Budgeting Integration Allocation

The objective of this research is to study about the difficulties and
problems of budgeting integration allocation of fiscal year 2015 for developing
information technology and communication including the study of procedure
improvement of budgeting integration allocation that benefit for pushing the level
of promptness information technology and communication development.
The result of study about the budget expenditure of the fiscal year 2015 :
amount of 19,920.86 million baht to assist people can access the information
technology and communication at the percentage of 97.89 and the percentage of
2.11 increase the cabability of information technology and communication in
Thailand but have problems with integration due to the government agencies have
limited time and the lack of understanding the direction of the master plan of
information technology and communication. Meanwhile the researcher also studied
the comparison of information technology and the communication of other counties
such as the Republic of Finland and the Republic of Estonia because these two
counties have developed the information technology system as supporting tool for
allocate the annual budget and develop e-Government for having one stop service
as well. From studies the researcher suggest these studies as a guideline for improve
budget allocation by integration to move forward and push the development of
information technology and communication by increasing efficiency and go through
digital economy in the future by using X-Road Framework to adjust the system of
information technology in Thailand that requires supporting framework of legal
regulation and processing of joint corporation between government and private
sector who have the same target which is focusing on people and service with
linking, sharing and co working rapidly and safely.
