญทีขัดขวางการพัฒนาประเทศอย างยั ่ งยืน รวมทั %ง
ทําลายความเท่าเทียมทางการค้า และการค้าเสรีของประเทศ ทั%งนี% มีหลักฐานแสดงให้เห็นวาสถานการณ์ ่
การทุจริตคอร์รัปชันในประเทศไทยเลวร้ายลงทุกปี โดยปัจจุบันประเทศไทยอยู่ในลําดับที 23 จาก 425
ประเทศ ภายใต้สถานการณ์ดังกล่าว ประเทศไทยจึงควรให้ความสําคัญกับปัญหาดังกล่าวมากยิงขึ%น
โดยเฉพาะการใช้จ่ายของภาครัฐ เนืองจากประเทศไทยมีการใช้จ่ายงบประมาณประจําปี สําหรับการจัดซื%อ
ของรัฐถึงร้อยละ 42.: ของเงินงบประมาณทั%งหมด ดังนั%น การเสริมสร้างธรรมาภิบาลในการจัดซื%อจัดจ้าง
ของรัฐโดยใช้ระบบอิเล็กทรอนิกส์จึงเป็ นแนวทางทีสําคัญซึงหลายประเทศใช้ในการแกปัญหาดังกล ้ ่าว
ดังนั%น เพือลดปัญหาการทุจริ ตคอร์รัปชันในการจัดซื%อจัดจ้างภาครัฐ การศึกษาครั%งนี%
จึงมีวัตถุประสงค์เพือพัฒนาประสิทธิภาพการจัดซื%อจัดจ้างภาครัฐโดยการใช้วิธีการทางอิเล็กทรอนิกส์
ตลอดจนสร้างมาตรฐานให้การจัดซื%อจัดจ้างของไทยให้เป็ นไปตามมาตรฐานสากล โดยการพัฒนาระบบ
จัดซื%อจัดจ้างให้เป็ นระบบอิเล็กทรอนิกส์อย่างครบวงจร ลดการปฏิสัมพันธ์ระหว่างบุคคลในการเข้ามา
มีส่วนร่วมในการดําเนินการจัดซื%อจัดจ้าง ทั%งในส่วนของเจ้าหน้าทีทีดําเนินงานการจัดซื%อจัดจ้างและ
ผู้ค้ากบภาครัฐ ซึ งระบบจัดซื ั %อจัดจ้างทีพัฒนาขึ%นใหม่มีชือเรียกวา ระบบ e–Bidding และระบบ e–Market ่
ซึ งเป็ นระบบทีเน้นให้หน่วยงานภาครัฐสามารถจัดซื%อพัสดุให้สอดคล้องกับรูปแบบประเภทสินค้า
เงินงบประมาณทีได้รับ และระยะเวลาทีจัดหา เพิมความคุ้มค่าให้กบสั ่วนราชการ
ระบบ e–Bidding เป็ นระบบทีใช้สําหรับการจัดซื%อจัดจ้างสินค้าและบริการทีมีความซับซ้อน
ต้องใช้เทคโนโลยีขั%นสูง และเทคนิคเฉพาะ ส่วนระบบ e–Market จะเป็ นระบบทีใช้สําหรับการจัดซื%อจัดจ้าง
สินค้าและบริ การทีเป็ นสินค้าทีมีคุณสมบัติเป็ นมาตรฐาน มีผู้ขายมากราย และมีการจัดซื%อบ่อยครั%ง
ซึ งทั%งสองระบบดังกล่าวจะลดการเผชิญหน้า และการปฏิสัมพันธ์ ระหว่างผู้ซื%อและผู้ขาย ลดการใช้
ดุลยพินิจของเจ้าหน้าทีเมือเปรียบเทียบกบระบบการจัดซื ั %อจัดจ้างปัจจุบัน อีกทั%งยังช่วยลดการสมยอมราคา
ระหว่างผู้ซื%อได้เป็ นอย่างมาก เนืองจากจะช่วยขจัดการปรากฏตนพร้อมๆ กนของผู้ทีจะยืนเสนอราคา ั

ABSTRACT
Title Guidelines on the prevention of corruption in the government procurement process

Corruption is one of the greatest threats to sustainable development. Therefore,
Thailand should emphasize more on the problem of corruption, especially on the government
procurement. This research aims to set up a framework and provide guidelines to develop more
efficient government procurement system and to reduce the problem of corruption by introducing
electronic means to government procurement process. The scope of this research is to study the
current government procurement system in Thailand and identify the loophole in the government
procurement regulations and procedures, which causing the corruption problems.
This is a qualitative research which studies and analyze the government procurement
system of developed countries as a benchmarking to improve Thai government procurement
system. In addition, this research also conducts a documentary research which reviews related articles,
books, journals, thesis, and other publications on the problem of corruption in the government
procurement and the use of electronic system to reduce corruption in the government procurement
process.
The research found that Thailand has developed the integrated electronic
government procurement system in order to reduce interaction between related stakeholders in
government procurement process. It also found that the newly developed procurement systems, called eBidding and e-Market, would be able to facilitate procuring entity acquiring goods and services needed to
be procured within allocated budget and time period which should increase value for money to the
government agency.
e-Bidding is procuring system that suitable for procuring complex goods and services
that required advanced technology or technical expertise. On the other hand, e-Market is a procuring
system for standard goods and services which there are many suppliers and frequently procured. These
two newly system will help to reduce confrontation and interaction between procurers and suppliers,
decrease discretion of procuring authorities, and also diminish the collusion between suppliers. All
suppliers will not have a chance to interact with each other in any procuring process, such as submitting the bids, hearing the clarification of any questions concerning with procuring documents
and/or visiting the construction site, due to the fact that all procuring processes have been done via
electronic means.
